Parliament Monsoon Session Live: Govt looks to push legislative agenda amid parliamentary deadlock over SIR discussion demand

Time of India6 hours ago
Parliament Monsoon Session Live: As Parliament's monthlong monsoon session enters its third week on Monday, another round of deadlock looms, with the government needing to push through several crucial bills even as the opposition continues protests over the special intensive revision (SIR) of Bihar's electoral rolls.
Opposition parties have demanded a discussion on the SIR exercise, a request the government has rejected, citing that it cannot respond on behalf of the Election Commission (EC), an independent constitutional body. The government has also referred to a ruling by former Speaker Balram Jakhar that Parliament cannot debate the administrative work of constitutional bodies like the EC.
The government is expected to hold its ground, strengthened by its claim that Bihar opposition leader and RJD's Tejashwi Yadav held a 'double voter ID.' Yadav had alleged his name was removed from the rolls — a claim dismissed by the EC, which revealed his voter roll number and sought an explanation for holding two EPIC cards.
Government confidence has grown further after SIR data analysis indicated no systematic targeting of Muslims. Figures released Friday showed that migrants were unaffected and deletions were not higher in NDA-held constituencies than in those won by the opposition 'Mahagathbandhan' in Bihar.
With these findings, the government is likely to press ahead with the National Sports Governance Bill in the Lok Sabha, aiming to bring greater transparency in sports bodies, including the BCCI. In the Rajya Sabha, a resolution by home minister Amit Shah seeking a six-month extension of President's Rule in Manipur from August 13 is also listed for passage.
Since the session began on July 21, except for a two-day debate on the Pahalgam terror attack and Operation Sindoor, proceedings have been largely stalled due to the SIR row. The INDIA bloc has united on the issue, accusing the EC of manipulating voter rolls to benefit the NDA.
The EC has announced plans to expand the exercise nationwide to 'protect' electoral roll integrity, ensuring only eligible citizens can vote. However, leader of opposition Rahul Gandhi has accused the EC of 'vote chori (stealing votes)' and sharply criticised the poll body. In a Saturday statement, the EC rejected his allegations as 'baseless', 'unsubstantiated' and 'misleading.'

Lok Sabha adjourned for the day as Opposition protests over Bihar SIR continue

The Lok Sabha was adjourned for the day on Monday (August 4, 2025) due to continuous noisy protests by opposition parties demanding a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar. Ahead of the adjournment, the Chair reminded the Opposition members that since the Monsoon session began, not even a single Bill has been passed by the House due to repeated disruptions. Parliament Monsoon session Day 11 LIVE When the House met at 2 p.m., Opposition MPs, including those from the Congress, were on their feet, raising slogans and holding placards. The Opposition has been demanding a discussion on the SIR exercise initiated by the Election Commission in Bihar ahead of the state polls due later this year. Jagdambika Pal, who was chairing the proceedings, said two key sports bills were listed for discussion on Monday (August 4, 2025) and the House will not be doing justice with the players if the bills are not debated and passed. Parliamentary Affairs Minister Kiren Rijiju and Sports Minister Mansukh Mandaviya echoed similar views. Mr. Pal also told members that Speaker Om Birla has directed police to take strong action, in an apparent reference to Congress MP R Sudha's gold chain being snatched in Delhi. Amid continued din, Minister of State for Finance Pankaj Chaudhary moved a statutory resolution on customs duty, which was passed by a voice vote. A peeved Mr. Pal reminded the Opposition members that since the Monsoon session began on July 21, not even a single Bill has been passed by the House due to repeated disruptions. This is the third week when the House proceedings have been disrupted by sloganeering by opposition members, he said before adjourning the House for the day. Earlier in the day, Mr. Birla said he has been trying every day to run the House smoothly, but protesting members are systematically disrupting proceedings of the House. "You have been elected by lakhs of people to represent their hopes and aspirations and raise their issues. But you are not interested in allowing the House to function smoothly. You are lowering the dignity of the House by systematically obstructing the proceedings and by showing placards," he added. Mr. Birla said if the members have any issue, they should come to him for discussion, but should allow Question Hour to function smoothly as many important issues are raised during the time and the government replies to them. "I will give each of you enough time to raise your issues like I did in the past, but please allow the House to run," he said. However, the opposition ignored the speaker's pleas, forcing him to adjourn the House till 2 p.m. Barring discussions on Operation Sindoor in both Houses, Parliament has seen little business since the Monsoon session began on July 21 due to repeated adjournments. This was initially due to the opposition demanding a discussion on Operation Sindoor and then the SIR in Bihar.

Iran founds new Supreme National Defence Council after attacks by Israel

Iran's decision follows a 12-day air war by Israel and the US that led to the deaths of nearly 1,100 people including military chiefs and commanders AP Tehran Iran founded a new defence council after attacks in June by Israel and the US, Iranian state media reported Monday. Iran's Supreme National Security Council, the country's highest security body, made the decision to establish the Supreme National Defence Council, which will be headed by President Masoud Pezeshkian, the report said. The council will handle defensive plans and improve the capabilities of Iran's armed forces. Members will include the speaker of Parliament, the head of the judiciary and the chiefs of military branches and related ministries, the report said. The defence, intelligence and foreign ministries are expected to be council members, although the report did not provide those details. Iran's decision follows a 12-day air war by Israel and the US that led to the deaths of nearly 1,100 people including military chiefs and commanders. A ceasefire has been in force since shortly after the airstrikes targeted Iran's major nuclear facilities. Iran had a similar council during the 1980s war between Iran and Iraq that left nearly 1 million casualties on both sides.
