Ahead of the adjournment, the Chair reminded the opposition members that since the
Monsoon session
began, not even a single bill has been passed by the House due to repeated disruptions.

When the House met at 2 pm, opposition MPs, including those from the Congress, were on their feet, raising slogans and holding placards.
The opposition has been demanding a discussion on the SIR exercise initiated by the
Election Commission
in Bihar ahead of the state polls due later this year.
Jagdambika Pal, who was chairing the proceedings, said two key sports bills were listed for discussion on Monday and the House will not be doing justice with the players if the bills are not debated and passed.

and Sports Minister Mansukh Mandaviya echoed similar views.
Pal also told members that Speaker Om Birla has directed police to take strong action, in an apparent reference to Congress MP R Sudha's gold chain being snatched in Delhi.
Amid continued din, Minister of State for Finance Pankaj Chaudhary moved a statutory resolution on customs duty, which was passed by a voice vote.
Pal reminded the opposition members that since the Monsoon session began on July 21, not even a single bill has been passed by the House due to repeated disruptions.
This is the third week when the House proceedings have been disrupted by sloganeering by opposition members, he said before adjourning the House for the day.
Earlier in the day, Birla said he has been trying every day to run the House smoothly, but protesting members are systematically disrupting proceedings of the House.
"You have been elected by lakhs of people to represent their hopes and aspirations and raise their issues. But you are not interested in allowing the House to function smoothly. You are lowering the dignity of the House by systematically obstructing the proceedings and by showing placards," he added.
Birla said if the members have any issue, they should come to him for discussion, but should allow Question Hour to function smoothly as many important issues are raised during the time and the government replies to them.
"I will give each of you enough time to raise your issues like I did in the past, but please allow the House to run," he said.
However, the opposition ignored the speaker's pleas, forcing him to adjourn the House till 2 pm.
Barring discussions on
Operation Sindoor
in both Houses, Parliament has seen little business since the Monsoon session began on July 21 due to repeated adjournments. This was initially due to the opposition demanding a discussion on Operation Sindoor and then the SIR in Bihar.

In an interview with The Indian Express, he speaks about various aspects of this matter. Excerpts: *You raised the issue of standardisation of food items and prices. What was it about? I come from Gorakhpur, where 98% of voters are poor. Parliament has been not functioning properly due to the ruckus over the Special Intensive Revision (SIR) of electoral rolls in Bihar. I am an artiste, and hence I am sensitive to people's issues. I have seen poverty, found bad oil in my food while eating out and spoilt my throat. In Europe and America, information like the kind of oil used in the food is mentioned (on the packaging). *You spoke at length about samosas… Since I am an artiste, I use humour. Elites do not understand rustic humour. It is an issue that matters to people. I understand that samosa matters to them. Even Rs 10 spent on food matters. I understand this, as in my student days I made Rs 1,300 a month by delivering newspapers. Though a few people and the Opposition's IT cell are mocking me, I use the language that connects with the people and that is why I win with big margins. The people who mock me did not see that I also raised issues like drugs or was rooting for inclusion of Bhojpuri in the Eighth Schedule of the Constitution. *What do you think the size of samosas must be? People want to know what the food they are eating contains. They want to know what the size or quantity of the food item that they buy is. Be it a dhaba or a five-star hotel, everyone should be accountable. Currently, five dhabas on the same road are selling the same food item at different prices. Ever since my video has gone viral, people from across the country are messaging me with more such problems. *How did you come up with the idea of raising this issue? It has been on my mind for a while. I wanted to raise it but was not getting an opportunity during the Zero Hour. The other day, when the Speaker (Om Birla) allowed Zero Hour and allowed around 200 MPs to speak, I got my chance and started speaking. The matter has become an issue of debate now. *How do you plan to take this forward? I am from the ruling party so I will not talk openly about what the government must do. I am doing my homework. I will meet the minister concerned and discuss the remedy. It is a matter related to public health.

He also told the House that in the last 16 months, the Centre has made jobs available to 11 lakh youth in the country. "Modi ji has not only created employment but also has a work plant for next five year to create the beginning of Modi 3.0, PM Viksit Bharat Rozgar Yojana is announced under the plan to create over 4 crore jobs with an outlay of Rs 2 lakh crore. We are getting good results from this scheme," Mandaviya said. Live Events Employment-linked incentive scheme, PM Viksit Bharat Rozgar Yojana (PMVBRY), is rolled out from August 1, 2025. The scheme, aimed at incentivising job creation in the country, was approved by the Union Cabinet chaired by Prime Minister Narendra Modi earlier. With an outlay of Rs 99,446 crore, the PMVBRY aims to incentivise the creation of more than 3.5 crore jobs over two years. Of these, 1.92 crore will go to freshers. The benefits of the scheme will apply to jobs created between August 1, 2025, and July 31, 2027. The scheme, Mandaviya said, forms a crucial part of India's strategy to accelerate economic growth. It consists of two parts, with Part A focused on first-timers and Part B focused on employers. Part-A will offer a one-month EPF wage up to Rs 15,000 in two instalments. Employees with salaries up to Rs 1 lakh will be eligible. The first instalment will be payable after six months of service, and the second will be payable after 12 months and completion of a financial literacy programme by the employee. A portion of the incentive will be kept in a savings instrument or deposit account for a fixed period and can be withdrawn by the employee at a later date. The Centre will incentivise employers, with up to Rs 3,000 per month, for two years, for each additional employee with sustained employment for at least six months. For the manufacturing sector, incentives will be extended to the third and fourth years as well. Establishments registered with EPFO will be required to hire at least two additional employees (for employers with less than 50 employees) or five additional employees (for employers with 50 or more employees), on a sustained basis for at least six months. All payments to the first-time employees under Part A of the Scheme will be made through the DBT ( Direct Benefit Transfer ) mode using the Aadhar Bridge Payment System (ABPS). Payments to the Employers under Part B will be made directly into their PAN-linked Accounts.
