ART: Tmn Stutong Indah residents claim KUTS contractors sought use of home electricity for construction activities

KUCHING (July 29): The Kuching Urban Transformation System's (KUTS) contractors undertaking the Autonomous Rapid Transit (ART) project at Taman Stutong Indah here had allegedly requested to use electricity from a resident's home to support construction activities, said George Lam.
The Democratic Action Party Socialist Youth (Dapsy) Sarawak secretary said this was brought to his attention by the residents concerned, prompting him to visit the site.
'This is highly unprofessional and unacceptable,' he said in a statement issued yesterday following the visit.
Lam said according to the residents at Taman Stutong Indah, they were not given any prior notice about the construction works.
'There was no official communication regarding the timeline, alignment, and expected disturbances.
'The residents are experiencing ongoing disturbances including noise from machinery and dust. These disruptions are affecting their daily lives and privacy.'
He added that based on his observations during the visit, the construction area was not properly secured, while heavy machinery were operating 'very close to the residential area without clear barriers or warning signs to protect the public'.
In addition, Lam said large construction lorries were crossing the main road regularly without proper traffic control, creating a dangerous environment for road users in the area.
'At a point of the construction, there was a sudden road blockage without any prior notification, creating confusion and inconvenience.
'As such, I urge the KUTS project undertaker, Sarawak Metro Sdn Bhd, to temporarily halt this construction until a mutual consent is achieved between the residents and the responsible parties,' he said.

KUALA LUMPUR: First and last-mile connectivity across major cities nationwide is set to improve under the 13th Malaysia Plan (13MP), says Datuk Seri Anwar Ibrahim. The Prime Minister said this would involve adding 300 demand-responsive transit (DRT) vans and 1,200 buses to strengthen public transport links within urban areas. 'There will also be an additional 217 passenger train sets to improve the frequency of train services,' he said when tabling the 13MP in the Dewan Rakyat on Thursday (July 31). Anwar added that connectivity across rural roads will not be neglected, with around 2,800km set to be built and upgraded. This includes the main road from Nanga Serau to Nanga Seranau in Kapit, Sarawak; the road from the Sungai Air Tawar bridge to Hutan Melintang in Bagan Datuk, Perak; and the Pos Sinderut road in Lipis, Pahang. Large-scale infrastructure development will continue as part of efforts to enhance connectivity and spur growth. Projects include the East Coast Rail Link (ECRL), connecting Kelantan, Terengganu, Pahang, and the west coast of the peninsula; the Gemas-Johor Bahru double track; the elevated autonomous rapid transit system (E-ART) in Iskandar, Johor; and the LRT Mutiara Line project in Penang. 'These initiatives also speed up transit-oriented development, combining transport elements with housing, commerce, and public service counters,' he said. Anwar also announced upgrades to existing routes. This includes the Senai Utara-Machap route in Johor and the Juru-Sungai Dua route in Penang, both located along the PLUS Malaysia Berhad (PLUS) Highway. Also of focus is the construction of the Lingkaran Tengah Utama Expressway; the Pan Borneo Highway in Sabah and the Trans Borneo Highway in Sarawak. The Prime Minister added that the road-to-rail initiative aims to shift a large portion of cargo off roads, increasing rail usage from 6% to 13%. 'This will reduce the risk of road accidents,' he said.

KUCHING (July 31): A contractor for Sarawak Metro, which is the implementer of the Kuching Urban Transportation System (KUTS) project, has agreed to dismantle proposed barriers at an entrance to the Tabuan Stutong Commercial Centre. Kuching South mayor Datuk Wee Hong Seng said the move would accommodate the needs of a business operator. 'The contractor has assured that the proposed barriers, which cause blockage to the main entrance of the retail shop at Tabuan Stutong, will be dismantled and its layout will be redesigned to suit the needs of the business operator,' he said in a statement today following mediation at the site. A shop owner had complained about barriers put up at the Autonomous Rapid Transit (ART) construction site on Jalan Wan Alwi. The affected business operator, who is the tenant occupying a ground floor corner shophouse at Tabuan Stutong, claimed his retail outlet was gravely affected by the approximately four-metre-high barriers. He expressed fear that the barriers would result in a significant drop in sales during the ART construction period. Wee said any development project, be it undertaken by the government or private sector, must be carried out in accordance with laws and regulations, minimising inconvenience. 'As the mayor, I have a pivotal role to play in community engagement, especially when it comes to addressing people's interests or predicament vis-a-vis government agencies,' he said. He slammed certain quarters who took the opportunity to politicise ART or issues arising from the KUTS project to achieve political mileage instead of helping the aggrieved parties resolve matters. 'We need development at one hand but not at the expense of our people, especially at this very challenging time of economic struggle by all sectors including but not limited to retail businesses,' said Wee. He also thanked Batu Lintang assemblyman See Chee How, councillor Eric Tay, and other community leaders, who were present to show their support and concern. KUCHING (July 30): Bandar Kuching MP Dr Kelvin Yii has called on Sarawak Metro to temporarily halt all Autonomous Rapid Transit (ART) works in Taman Stutong Indah until a stakeholder dialogue can be convened and the residents' concerns have been fully addressed. Dr Yii said his office will send a formal letter requesting a meeting with Sarawak Metro and the project's designer‑consultant to review the ART track's alignment and design in full transparency. 'It is vital for all stakeholders to be involved so that every concern is addressed constructively,' he said in the statement today. Meanwhile, Dr Yii said his special assistant, George Lam, has successfully assisted and mediated discussions between the residents, Sarawak Metro, and the ART contractors, resulting in several immediate measures being agreed upon to address the residents' concerns. 'Sarawak Metro and the contractors have agreed to instal metal hoardings to prevent dust and debris from spreading to the surrounding residential area during construction. 'They have also committed to improving traffic management in the area and to issuing prior notices to residents if any closures or diversions could affect road access to the housing estate. 'To maintain the cleanliness of the surrounding area, the contractors have instructed their workers to properly dispose of all construction waste and rubbish. 'Furthermore, the contractors will direct their workers to avoid parking their vehicles directly in front of residential units in order to ensure better accessibility and privacy for the residents in the area,' he said. Dr Yii stressed that while the ART project promises long-term benefits for Kuching, its implementation must not compromise the well-being of neighbouring communities. 'As MP, I believe it is my duty to act as a bridge between the people and the authorities, ensuring that development projects are implemented responsibly with minimal disruption to the surrounding community,' he said. Dr Yii said his office will continue to follow up on these measures, maintain open communication among all parties, and convene further dialogue sessions as necessary for the good of the people.
