
Telangana allows 10-hour workdays for commercial establishments; overtime pay applicable beyond 48 hours

has approved a key change to labour regulations, allowing
commercial establishments
(excluding shops) to increase daily working hours from the current 8 hours to 10 hours, as per TOI. However, the move comes with strict conditions, including a cap of 48 working hours per week and mandatory
overtime pay
for additional hours.
The order, issued on Saturday by M Dana Kishore, Principal Secretary of the Labour Department, will take effect from July 8, following its publication in the official gazette.
While extending daily working hours, the government has retained the 48-hour weekly ceiling, meaning employers will have to reduce working hours later in the week if employees are asked to work longer hours earlier. Any work done beyond this limit will require employers to pay overtime wages, the notification clarified.
The order is seen as part of Telangana's effort to align with the Centre's push for 'ease of doing business' and mirrors similar moves by other states, including
Andhra Pradesh
, which raised its daily limit from nine to ten hours last month.
Breaks and maximum daily limits
To safeguard worker welfare, the state has mandated that no employee can be made to work more than six hours at a stretch without a minimum rest interval of 30 minutes. Additionally, the total duration of work, including breaks, must not exceed 12 hours in a day.

Further, employees may be asked to work more than 48 hours a week, but only with overtime pay and subject to a maximum of 144 hours in a quarter. Employers violating these conditions risk having their exemption revoked without prior notice, the order warned.
Factory work hours may be next
Labour department officials told The Times of India that the state is also considering a similar extension for factory workers. 'Many states are contemplating making the change following a directive from the Centre to promote ease of doing business,' an official said.
The changes have sparked debate, with some industry players welcoming the flexibility and others raising concerns about employee wellbeing. A poll accompanying the announcement asked the public whether they support the change, with responses likely to influence future decisions, particularly if the government extends these rules to factories.
With the order set to take effect in just a few days, commercial establishments, especially those in the hospitality, IT, and ITeS sectors, are expected to begin adjusting their internal schedules and HR policies accordingly.

A resident of Sylvan Heights in the Sanewadi area of Aundh, Chirag Baxi, told TOI that traffic flow through the area has probably tripled over the last few decades. "No one follows the rules. They park wherever they want, without any attention to P1/P2 signs. On some streets, shopowners have allegedly even pulled down some no-parking signs to ensure that their customers can park. This is a big problem in the lane where I live. I am not able to take my car out every day as a result," he said. "Footpaths throughout Aundh have been taken over either by shops or vehicles. Baxi is not alone in his disillusionment. Another Aundh resident, Siddharth, had similar views. "I have been a local of the area for many years and I increasingly find navigating the roads, especially Seasons Road, a tough task. Double-parking blocks traffic flow here entirely, especially from 11pm to well past midnight. If one parks illegally on ITI Road, the vehicle almost immediately gets towed. Ironically, just one lane away on Seasons Road, it is the opposite case," he said. Another issue on the same road is the medians, pointed out Siddharth. He said, "Someone almost always bumps into one of the medians and accidents have become a common occurrence here. A large reason for this is the increasing numbers of vehicles jostling for space while using this stretch, either because the population residing in the area has gone up or because of the Metro works, which are diverting a lot of traffic through Aundh. " The junction between Aundh-Baner Road and Nagras Road has also witnessed a great deal of traffic flow in recent months. "This spot is almost always jam-packed and yet, devoid of police presence. Snarls stretch for kilometres on end. Encroachments narrow the carriageway width and increase commuters' stress. Haphazard parking adds to the chaos," said resident Vaishali Patkar. When TOI contacted the area's traffic police in-charge, the officer said that the police have been coordinating with Pune Municipal Corporation (PMC) to open up the road near Medipoint junction to ease traffic movement. "Since Aundh is a connecting neighbourhood, vehicles coming from the big open streets of Pimpri Chinchwad to Pune get stuck, as the roads get narrower. We are also finding other ways to decongest the area," the senior police officer said. Cleanliness goes down the drain The rise in encroachments and commercial establishments is also contributing massively to waste generation in the area, continued Patkar. "There has to be some active regularisation when it comes to fines levied on illegal vendors. They must also be fined for encroaching on traffic blind spots, which makes it difficult for motorists as well as pedestrians to navigate turns," she said. Rupesh Junawane, a committee member of citizens' forum Aundh Vikas Mandal, said, "We have been requesting the ward office to start a ghanta gadi (trash collection van) service in the evening, so that all waste generated by hawkers can be collected. But this has not happened yet. There is a lot of garbage lying on the streets wherever there is high encroachment, such as ITI Road, near DAV School junction, Nagras Road and around Ambedkar Chowk near Gaikwad petrol pump. " Burning waste is another problem, especially on Spicer Road. "PMC officials must also conduct regular checks and prevent the burning to keep air pollution in check," added Patkar. Pockets of this neighbourhood face drainage issues, too, said residents. They added that although these get repaired temporarily, a short spell of rain leads to a resurgence of the problem. Junawane said, "There are open plots and halted construction projects in the area because of ongoing litigation — some that have been stagnant for a decade. These areas collect water, especially in the monsoon, and become breeding grounds for mosquitoes. This is a serious health hazard for those living in nearby buildings." Altered sense of safety takes over locality Aundh was very different three decades ago, recollected resident Devendra Anjikar. While development is crucial, he said, the altered fabric of the neighbourhood is an issue of concern. "We used to have cultural spaces that hosted sports activities, plays and even musical gatherings, but those seem like things of the past now. We do have some cultural events, but it is much rarer," Anjikar told TOI. A year ago, in June 2024, a 77-year-old man was brutally attacked while out on his morning walk around Parihar Chowk by a group of minors attempting to rob him. He later succumbed to his injuries, sparking widespread outrage and backlash against lax law enforcement. Anjikar added, "Primarily, what has changed is the ability to walk safely through the neighbourhood. There are no continuous walkways and that is a big hassle. In several parts, parking or shops have taken over footpaths, and continuous traffic is detrimental to pedestrians. Public spaces have become more dangerous in the light of weak security measures and non-functional CCTV surveillance." Baxi echoed, "Late at night, we see many people just sitting on the roadside along Seasons Road and consuming liquor out in the open. Police vigilance is required." Junawane summed up, "Each month at the mohalla committee meeting, when we ask for some improvement in the neighbourhood, we are told that the ward office has no funds. Considering that we have not had corporators for the last few years, there is a shortage of funds and a lot of local issues remain unresolved. In such a scenario, corporator funds should be given to the ward office so that necessary improvements can continue to be made. Aundh is facing a lot of problems today and despite repeated complaints, nothing has changed on ground." Residents Speak: Aundh is not the same as before. The loss of green cover here is massive. The condition of roads improved over time, but since vehicles also tripled, it does not make much of a difference. Traffic flow at Parihar Chowk is incessant and so are bottlenecks at various spots. A lot changed for the better with the Smart City initiative, but it is all falling apart now. A major reason is because it was all carried out without taking citizens' opinions into consideration — Kunal Chordia | Businessman Even though we coordinated with Smart City officials since the beginning, nothing that was promised was done. We were told there would be two gardens at Medipoint junction, but they were never built. Dedicated hawker zones were also never built and so streets are lined with unauthorised vendors. Footpaths in some areas are non-existent and in others they are in a poor state. The width of roads was also to be increased as Aundh is a connecting route between Pune and Pimpri Chinchwad — Rupesh Junawane | Committee member, Aundh Vikas Mandal Official Says: We have an additional garbage vehicle and I will try to arrange for it to be assigned to an evening collection route. As far as encroachments are concerned, we conduct regular drives. There are sanctioned hawker zones on ITI Road for example and drives are conducted even in this locality to ensure that only licensed hawkers operate in the zones. When it comes to footpaths, they come under the main PMC road department as roads here are over 12m in width. "This has resulted in demand for around 200 ships of 8.6 million Gross Tonnage (GT) worth around ₹1.3 lakh crore which would be jointly owned by the public sector companies (PSUs) and built in Indian shipyards over the next few years," the ministry Centre's latest attempt to bolster the lineup of Indian-flagged merchant ships follows the high probability of the current ₹1,624 crore scheme to promote such vessels missing its goal. Maritime trade experts say the share of cargo carried by domestically-flagged ships in imports is still at around 8%, unchanged since 2021 when the scheme was launched."A review of the scheme is now expected but just ₹330 crore has been disbursed till now, and the share of Indian flagged ships remains in single digits," a senior official told ET. The scheme was announced in the FY22 budget and approved by the Union cabinet in July 2021. Funds were to be disbursed till FY26, providing up to 15% subsidy to Indian shipping companies participating in global tenders issued by the Centre and its arms. Sops were offered for importing government cargo such as crude oil, liquid petroleum gas (LPG), coal, and share of Indian vessels in the carriage of the country's export import (EXIM) trade plunged to about 7.8% in FY19 from 40.7% in 1987-88. As per official estimates, this led to around $70 billion annual foreign exchange outgo to foreign shipping lines. Indian ports handled around 1540.34 million metric tonnes (MMT) cargo in 2023-24, 7.5% higher than a year ships mandatorily employ Indian seafarers while also complying with domestic taxation and corporate laws, leading to 20% higher operating costs, according to official watchers say the increased operating costs is due to higher costs of debt funds, shorter loan tenures, and taxation on wages of Indian seafarers engaged on Indian vessels. There is also an integrated Goods and Services Tax (GST) on Indian companies importing ships, blocked GST tax credits, discriminatory GST on Indian vessels providing services between two Indian ports; all of which are not applicable to foreign ships providing similar services. The domestic industry has been lobbying for lowering of these duties and taxes."Nothing has happened to reduce this burden of duties and taxes on Indian ships that impairs their competitiveness," Anil Devli, CEO, Indian National Shipowners Association told ET.

K'taka services exports nearly doubles in 6yrs, breach $150bn mark
Bengaluru: Karnataka's services-sector exports — spanning information technology, business process management, fintech, biotech, engineering design and other knowledge-based services — reached $159 billion in 2024-25, a 13.7% increase over the previous year. In 2018-19, Karnataka exported $77.8 billion worth of software and services. After a slight dip to $79.2 billion in 2020-21 due to the pandemic, the sector rebounded to $101.8 billion the following year. Exports grew to $130.3 billion in 2022-23, $139.9 billion in 2023-24, and crossed the $150-billion mark this year — nearly doubling in six years. The state continues to hold the top spot in the country for total services exports (see table), according to data from the Visvesvaraya Trade Promotion Centre (VTPC). While VTPC didn't have a break-up for IT/ITeS immediately, officials said that a majority of the services exports are from the sector. Pointing out that over 40% of India's 1,750+ GCCs are in Bengaluru, employing more than 8 lakh professionals, she said these centres are evolving into global R&D and innovation engines. "Beyond IT/ITeS, we're also seeing contributions from fintech, biotech, product development and chip design. Skilling initiatives like Nipuna Karnataka are helping align our workforce with modern industry needs, particularly in AI, machine learning, cybersecurity and blockchain," she added. TV Mohandas Pai, chairman of Aarin Capital, reiterating that Bengaluru remains the heart of Karnataka's services story, said 28 lakh people work here, across 65,000 companies and 20,000 startups. "Each year, 100-200 new tech startups are born. Bengaluru has one of the world's largest concentrations of tech. But our biggest failure is infrastructure. There is no significant investment happening in the city or in smaller towns. Governments make big announcements — Rs 1 lakh crore, for instance — but the actual allocations are meagre," he added. FKCCI president Balakrishna MG said the growth is driven by government efforts like the Karnataka Digital Economy Mission and the Beyond Bengaluru strategy. "Our reputation, global links, and steady FDI inflows have positioned us well. But to sustain this, we need more IT parks in Tier-II cities, fewer regulatory hurdles for smaller firms, and large-scale upskilling to meet demand in AI, Web3, and cloud-based technologies. Karnataka must reposition itself globally not just as an IT hub, but as a centre for broader knowledge and innovation services," Balakrishna said. PV Rai, managing director, Pixel Softek, cautioned against attributing the growth solely to government action. "It's the industry and the manpower, and the spurt in global capability centres (GCCs), that have propelled this. But the city's infrastructure is a serious concern. We lack proper roads, a clear masterplan, and IT-ready layouts.
