Arunachal land for defence: SC stays Rs 410 cr recompense; Ref Court fixed compensation for land eight times of mkt rate
NEW DELHI: The Supreme Court on Friday stayed an order of the Itanagar bench of Gauhati HC asking the Centre to deposit 50% of Rs 418 crore compensation, which the govt alleged was vitiated by forgery, for acquisition of 537 acres of land for defence projects in remote Indo-China border areas of Arunachal Pradesh.
Appearing for the Union govt, additional solicitor general S D Sanjay told a bench led by Justice K V Viswanathan that one man forged and fabricated power of attorneys of 102 landowners and approached the Reference court for reassessment of the market value of the land, which the authorities had pegged at Rs 70 crore and paid the landowners.
Sanjay said despite the govt pointing out the mischief played by one person, as against the rest of the landowners having recorded their satisfaction in cumulatively receiving Rs 70 crore as compensation, the Reference Court determined the market price of land in the remote areas to be eight times the rate arrived at by authorities.
How did the land in the remote Indo-China border areas of Arunachal Pradesh rise from Rs 10-12 lakh per acre to nearly 80 lakh per acre, the ASG asked. The bench said it was the Union govt counsel which had agreed to deposit 10% of Rs 418 crore before the Itanagar bench and hence, it must do the same.
The SC directed the Centre to deposit Rs 41.8 crore before the Itanagar Bench registry and ordered suspension of operation of the Reference Court's order.

The Union govt has pointed out that the redetermination of compensation amount was vitiated by 'forgery, fabrication and fraud played by one Dagli Riba, who alone had moved the Reference Court based on forged and fabricated power of attorneys of 102 landowners.'
The Centre said the landowners had received compensation at the rate determined earlier and signed the deed of acceptance in November 2023 and did not approach the reference court for enhancement of compensation.
It accused Riba of taking advantage of the situation to play fraud with the intention of pocketing the arbitrarily enhanced compensation amount.
The defence ministry had on Feb 16, 2023, approved a proposal to acquire 537 acres in the general area of Bame village under Basar Circle, Leparada district in Arunachal Pradesh (border area) for establishment of Corps Ammunition Point. It had fixed the market rate of Rs 12.9 lakh per acre as compensation, totalling Rs 70 crore.

Woman found dead in Khusrupur
Patna: A 24-year-old woman was found dead at her in-laws' place in the Khusrupur police station area of Patna district on Saturday. The deceased was identified as Simran Kumari, wife of Raju Verma. Government Extends Top Tax Authority CBDT Chairman's Tenure By A Year
New Delhi: The government has extended the tenure of Ravi Agrawal as the Chairman of the Central Board of Direct Taxes (CBDT) by another year. The CBDT is the apex policymaking body of the Income Tax Department, and its chairman and members are senior Indian Revenue Service officers. "The Appointments Committee of the Cabinet has approved re-appointment of Ravi Agrawal, IRS as Chairman, Central Board of Direct Taxes on contract basis, for a period of one year with effect from July 1, 2025 till June 30, 2026 or until further orders, whichever is earlier," the government order stated. The re-appointment will be on the usual terms and conditions applicable to re-employed Central government officers, in relaxation of the Recruitment Rules. Agarwal, a 1988 batch Indian Revenue Service (IRS) officer from the income tax cadre, had succeeded Nitin Gupta, 1986 batch IRS officer, in June 2024 as Chairman of the CBDT. He was serving as a member of the CBDT (Administration) from July 2023 before his appointment as chairman. The CBDT is headed by a chairman and can have six members who are in the rank of special secretary. Meanwhile, CBDT has asked all the principal chief commissioners of Income Tax to exercise effective supervision over their assessing officers and make sure that questions sent by them to a taxpayer are justified, and that irrelevant queries are completely avoided. The apex body has directed Income Tax Department officials to ensure due application of mind while issuing notices for scrutiny and assessment of a taxpayer's return, emphasising that all queries should be relevant and specific. Finance Minister Nirmala Sitharaman earlier this week asked income-tax officials to ensure that tax compliance processes are made simpler, more transparent and taxpayer-friendly. The Finance Minister also directed all principal chief commissioners of income tax to prioritise and accelerate the disposal of disputed tax demands that are currently pending before the faceless appellate authorities, the finance ministry said in a statement. About 577,000 appeals were pending at the start of the current fiscal year. The Central Board of Direct Taxes (CBDT) is targeting to address more than 225,000 appeals in FY 2025-26 involving over Rs 10 lakh crore of disputed demand. The Finance Minister highlighted that prompt and time-bound disposal of taxpayer grievances is essential for ensuring responsive governance.

Efforts underway to form popular govt in Manipur: Ex-CM N Biren Singh
Former Manipur chief minister N Biren Singh on Saturday said efforts are underway for setting up a popular government in the state, which is now under the President's rule. Speaking at the sidelines of a programme at the BJP state headquarters here, Singh expressed hope that a new government will be formed in Manipur soon. "We are working to form a government at the earliest. We are a national party. I have faith that a government will be formed soon after looking into the ground situation. The BJP and its allies want a popular government as well. We are working for the formation of a popular government," he said. Singh said the BJP has not criticised anybody and is concentrating only on the present crisis. "We are approaching the central government and concerned persons to bring an amicable solution and peace in the state. In the meantime, we are also working to form a popular government with frequent gatherings of MLAs. Everybody wants the restoration of peace. Peace is compulsory. In the last seven or eight months, there have been no reports of fighting between communities," the former CM said. More than 260 people have been killed and thousands rendered homeless in ethnic violence between Meiteis and Kuki-Zo groups since May 2023. The Centre had on February 13 imposed President's rule in Manipur after Singh resigned as the chief minister. The state assembly, which has a tenure till 2027, has been put under suspended animation. Singh said the central government is trying to restore peace in the state. To a media query, he mentioned, "I have said earlier that illegal immigrants and drug cartels have affected the entire North East as well as the whole nation. It is not the time to discuss for election now. We must focus on the process and progress of peace initiatives. I want to appeal to them to understand the pulse of the people and work accordingly." Sharda also said, "The question of whether the BJP is united or not will be known gradually. There is something called slow and steady wins the race."
