CAQM amends enforcement date for denying fuel to end-of-life vehicles for NCR

New Delhi: The Commission for Air Quality Management (CAQM) on Tuesday announced that its order of denying fuel to end-of-life (EOL) vehicles in Delhi will now come into force on Nov 1, along with five high-vehicle-density districts of NCR.
The NCR districts of Gurgaon, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonipat were supposed to follow the no-fuel directive from Nov 1 onwards. Delhi's date for applying the restrictions has been aligned with the NCR districts now as several people had said that implementing the policy only in Delhi in July would be a failure as car owners would go to NCR to refuel.
The restrictions in the rest of NCR will be imposed from April 1, 2026.

CAQM partially amended its direction 89 on Tuesday after deliberations at its meeting. The ban on fuel to EOL vehicles came into force in Delhi on July 1. However, after public outcry, Delhi environment minister Manjinder Singh Sirsa wrote to CAQM on July 3, requesting the drive against EOL vehicles to be put on hold. He highlighted operational and technological shortcomings, including camera placements. Even chief minister Rekha Gupta on Sunday said her govt will urge Supreme Court to allow uniform rules on overaged vehicles in the national capital, in line with the rest of the country.
LG VK Saxena also asked Delhi govt on Saturday to file a review petition in Supreme Court, urging reconsideration of its 2018 order mandating deregistration of EOL vehicles.
"All EOL vehicles identified through the ANPR camera system or other such systems installed at the fuel pump stations shall be denied fuelling with effect from Nov 1 in Delhi and five high-vehicle density districts of Gurgaon, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonipat, and from April 1, 2026, in the rest of NCR," CAQM said.
CAQM stated that the amendment will allow Delhi govt some time to address technological gaps in the implementation of the ANPR system.
CAQM has directed the transport departments of Delhi and NCR states to ensure proper installation and operation of the ANPR system. "The transport departments in Delhi and NCR states have also been directed to ensure that trials of the ANPR system are conducted and training of manpower is done in a timely manner.
They shall also widely disseminate this direction among all stakeholders, including fuel stations, and ensure its strict compliance through effective enforcement measures," CAQM said.
It directed NCR states to inform the commission about the liquidation of the large fleet of EOL vehicles on a monthly basis.
All petrol vehicles over 15 years old and diesel vehicles over 10 years old on roads are considered EOL vehicles. In 2015, NGT passed an order to ban 10-year-old diesel and 15-year-old petrol vehicles in Delhi-NCR and directed their deregistration and scrapping. In 2018, Supreme Court upheld the NGT direction.
On July 1, 80 EOL vehicles were seized, but this number fell to seven the next day. However, on the third day, the govt formally approached the CAQM to pause the drive.

CM Mann said that the recent decision by the Union Government to suspend the Indus Water Treaty opens up the possibility of greater utilisation of water from the western rivers (Indus, Jhelum, Chenab) within Indian territory. He added that Punjab, which is currently facing groundwater depletion, must be prioritised in any future strategies for the usage, diversion, or allocation of river waters. Mann said that waters of the western rivers should be allocated to Punjab on a priority basis, and new storage dams upstream of existing Bhakra and Pong dams in Himachal Pradesh should be constructed. He said that this will significantly enhance the storage and regulation of western river waters. Mann said that it is the need of the hour so that Punjab, which has over exploited its only available natural resources in terms of water and fertile land for making country self reliant in food production, is duly compensated. "If we get 23 (million acre-feet) MAF of water from these rivers, the whole dispute will be resolved forever. We will use some of it and send the rest to Haryana," he suggested.

New Delhi [India], July 9 (ANI): Aam Aadmi Party's (AAP) Delhi President Saurabh Bharadwaj on Wednesday lashed out at the Bharatiya Janata Party-led Delhi government, claiming its role in 'orchestrating' the fuel ban on old vehicles to favour automobile tycoons. 'What began as a policy stunt has ballooned into a full-blown crisis, dragging multiple neighbouring cities into chaos and placing two crore vehicle owners under siege. Saurabh Bharadwaj denounced the farce as a reckless betrayal, crafted in collusion, defended with lies, and destined to collapse under the weight of its own hypocrisy,' Bharadwaj said in a press statement. While addressing a press conference, Bharadwaj accused the BJP government in Delhi of 'relentlessly lying' to the people. 'To cover one lie, they are now forced to tell a hundred more. They're now caught in this web of deception, every lie they tell demands a hundred new ones to keep it hidden. On March 1, their government had barely completed a week when BJP Minister Manjinder Singh Sirsa publicly announced that from March 31 onwards, old vehicles would no longer be provided with petrol. But by March 31, they weren't ready. So they pushed the deadline to June 30 and said that post-June 30, petrol and diesel would no longer be supplied to old vehicles. They made loud public declarations,' he added. Highlighting the public backlash against the Delhi government, Bharadwaj said that the BJP's supporters criticised them over this decision, along with others. 'Soon, people of Delhi began cursing them, on Twitter, Facebook, Instagram. Even their own supporters slammed them. When we held a press conference on the issue, the BJP government responded with more lies, claiming this was all due to High Court, Supreme Court, NGT, and Commission for Air Quality Management (CAQM) orders,' the AAP leader said. Calling out inconsistencies in the timeline and justification, Bharadwaj revealed that the CAQM's letter is dated April 23, whereas Manjinder Singh Sirsa had made his announcement on March 1. 'The BJP government got tangled in its own cover-up. They wrote one thing to CAQM, and told the people of Delhi something completely different. They consider themselves very clever and think the people are fools,' the AAP leader said. Calling out the BJP-led government for misleading citizens, the AAP Delhi President continued, 'They told Delhiites that the decision was wrong, 'Just because a car is old doesn't mean it causes pollution. Even new cars can pollute. Well-maintained old vehicles don't necessarily cause pollution.' Meanwhile, the LG was writing a different letter, saying people have an emotional connection with their old vehicles. All these conflicting letters were just tactics to fool the people.' Explaining the contradiction, he said, 'Listen to what they wrote to CAQM: 'We fully agree with your decision. These are good steps. Our government stands with you.' This was written by a Delhi government minister in a formal letter to CAQM, stating that the proposed measures were commendable and that the Delhi government fully supports them.' 'But then they cite technical difficulties, issues with camera systems and the fact that neighbouring cities like Noida, Greater Noida, Ghaziabad, Faridabad, Gurugram, and Sonipat are not implementing the same policy, so they suggested synchronising implementation across all regions,' Bharadwaj added. The former Delhi Minister warned of legal consequences, highlighting the changed stance of the state government before the Supreme Court. 'Whatever public statements you're making in the media aren't your formal legal position. Your official position is what you wrote to CAQM, personally signed by Manjinder Singh Sirsa on behalf of the government. You said their initiative is excellent, that pollution will be reduced, and all cities should act together. Now, how will you change your stand in the Supreme Court?' he asserted. (ANI)
