And this expression and dialogue, complementary mechanism—'Abhivyakti, Vaad Vivaad'—has been known in Vedic culture as 'Anant-Vaad'.'
The Vice-President also lauded Prime Minister Narendra Modi for his visionary leadership under which the nation is reaching new heights in every field of development and power.
'Our Prime Minister has exemplified in action Kautilya's philosophy. Kautilya's thought process is a treatise in governance, virtually encyclopaedic for every facet of governance—statecraft, security, role of the king, now those elected,' Dhankhar said.
Quoting a saying of Kautilya, the Vice-President said, 'A neighbouring state is an enemy, and enemy's enemy is a friend.' Which country knows it better than Bharat? We always believe in global peace, global fraternity, and global welfare.'
Interacting with the Kautilya Fellows from the India Foundation, the Vice-President praised Prime Minister Narendra Modi's visionary leadership and determination for the nation's development and strength.
He said, 'Our Prime Minister, a great visionary, believes in big scale. The PM believes in massive transformation. And after a decade of governance, the results are written on the wall. It is after a long gap of several decades that we have a Prime Minister for the third term. And that is making all the difference'.

Polls to elect next Vice President to be held as soon as possible: Constitution
With Jagdeep Dhankhar quitting as the Vice President, the election to appoint his successor will have to be held "as soon as possible". According to Clause 2 of Article 68 of the Constitution, an election to fill a vacancy in the office of the Vice President occurring due to his death, resignation or removal, or otherwise will be held "as soon as possible" after it goes vacant. The person elected to fill the vacancy will be entitled to hold office "for the full term of five years from the date on which he enters upon his office". The Constitution is silent on who performs the duties of the Vice President in case of his death or resignation before the expiry of his term, or when the Vice President acts as the President of India. The Vice President is the second highest constitutional office in the country. He serves for a five-year term, but can continue to be in office, irrespective of the expiry of the term, until the successor assumes office. The only provision in the Constitution is with regard to the vice president's function as the chairperson of the Rajya Sabha, which is performed, during the period of such vacancy, by the Deputy Chairperson or any other member of the Rajya Sabha authorised by the President of India. The Vice President may resign from his office by submitting his resignation to the President. The resignation becomes effective from the day it is accepted. The Vice President is the ex-officio Chairperson (holding the office of Rajya Sabha chairperson by virtue of being the vice president) of the Rajya Sabha and does not hold any other office of profit. During any period when the Vice President acts as, or discharges the functions of the President, he does not perform the duties of the office of the chairperson of the Rajya Sabha and, is not entitled to any salary or allowances payable to the Chairperson, Rajya Sabha. As per Article 66 of the Constitution, the Vice President is elected by the members of the Electoral College consisting of the members of both houses of Parliament in accordance with the system of proportional representation by means of the single transferable vote. Who can be elected as Vice President: A person cannot be elected as Vice President unless he is a citizen of India; has completed the age of 35 years, and is qualified for election as a member of the Rajya Sabha. A person is not also eligible if he holds any office of profit under the Government of India or a State government or any subordinate local authority.

Cong govt misleading BCs on quota issue: T BJP chief
Hyderabad: Telangana BJP president N Ramchander Rao on Monday accused the Congress govt of misleading the public and attempting to shift blame onto the Centre over the issue of Backward Classes (BC) reservations. He demanded an apology from the state govt for what he described as a 'betrayal' of the BC community. Addressing his first press conference in Delhi, Rao cited the landmark Kesavananda Bharati case to argue that laws placed in the Ninth Schedule of the Constitution are still subject to judicial review. "Even reservations implemented by the former Jayalalithaa govt in Tamil Nadu, though placed under the Ninth Schedule, are still pending in court. The Supreme Court reaffirmed this in the 2006 Kohli versus Tamil Nadu case," he pointed out. He accused the Congress of using legal complications as an excuse to delay local body elections while wrongly blaming the Centre. Rao urged the state to study the Madhya Pradesh model, which allows reservations above the 50% limit by using villages as units for calculation.
