Dhami leads with bold reforms: UCC and anti-cheating laws set national model; reservation restored for statehood activists

Time of India2 days ago
Pushkar Singh Dhami, Uttarakhand's Chief Minister, has garnered national recognition for his decisive leadership. He implemented the Uniform Civil Code and stringent laws against cheating in exams and forced religious conversions. Dhami's administration also reinstated job reservations for statehood movement activists and enacted measures to recover damages from rioters, significantly impacting governance and law enforcement in the state.
NEW DELHI:
Pushkar Singh Dhami
, the youngest Chief Minister of Uttarakhand, has established a strong record of taking bold decisions and implementing them effectively. In his four-year tenure so far, he has made a mark at the national level through landmark moves like the implementation of the
Uniform Civil Code
(UCC), the anti-cheating law, and the anti-conversion law.
He has also gained recognition within the state as a people-centric leader by reintroducing reservation in government jobs for Uttarakhand statehood movement activists.
Anti-Cheating Law
To break the nexus of cheating mafias in government recruitment exams, the Dhami government enforced a strict law from February 2023 titled
The Uttarakhand Competitive Examination (Measures for Prevention and Prevention of Unfair Means in Recruitment) Act
.
This law has become a model for the country. Since its implementation, recruitment exams in Uttarakhand have been conducted transparently and on time. Earlier, recruitment processes took an average of two to three years to complete; now they are being concluded within a year.
The law prescribes life imprisonment for those found guilty of leaking exam papers, facilitating cheating, or using unfair means. It also includes provisions for fines up to Rs 10 crore and the confiscation of the property of offenders.

First State to Implement UCC
On 27 January 2025, Uttarakhand became the first state in independent India to implement the Uniform Civil Code. Since its introduction, over two lakh registrations have already been completed under the new civil code system.
Law to Recover Damages from Rioters
To control unruly elements causing damage to public and private property during riots, strikes, and protests, the Dhami government implemented the
Uttarakhand Public and Private Property Damage Recovery Act
in 2024.
Under this law, individuals found guilty of damaging property during protests are required to compensate for the loss at market rates.
Stricter Gangster Act
The state government has made significant amendments to the Gangster Act, bringing crimes such as cow slaughter, human trafficking, child labour, bonded labour, exam fraud, and money laundering under its ambit. A tough law against forced religious conversions has also been introduced, with provisions for non-bailable imprisonment of up to 10 years and fines of up to Rs 50,000 upon conviction.
Reservation for Statehood Movement Activists
The government has reinstated a 10% horizontal reservation in government jobs for those who participated in the Uttarakhand statehood movement. Chief Minister Dhami resolved long-standing legal complications surrounding the issue and successfully passed the long-pending bill in the Assembly. The law has been made effective retrospectively from 11 August 2004, validating all previous appointments of eligible activists to state government services and posts.
These landmark legislative actions have not only brought national attention to the Dhami government's governance model but have also significantly impacted public welfare and law enforcement in the state.

Hezbollah chief says will not surrender under threat from Israel

Hezbollah leader Naim Qassem said Sunday his group would not surrender or lay down its weapons in response to Israeli threats, despite pressure on the Lebanese militants to disarm. "This threat will not make us accept surrender," Qassem said in a televised speech to thousands of his supporters in the southern suburbs of Beirut, a Hezbollah stronghold, during the Shiite Muslim religious commemoration of Ashura. Lebanese leaders who took office in the aftermath of a war between Israel and Hezbollah last year have repeatedly vowed a state monopoly on bearing arms while demanding Israel comply with a November ceasefire that ended the fighting. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Unsold Container Homes in National Capital Region - Prices You Won't Believe! His speech came as US envoy Tom Barrack was expected in Beirut on Monday. Lebanese authorities say they have been dismantling Hezbollah's military infrastructure in the south, near the Israeli border. Israel has continued to strike Lebanon despite the November ceasefire, claiming to hit Hezbollah targets and accusing Beirut of not doing enough to disarm the group. According to the ceasefire agreement, Hezbollah is to pull its fighters back north of the Litani river, some 30 kilometres (20 miles) from the Israeli frontier. Israel was to withdraw its troops from all of Lebanon, but has kept them deployed in five points it deemed strategic.

Reuters handle on Twitter withheld in India; Government says no order given; official says 'we are continuously ...'

International news agency Reuters's Twitter (now X) handle has been withheld in India, reports PTI. The action, the report says, comes 'in response to a legal demand', as per the message displayed on Reuters's X handle. Notably, only the official X account of the global news agency as well as Reuters World handles are inaccessible in the country. Affiliated X handles such as Reuters Tech News, Reuters Fact Check, Reuters Asia, and Reuters China are still accessible. Users attempting to access the Reuters account on X are now seeing a message that reads: "Account withheld. @ Reuters has been withheld in IN in response to a legal demand." According to the PTI report, government officials have denied raising any legal demand to withhold the news agency's account in the country. Instead, they have sought 'explanation from X for blocking Reuters account.' The microblogging platform seems to have now acted on that request and blocked Reuters' account in the country, officials said. They further added that since the issue isn't relevant now, the government has asked Elon Musk's X to explain the blocking and lift the embargo. "An order was issued on May 7 (during Operation Sindoor) but it was not enforced. X seems to have enforced that order now which is a mistake on their part. Government has reached out to X for resolving it at the earliest," an official source told PTI. What does account withheld means As explaned on an X help page, about country withheld content" means X was compelled to withhold the entire account specified (e.g., @username) in response to a valid legal demand, such as a court order.
