Tribunal orders JB woman to refund client RM15,776 for cancelled Japan holiday

A HUMAN resources executive and her three relatives had been looking forward to a holiday in Japan this year, but the trip did not materialise.
Koh Ching Ting said the eight-day vacation to Tokyo, Kyoto and Osaka was supposed to have taken place from March 24 to 31, leaving from Kuala Lumpur International Airport (KLIA).
'We had been attracted to a package promoted by a woman who had claimed to be the person in charge of the trip,' Koh said when met outside the Johor Consumer Claims Tribunal at Menara Ansar, Johor Baru.
'All together, we paid RM17,776 for four persons,' said the 36-year-old claimant.
'We were attracted to the packages after listening to my mother's friends who had gone on vacations arranged by the respondent,' said Koh, adding that the previous groups had only praises for the respondent who had arranged their trips to Vietnam in October 2024 and February 2025
'However, the woman contacted us on March 21, three days before our departure saying that there was a change of plans,' she added.
Koh and her family were told by the respondent that instead of flying to Japan from KLIA, they would have to depart from Singapore's Changi Airport on May 25, and the tour of the three Japanese cities would be extended to April 1.
The claimant said they agreed to the new departure date and flight arrangements.
However, on March 23, the respondent called Koh to cancel the trip altogether.
'The respondent claimed that the Japanese ground agents were against the idea of Malaysians and Singaporeans, numbering about 30 people, travelling as a group,' Koh said.
The respondent promised to refund Koh on April 1.
'I received RM2,000 from her on April 4, and she promised to settle the RM15,776 on May 6.
'However, by May 2, she was not reachable,' said the claimant.
Koh said some of the affected holidaymakers received full refund, the others got only partial refund.
Tribunal president Hafez Zalkapli ordered the respondent to refund RM15,776 to the claimant within two weeks.

Hotel executive pastry chef Yann Roumanille has crafted a creative menu that highlights the best of Malaysia's tropical fruits. Coconut, passion fruit, pineapple and banana are some of the tropical fruits that take centre stage. The result is an elegantly cura­ted afternoon tea that transforms the country's produce into a luxurious culinary experience. The savoury offerings feature five distinctive bites. There's the Summer Vegetable Pie Tee Hat, a playful twist on the classic Nyonya snack. The crisp pie tee shells are generously filled with chive mousse, diced jicama, mung bean sprouts, roasted peanuts and a hint of black truffle. Seafood lovers will appreciate the Sustainable Snapper Hinava and Smoked Coconut Husk Mac­kerel. The snapper, cured in zesty calamansi lime, hot sauce, kulim vinaigrette and infused with local herbs, offers a tropical twist to the dish. The platter of savouries consists of (front row, from left) Jellied Beef Short Rib Terrine and Smoked Coconut Husk Mackerel. Roumanille said textures were an important part of this year's menu, as seen in the mackerel, which is wrapped in charcoal bread, reminiscent of a finger sandwich but with a denser bite. 'Curried Chicken Salad Tartine features shredded chicken delicately seasoned lightly with spices, served atop a crumbly Par­mesan sable, with roasted pineapple, sultanas and salted walnuts, creating a delectable savoury bite. 'The Jellied Beef Short Rib Terrine provides a unique texture experience, with the tender and slow-braised beef encased in a delicate jelly alongside vegetable pickles and fermented black garlic. It has been the topic of discussion among guests,' he said. The scones, warm and inviting, come with a choice between the classic version and one with trigona honey called Honey Comb Scone with Bee Pollen. Both are accompanied by whipped butter, hibiscus strawberry jam and Four Seasons' signature pandan kaya. The scones' crisp golden exterior gives way to a soft, buttery interior that melts in the mouth. The sweet creations are delicious and visually stunning works of art. The Banana Cake Planifolia resembles an actual banana, while the Tropical Coconut is shaped like a halved coconut with its creamy mousse centre bursting with mango flavour and encased in milk chocolate. The Chocolate Umbrella is a prettily designed rich dark chocolate indulgence. The Passion Fruit Savarin is a combination of a moist sponge cake soaked in passion fruit syrup with layers of chocolate mousse, coconut essence and crunchy peanut while the Citrus Sunshine offers a tangy burst of pomelo mousse and kaffir lime sponge cake. Completing the experience are live piano performances that add a cosy ambience to the afternoons with a city centre view. The 101 Days of Summer Afternoon Tea is available daily, from 3pm to 5.30pm until Sept 9, priced at RM242+ per person, inclusive of tea or coffee and a special beverage. The writer suggests the authorities consider introducing a localised travel pass similar to My50 to allow cheaper trips within a limited area. — Filepic A complementary service providing last-mile connectivity is one of the most crucial components for the success of public transport services such as the mass rapid transit (MRT) and light rail transit (LRT) systems. While options such as shuttle buses and on-demand services have been introduced, another method to increase ridership of rail services and reduce the use of private cars to commute within local neighbourhoods should be encouraged. The current My50 travel pass, offering Malaysians unlimited rides on all Rapid KL rail and bus services in the Klang Valley for 30 consecutive days for RM50, is a good example to wean users off private cars on their daily work commute. This versatile card allows rides on the LRT, MRT, Monorail, bus rapid transit (BRT) and Rapid KL bus services, as well as MRT feeder buses. My suggestion is for a similar initiative to be introduced to incentivise the use of public transport for travelling to local shops and commercial centres within a township or adjacent neighbourhood. The proposal, called My5 and priced at RM5 per month, could be introduced to allow travel within an immediate vicinity. For example, it could be limited to three stations. This will wean folk off using private cars for short trips to local shops and also increase ridership, especially for short journeys which would otherwise see low demand. Public transport operations should be justified by their total benefit, not just direct operating costs. This includes factoring in social, time, and pollution reduction costs. KUALA LUMPUR, July 7 (Xinhua) -- North China's Hebei Province is fast becoming a tourist hotspot for Malaysians seeking to experience the country, an official from Malaysia's tourism promotion agency said here on Monday. The rich history and cultural heritage of the province, along with its many unique attractions, make it an attractive option for Malaysians seeking to deepen their understanding of China while gaining unique experiences, Nuwal Fadhilah Ku Azmi, senior director of International Promotion Division for Asia and Africa at Tourism Malaysia, said in her remarks at a tourism promotion event at the China Cultural Center in Kuala Lumpur. "Today's event not only opens a window for Malaysians to explore the beauty and spirit of Hebei, but also reinforces the strong cultural ties and growing tourism exchange between China and Malaysia. We believe that events like these foster deeper mutual understanding and pave the way for greater people-to-people connectivity," she said. Minister of the Chinese Embassy in Malaysia Zheng Xuefang said the proximity of Malaysia to China and the strong ties between the two have facilitated people-to-people exchanges, particularly through tourism, which continues to benefit both countries. "Tourism serves as an important vehicle for people-to-people exchange between China and Malaysia. It is a new engine for bilateral economic cooperation and also a vital bridge connecting the hearts of people," he said, adding that China and Malaysia are key source markets for each other's tourism industries.
