ICC issues arrest warrants for Taliban leaders over persecution of women and girls

The International Criminal Court issued arrest warrants Tuesday for the Taliban's supreme leader and the head of Afghanistan's Supreme Court on charges of persecuting women and girls since seizing power nearly four years ago.The warrants also accuse the leaders of persecuting "other persons non-conforming with the Taliban's policy on gender, gender identity or expression; and on political grounds against persons perceived as 'allies of girls and women.'"The warrants were issued against Taliban supreme leader Hibatullah Akhunzada and the head of the Supreme Court, Abdul Hakim Haqqani.The warrants came just hours after the United Nations adopted a resolution Monday over U.S. objections that called on the Taliban to reverse their worsening oppression of women and girls and eliminate all terrorist organizations.They are the latest high profile suspects named in arrest warrants issued by the Hague-based court that also has sought the arrest of other leaders including Russian President Vladimir Putin and Israeli Prime Minister Benjamin Netanyahu.Since returning to power in Afghanistan in 2021, the Taliban have imposed harsh measures, banning women from public places and girls from attending school beyond the sixth grade. Last week, Russia became the first country to formally recognize the Taliban's government.The court said in a statement that the Taliban have "severely deprived, through decrees and edicts, girls and women of the rights to education, privacy and family life and the freedoms of movement, expression, thought, conscience and religion. In addition, other persons were targeted because certain expressions of sexuality and/or gender identity were regarded as inconsistent with the Taliban's policy on gender."The court's chief prosecutor, Karim Khan, sought the warrants in January, saying that they recognized that "Afghan women and girls as well as the LGBTQI+ community are facing an unprecedented, unconscionable and ongoing persecution by the Taliban."Global advocacy group Human Rights Watch welcomed the decision."Senior Taliban leaders are now wanted men for their alleged persecution of women, girls, and gender non-conforming people. The international community should fully back the ICC in its critical work in Afghanistan and globally, including through concerted efforts to enforce the court's warrants," Liz Evenson, the group's international justice director, said in a statement.ICC judges approved a request in 2022 from the prosecutor to reopen an investigation into Afghanistan. The probe was shelved after Kabul said it could handle the investigation.Khan said he wanted to reopen the inquiry because under the Taliban, there was "no longer the prospect of genuine and effective domestic investigations" in Afghanistan.Khan's predecessor, Fatou Bensouda, got approval in 2020 to start looking at offenses allegedly committed by Afghan government forces, the Taliban, American troops and U.S. foreign intelligence operatives dating back to 2002. When Khan reopened the probe, he said he would focus on crimes committed by the Taliban and the Afghan affiliate of the Islamic State group. He said he would "deprioritize" other aspects of the investigation, such as crimes committed by Americans.The warrants for Taliban leaders were issued while Khan has stepped down temporarily pending the outcome of an investigation into allegations of sexual misconduct. Khan has categorically denied accusations that he tried for more than a year to coerce a female aide into a sexual relationship and groped her against her will.

AI impersonator pretending to be US Secretary of State Marco Rubio targets three foreign ministers: Report
An individual using an AI-generated voice to impersonate US Secretary of State Marco Rubio contacted three foreign ministers, a US governor, and a member of Congress in June, according to a diplomatic cable reviewed by Reuters. The fraudulent outreach was made via the Signal messaging app, with the impersonator leaving voicemails for at least two targets. 'The actor likely aimed to manipulate targeted individuals using AI-generated text and voice messages with the goal of gaining access to information or accounts,' the cable stated, according to the news report. The impersonator reached out in mid-June using Signal, a messaging platform. In one instance, a text message was sent to invite the recipient to continue the conversation via the app, the report stated. The cable warns that although no direct cyber threat to the State Department was identified, sensitive information could be compromised if the targeted individuals were deceived. 'There is no direct cyber threat to the department from this campaign, but information shared with a third party could be exposed if targeted individuals are compromised,' the cable reportedly warned. The diplomatic cable did not reveal the identities of the foreign ministers or US officials contacted. The State Department has launched an investigation into the matter. 'The State Department is aware of this incident and is currently investigating the matter,' a senior department official told Reuters on condition of anonymity. 'The Department takes seriously its responsibility to safeguard its information and continuously takes steps to improve the department's cybersecurity posture to prevent future incidents,' the official added. While the cable did not name a perpetrator, it referenced an earlier effort in April linked to a Russian cyber actor. That campaign involved phishing emails sent to think tanks, Eastern European dissidents, and former US officials. The attacker used fake "@ email addresses and official-looking branding from the State Department's Bureau of Diplomatic Technology. 'The actor demonstrated extensive knowledge of the department's naming conventions and internal documentation,' the cable noted. That phishing effort has been attributed to a hacker affiliated with Russia's Foreign Intelligence Service (SVR), according to industry partners cited by the State Department. In May, the FBI issued a public service announcement warning that malicious actors were using AI-generated voices and text messages to impersonate senior government officials. The goal: to access personal accounts or solicit information or funds. The FBI declined to comment on this week's incident. 'Access to targets' accounts could be used to go after other government officials or their associates and contacts,' the May announcement warned. The cable follows a separate internal crisis last month involving former National Security Adviser Mike Waltz, who accidentally added a journalist to a group chat where military strike details on Yemen were shared. The July 3 cable urged all diplomatic and consular posts to warn external partners about fake accounts and impersonation risks.

CAQM amends enforcement date for denying fuel to end-of-life vehicles for NCR
New Delhi: The Commission for Air Quality Management (CAQM) on Tuesday announced that its order of denying fuel to end-of-life (EOL) vehicles in Delhi will now come into force on Nov 1, along with five high-vehicle-density districts of NCR. The NCR districts of Gurgaon, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonipat were supposed to follow the no-fuel directive from Nov 1 onwards. Delhi's date for applying the restrictions has been aligned with the NCR districts now as several people had said that implementing the policy only in Delhi in July would be a failure as car owners would go to NCR to refuel. The restrictions in the rest of NCR will be imposed from April 1, 2026. The ban on fuel to EOL vehicles came into force in Delhi on July 1. However, after public outcry, Delhi environment minister Manjinder Singh Sirsa wrote to CAQM on July 3, requesting the drive against EOL vehicles to be put on hold. He highlighted operational and technological shortcomings, including camera placements. Even chief minister Rekha Gupta on Sunday said her govt will urge Supreme Court to allow uniform rules on overaged vehicles in the national capital, in line with the rest of the country. LG VK Saxena also asked Delhi govt on Saturday to file a review petition in Supreme Court, urging reconsideration of its 2018 order mandating deregistration of EOL vehicles. "All EOL vehicles identified through the ANPR camera system or other such systems installed at the fuel pump stations shall be denied fuelling with effect from Nov 1 in Delhi and five high-vehicle density districts of Gurgaon, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonipat, and from April 1, 2026, in the rest of NCR," CAQM said. CAQM stated that the amendment will allow Delhi govt some time to address technological gaps in the implementation of the ANPR system. CAQM has directed the transport departments of Delhi and NCR states to ensure proper installation and operation of the ANPR system. "The transport departments in Delhi and NCR states have also been directed to ensure that trials of the ANPR system are conducted and training of manpower is done in a timely manner. They shall also widely disseminate this direction among all stakeholders, including fuel stations, and ensure its strict compliance through effective enforcement measures," CAQM said. It directed NCR states to inform the commission about the liquidation of the large fleet of EOL vehicles on a monthly basis. All petrol vehicles over 15 years old and diesel vehicles over 10 years old on roads are considered EOL vehicles. In 2015, NGT passed an order to ban 10-year-old diesel and 15-year-old petrol vehicles in Delhi-NCR and directed their deregistration and scrapping. In 2018, Supreme Court upheld the NGT direction. On July 1, 80 EOL vehicles were seized, but this number fell to seven the next day. However, on the third day, the govt formally approached the CAQM to pause the drive.

Madhabi Buch (File photo) Mumbai: Former Sebi chief Madhabi Puri Buch has come out strongly against those pointing fingers at the regulator in the Jane Street market manipulation case, indicating it was a regulatory failure due to which US-based algo trading major Jane Street thrived with its alleged illegal acts for years. On Tuesday, Puri Buch issued a statement saying it was in April 2024 (when she was at the helm) that Sebi had formed a team of officials from various departments and started looking into Jane Street's affairs. The statement by Puri Buch came on the day Jane Street told its employees that Sebi had "many erroneous or unsupported assertions" about its trading activity in the country and it would "defend itself against the accusations". The trading firm said it strongly rejected "the premise and substance of (Sebi's) order", and said the markets regulator was "fundamentally mistaken" about its trades, reports noted. Jane Street also said its trading activities were "unambiguously good for the health of financial markets".
