
Strong second half forecast for builders
After a lacklustre start to the year, sentiment in the construction sector rebounded strongly in the second quarter, said Kenanga Research.
Although the timeline for the mass rapid transit three or MRT3 project in the Klang Valley remains uncertain, several key projects are progressing, including packages two and three for the Penang light rail transit (LRT) project's Mutiara Line and the Penang Airport expansion.
Others include the second phase of the Pan Borneo Highway, Sabah-Sarawak Link Road, the Subang Airport redevelopment plan and the Johor transit project.
It said the high-profile KL-Singapore high-speed rail project remains a medium-term catalyst.
Beyond data centres, industrial developments such as semiconductor foundries could support further private-sector growth.
The research house maintains its assumption of average annual contract awards at RM180bil for 2024 to 2026.
As of end-May 2025, RM75.5bil in main contractor construction contracts had already been awarded, compared with RM226.5bil in total awards for last year, the research house said, citing the Construction Industry Development Board.
The research house retained its 'overweight' call on the sector.
It said all stocks under its coverage were rated 'outperform', except Sunway Construction Group Bhd , for which it has a 'market perform' call and a target price of RM5.94 a share.
Its top picks are Gamuda Bhd and IJM Corp Bhd , as large caps tend to outperform during sector upcycles.
It said it also likes Gamuda for its leadership in the Penang LRT Mutiara Line, its success in securing overseas projects, strong earnings visibility backed by a record RM37bil order book, and its expansion into the renewable energy space.
It also favours IJM for its potential participation in the Penang LRT work due to past project involvement, strong earnings visibility with a RM6.6bil domestic order book and RM1.5bil in new property sales, and Kuantan Port's strategic role in east coast trade flows.
The potential divestment of IJM's toll road assets may improve its balance sheet and act as a re-rating catalyst.
Among mid-caps, the research house said Kerjaya Prospek Group Bhd , with an 'outperform' rating and a target price of RM2.30, offers attractive dividend yields of over 5%.
It said small-cap Kimlun Corp Bhd , with an 'outperform' rating and a target price RM1.39, is expected to benefit from upcoming public infrastructure roll-outs.
The listing of Paradigm Real Estate Investment Trust marks a potential re-rating for WCT Holdings Bhd , which has an 'outperform' rating and target price of RM1.25.
The research house also expects a neutral impact on builders from the recent change in electricity tariffs, as it involves tariff rebasing while users have already been paying market prices.
The newly introduced Employees Provident Fund contribution for foreign workers was also expected to have an immaterial earnings impact on contractors, estimated at less than 1%, it added.

Banking sector viewed as undervalued
PETALING JAYA: Kenanga Research believes the banking sector is fundamentally at a bargain level, as the share prices of the banking stocks are reflecting return on equities commensurating with a loan growth for the system of 3.4% – which was essentially levels seen during Covid-19. 'This, thus, gives us confidence that the banks are undervalued. In the very immediate term, should bull-steepening bias materialise, historically it would be an uphill task for banks to outperform during such a stretch,' it said. Kenanga Research said Bank Negara's overnight policy rate (OPR) cut last week came as a negative surprise to its forecast. However, it shared that based on historical patterns, other than during the Covid-19 period, the FBM KLCI has always bounced back higher post-rate cut on a 12-month basis and the most reliable sector to see outperformance would be banks. It has kept its 1,655 year-end FBM KLCI target for now. The research house's top pick remained AMMB Holdings Bhd , which has prioritised profitability over market share goals. Kenanga Research pointed out that banks' valuations are still appealing, although the immediate catalyst of averting a rate cut didn't play out. 'Our market earnings estimate post-OPR cut is revised lower to 3% from 3.5%, with the adjustments purely made from the perspective of an earnings cut due to putting through net interest margin impact for the banks, which ranged from 0% to 1.7% for financial year 2025 (FY25) and 1% to 4% for FY26 on an annualised basis. 'However, we haven't given any compensating benefit of non-interest operating income or NOII uplift to the banks, which could materialise should banks crystalise some of their bond holdings that may have experienced positive revaluation gains. 'This could spell some upside to our banks' earnings forecast of 3.7%,' it added. Overall, the research house continued to prefer laggard plays within key sectors, as liquidity shored up is being put to use. It said this benefits the likes of YTL Power International Bhd , IJM Corp Bhd , Sime Darby Property Bhd , IHH Healthcare Bhd and CIMB Group Holdings Bhd . Meanwhile, Kenanga Research said utilities generally beat even telecommunications companies, which were relatively steady, while also outstripping the banking sector's returns. 'We also highlight that the utilities sector is not short of catalysts in the near term in the form of new capacity bids and brownfield opportunities. 'We believe Tenaga Nasional Bhd and Malakoff Corp Bhd are strong contenders due to their existing brownfield assets. We also expect YTL Power to be keen to explore new power plant projects,' the research house added. It pointed out that Gas Malaysia Bhd makes a strong argument for being able to offer attractive dividend yields of 5.7%. Kenanga Research also said a rate cut without expectation of an economic contraction is bullish for real estate investment trusts (REITs), but largely priced in current levels of Malaysian Government Securities or MGS. 'Risk to the REIT sector earnings growth would be from the implementation of the service tax, although a rate cut without gross domestic product growth cut would likely be positive for the sector,' it explained.

Jln Kelang Lama may lose iconic wet market
THE future of the wet market in Jalan Kelang Lama is uncertain after it has been left out of the list of public facilities in the newly gazetted Kuala Lumpur Local Plan 2040 (KLLP2040). Although traders and residents had asked for the 60-year-old wet market in Batu 4½ to be kept as a public amenity, the market's site on Lot 53683 has been zoned for commercial use instead, said Happy Garden and Continental Park Residents Association secretary Evelyne Low. She said this could lead to the site being redeveloped, especially since the proposed MRT3 route was expected to pass through the area. Under the KLLP2040, the site is listed as a Commercial Land Use Zone (Category C), with a plot ratio of 1:5, allowing buildings up to five times the size of the land to be built, including shops and offices. Low said there must be engagement with stakeholders before any redevelopment of the market took place. She pointed to a past case involving roadside hawkers from Jalan 1/128, off Jalan Riang 12 in Happy Garden, who were moved to a Kuala Lumpur City Hall (DBKL) building nearby. 'The building became a white elephant. 'It wasn't practical, the lots were too small and the layout didn't suit their needs. 'We are worried the same thing may happen here. 'We may end up with a market that doesn't serve anyone, just another waste of public funds,' she said. Long-time resident Daniel Charles acknowledged that the market was old and needed a facelift. 'But any plans must retain the market and include proper infrastructure such as multi-storey parking and road widening. 'The presence of traffic police during morning and peak hours will also help ease congestion in the area,' he said. 'This project is expected to begin in the middle of this month and will not involve any demolition of the market's structure at this stage. 'As such, there is currently no need to prepare a new trading site for existing traders.' On future plans, DBKL said it will carry out a comprehensive study to determine the direction of the redevelopment, taking into account various aspects including the relocation site for traders during the transition period, commercial viability, future market needs over the next 10 years, project funding and implementation methods. 'Several inspections on the physical condition of the existing building were conducted and based on these assessments, redevelopment has been identified as the best option to ensure the market remains relevant and meets the current needs of city residents,' DBKL added. In 2017, then mayor Tan Sri Mohd Amin Nordin Abd Aziz had confirmed plans to redevelop the site into a mixed-use development while retaining the market component, but nothing came of it.
