NH-74 scam: ED seizes Rs 24.70 lakh in raids across Uttarakhand, UP
New Delhi [India], June 27 (ANI): The Enforcement Directorate (ED) has seized cash amounting to Rs 24.70 lakh as well as other incriminating documents during searches conducted a day ago across Uttarakhand and Uttar Pradesh in connection with in NH-74 scam case, the agency said on Friday. The agency on Thursday had conducted raids at seven locations in Uttarakhand and Uttar Pradesh in the case linked to Dinesh Pratap Singh, Senior PCS officer currently working as Executive Director, Doiwala Sugar Mill in Uttarakhand. As per the federal agency, Dinesh alias DP Singh, the then Suspended Special Land Acquisition Officer (SLAO), Uttarakhand, 'while working in the capacity of Competent Authority of Land Acquisition (CALA), entered into conspiracy with revenue officials, land consolidation officials, farmers, land owners, middlemen and others for misappropriation of the government funds by manipulating the use of land by way of passing backdated orders under section 143 of Uttar Pradesh Zamindari Abolition and Land Reforms Act, 1950.' 'This resulted in payment of higher compensation to land owners at non-agriculture rates, as opposed to the legal and expected compensation,' said the ED in a statement. To achieve his ulterior motives, the ED said, Dinesh resorted to 'fabrication and forgery by making backdated entries in revenue records and documents which were projected as genuine at the time of distributing compensation to land owners against land acquired for widening of NH-74 and NH-125. This resulted in a loss of Rs 162.5 crore (approximately) to the government treasury.' ED in this case had already attached movable and immovable properties amounting to Rs 43 crore (approximately) from various accused persons. While the investigation is in progress against these officials and land owners, seven Prosecution Complaints have already been filed before the Special Court (PMLA), Dehradun. (ANI)

The searches were linked to the alleged NH-74 scam, the sources said Singh could not be contacted for a comment on the ED action and the charges against him. According to the sources, Singh "changed" the use of land acquired for widening of NH-74 and NH-125 by passing backdated orders resulting in the loss of ₹ 162.5 crore to the government. This was while he was working as the competent authority of land acquisition. The money laundering case stems from a 2017 FIR, followed by a chargesheet, of the Uttarakhand police against Singh, revenue officials, farmers and middlemen. The police, according to an ED statement issued in the case in September 2020, found that Singh and some others, working in the capacity of the competent authority of land acquisition, conspired with other public servants, farmers and middlemen for misappropriation of government funds. They did this by granting compensation at non-agriculture rate on the basis of backdated orders passed under section 143 of Uttar Pradesh Zamindari Abolition and Land Reforms Act of 1950. The compensation at non-agriculture rate is much higher than the agriculture rate, the ED said. The central agency filed a chargesheet against Singh and some others in 2024 as part of this investigation. Lucknow: Uttar Pradesh's push towards boosting farm exports has achieved a key breakthrough, with 1,200 kg of Dussehri mangoes (400 boxes, each weighing 3 kg) airlifted to Dubai, an official statement said on Sunday. Dispatched from Lucknow's Mango Pack House to Dubai-based importer Vergro Trading LLC, the USD-2,992 consignment signals a new global opportunity for the state's mango growers, it said. The consignment was flagged off by Dinesh Pratap Singh, Minister of State (Independent Charge) for Horticulture, Agricultural Marketing, and Agricultural Foreign Trade. Under the Indo-German AMD Project, three Farmer Producer Organisations (FPOs) from the Lucknow region were trained and empowered for agricultural export. Among them, Irada Farmers Producer Company Limited and Malihabad Farmer Producer Company Limited have secured direct export orders for Dussehri mangoes from Dubai. For the first time both the FPOs are independently exporting mangoes, making it a historic milestone for the state's mango growers. "Under the visionary leadership of Chief Minister Yogi Adityanath, mango exports from Uttar Pradesh are steadily rising. Our goal is to help mango farmers from the state establish a strong presence in the global market. The government is extending all necessary support in terms of production, packaging, and meeting international export standards," said Singh.

Centers, located in Mirzapur, Bundelkhand, and Barabanki, are focusing on dragon fruit, citrus fruits, and flower-vegetable cultivation with the help of new techniques and international expertise to rural heartlands. In Jhansi's Barua Sagar, the CoE for citrus is gearing up at the Horticulture and Training Center. "Israeli experts, under the Indo-Israel project, are bringing their world-renowned knowledge to guide farmers in growing limes, lemons, kinnows, and grapefruits. This marks another milestone for Uttar Pradesh, which already ranks second in India for CoE built with Indo-Israel technology," said minister Dinesh Pratap Singh. While in Barabanki's Sonikpur village, nestled in the Trivediganj development block of Haidergarh tehsil, the first-ever Indo-Dutch CoE for vegetables and flowers is taking shape. The Indian Horticultural Research Institute in Bangalore and Agricultural University in Kota, Rajasthan, are lending their expertise to introduce farmers to the exotic, vibrant dragon fruit and even dates. The center will showcase everything from planting to harvesting, helping farmers diversify and tap into growing markets for these high-value crops. "These centers aren't just fields and greenhouses—they're hubs of learning. Each one offers demonstrations and training on the latest crop varieties and techniques, from production to market. Farmers can walk through, see modern methods in action, and adopt them to boost productivity, diversify crops, and replace outdated practices with profitable ones," added minister. The state's existing CoEs—located in Basti (fruits and vegetables), Kannauj (vegetables), Saharanpur (fruits and vegetables), and Alambagh, Lucknow (ornamental plants)—have already set benchmarks. The six upcoming centers will specialize in fruits (Kaushambi), vegetables (Chandauli), honey (Saharanpur and Rae Bareli), and aeroponics potatoes (Hapur and Kushinagar), further expanding the state's agricultural portfolio. The Horticulture Department's achievements extend beyond CoEs. In 2022, it produced 76 lakh quality saplings in government nurseries. Now, with 150 hi-tech nurseries, the state aims to churn out 28 crore saplings annually—a 30-fold capacity increase in three years. An International Potato Research Center in Agra is also in the works, promising to elevate potato farming with global standards. Mango farmers, a backbone of Uttar Pradesh's economy, are set to benefit from innovative practices. "We're using paper bags to protect mangoes from chemicals and insects, ensuring premium quality for export," Singh explained. A planned Integrated Testing Treatment Park near Jewar will test and treat produce to meet international standards, opening markets worldwide.
