Uttar Pradesh Bolsters Farming Future with Centres of Excellence backed by international expertise

Lucknow: Uttar Pradesh is heading to cement its place as a hub for cutting-edge agriculture practices and currently ranks second in India for Centres of Excellence (CoEs) powered by Indo-Israel-Dutch technology, said Minister of State (Independent Charge) for Horticulture, Dinesh Pratap Singh.
Centers, located in Mirzapur, Bundelkhand, and Barabanki, are focusing on dragon fruit, citrus fruits, and flower-vegetable cultivation with the help of new techniques and international expertise to rural heartlands.
In Jhansi's Barua Sagar, the CoE for citrus is gearing up at the Horticulture and Training Center. "Israeli experts, under the Indo-Israel project, are bringing their world-renowned knowledge to guide farmers in growing limes, lemons, kinnows, and grapefruits.
This marks another milestone for Uttar Pradesh, which already ranks second in India for CoE built with Indo-Israel technology," said minister Dinesh Pratap Singh.
While in Barabanki's Sonikpur village, nestled in the Trivediganj development block of Haidergarh tehsil, the first-ever Indo-Dutch CoE for vegetables and flowers is taking shape. Experts from the Netherlands have already visited, their boots crunching on the soil as they surveyed the site, sharing know-how on advanced cultivation methods.

Similarly, in Mirzapur's Deori-Kala village, the CoE for Dragon fruit is being set up at a government farm in Marihan tehsil. The Indian Horticultural Research Institute in Bangalore and Agricultural University in Kota, Rajasthan, are lending their expertise to introduce farmers to the exotic, vibrant dragon fruit and even dates. The center will showcase everything from planting to harvesting, helping farmers diversify and tap into growing markets for these high-value crops.
"These centers aren't just fields and greenhouses—they're hubs of learning. Each one offers demonstrations and training on the latest crop varieties and techniques, from production to market. Farmers can walk through, see modern methods in action, and adopt them to boost productivity, diversify crops, and replace outdated practices with profitable ones," added minister.
The state's existing CoEs—located in Basti (fruits and vegetables), Kannauj (vegetables), Saharanpur (fruits and vegetables), and Alambagh, Lucknow (ornamental plants)—have already set benchmarks.
The six upcoming centers will specialize in fruits (Kaushambi), vegetables (Chandauli), honey (Saharanpur and Rae Bareli), and aeroponics potatoes (Hapur and Kushinagar), further expanding the state's agricultural portfolio.
The Horticulture Department's achievements extend beyond CoEs. In 2022, it produced 76 lakh quality saplings in government nurseries. Now, with 150 hi-tech nurseries, the state aims to churn out 28 crore saplings annually—a 30-fold capacity increase in three years.
An International Potato Research Center in Agra is also in the works, promising to elevate potato farming with global standards.
Mango farmers, a backbone of Uttar Pradesh's economy, are set to benefit from innovative practices. "We're using paper bags to protect mangoes from chemicals and insects, ensuring premium quality for export," Singh explained. A planned Integrated Testing Treatment Park near Jewar will test and treat produce to meet international standards, opening markets worldwide.

HC asks Haryana to re-examine groundwater extraction fee policy for hospitals, banquet halls
1 2 Chandigarh: The Punjab and Haryana high court has directed the Haryana govt and the Haryana Water Resources Authority (HWRA) to re-evaluate its policy on groundwater extraction fees with regard to hospitals, clinics, nursing homes, and banquet halls. The HC wants state authorities to re-examine fee categorisation to ensure parity with industrial users. The court also restrained state authorities from taking any coercive action against the petitioners (health care service provider institutions and banquet halls) until the review process is completed. Justice Kuldeep Tiwari has passed these orders while disposing of a batch of 27 petitions filed by M/s White Oak Motel and Restaurants and others challenging the state notification dated Sep 10, 2021, which excluded their establishments from being treated as "industries" under Schedule I for the purpose of groundwater-use classification. Petitioners submitted that they are owners of banquet halls/marriage gardens/clinics/nursing homes etc., wherethrough, they are imparting services to the public at large. Moreover, the construction of the respective institutions/establishments is already complete, and now the petitioners only require water extraction for running their respective institutions/establishments. However, such an exemption does not apply to infrastructure users, a classification that includes hospitals, clinics, and marriage banquets. According to petitioners, this policy was discriminatory and irrational since many of their establishments provide essential public services, and their operations were being unfairly burdened when compared to industrial units. During the hearing of the matter, the counsel representing HWRA submitted that the issue could be reconsidered, noting that the existing policy was based on central govt models and may be due for a review. After hearing all parties, the court directed the state and HWRA to re-examine Schedule IV within two months and assess whether the fee categorisation applicable to industries can be extended to infrastructure users. In its recently released order, the judge, however, refrained from examining the legality of the 2021 notification on the grounds of arbitrariness or bias.

Gold price outlook: MCX gold rate may hit ₹94,000 level as Israel-Iran ceasefire, trade talks dent safe-haven demand
Gold prices on Multi Commodity Exchange (MCX) fell sharply on Friday, tracking losses in the global bullion market, as signs of easing geopolitical tensions in the Middle East with the Israel-Iran ceasefire holding up, and global trade optimism dampened safe-haven demand for the precious metal. MCX gold rate for August futures ended lower by ₹ 1,563, or 1.61%, at ₹ 95,524 per 10 grams. During the session, gold prices hit a low of 94,951, falling by ₹ 2,136, or 2.2%, from its previous close of ₹ 97,087. For the week, MCX gold price slumped 3.61%. MCX silver prices for September futures also declined. The white metal ended down by ₹ 1,468, or 1.36%, at ₹ 1,06,429 per kg. It touched a low of ₹ 1,05,380 during the session. In the international market, comex gold fell over 1.5% to trade below $3,270 per ounce, marking a second straight weekly loss and a nearly 3% decline for the week. 'The slide in gold prices comes as geopolitical risks ease and global trade optimism strengthens, dampening safe-haven appetite. A tentative ceasefire between Israel and Iran held firm, while US Commerce Secretary Howard Lutnick indicated trade frameworks with China and others are nearing completion — fueling risk-on sentiment in markets,' said Jigar Trivedi, Senior Research Analyst at Reliance Securities. Meanwhile, the US dollar dropped over 1.5% to below 97.3, its lowest since February 2022, weighed down by rising expectations of interest rate cuts following US Federal Reserve Chair Jerome Powell's dovish congressional testimony. Gold price next week will be influenced by a slew of factors, including economic data release in the US and European region. 'Key focal points for the coming week include, the progress in US trade talks ahead of the July 9 tariff decision deadline, the ECB Central Bank Forum, with comments expected from top officials including Chair Powell, and US macro data such as Nonfarm Payrolls, ISM Manufacturing & Services PMIs, and trade figures,' Trivedi noted. Gold price is expected to remain under pressure with a bearish bias, according to Jigar Trivedi. 'Comex gold has key support at $3,230 – $3,200 per ounce, while resistance is placed at $3,350 level. 'This is an opportunity. He emphasised that while industries do face challenges in adapting to disruptive changes like AI, the responsibility to scale innovation lies with both industry and academic institutions. Rishikesha Krishnan, Director of IIM Bangalore, highlighted a shift already visible in placement processes. 'This year itself, in our placement interviews, we found companies asking prospective candidates: if you have to make a digital marketing plan for the company, how will you use AI tools to do it more effectively?' he said. He added that the institute is focusing on 'co-creation,' where 'the human being and the AI work together,' rather than simply relying on generative AI tools.
