States must announce cooperative policy by January 31, says Amit Shah

Union Home and Cooperation Minister Amit Shah said on Monday (June 30, 2025) that every State should announce its cooperative policy before January 31, 2026.
Mr. Shah said that the National Cooperative Policy will be announced soon and it will be effective from 2025 to 2045. He said that under the National Cooperative Policy, each State's cooperative policy will be formulated according to the cooperative conditions of that State and specific goals will be set.
He said that bringing discipline, innovation, and transparency to the cooperative sector across the country will be achieved through the Model National Cooperative Policy Act. The Minister added that the creation of 2 lakh Primary Agricultural Credit Societies should be completed by February 2026.
Mr. Shah chaired a 'Manthan Baithak' with the Ministers of Cooperation of all States on Monday (June 30, 2025). He emphasised that for a country with a population of 140 crore, the growth of GDP and GSDP, and the creation of jobs were important. He said that cooperation was the only option for generating employment for every individual and the Ministry of Cooperation was established four years ago for this reason.
The Minister said that with sensitivity, cooperation must be revitalised for the welfare of millions of small farmers and rural people in the country because there are immense opportunities in the cooperative sector.

Mr. Shah said that among the 60 initiatives to develop the sector, the creation of the National Cooperative Database was important. He said that the database has been created so that cooperative institutions at the national, state, district and tehsil levels can collectively realise the government's goal to open a cooperative in every village in the next five years.
The Minister said that there were three main reasons behind the weakening of the cooperative movement in India. He said that over time, the laws were not changed, which the Narendra Modi government has now amended.
Mr. Shah added that the cooperative activities were neither expanded nor adapted with time. He mentioned that earlier, recruitments in cooperatives were done on nepotism, which is why the idea of the Tribhuvan Sahkari University was conceived.

He added that Bharat Vikas Parishad has been inspired by the life and ideals of Swami Vivekananda, embracing the three principles of dedication (Samarpan), organisation (Sangathan), and values (Sanskar) to harness the creative energy of society. The Home Minister said the energy generated through organisational strength has illuminated the lives of millions and touched those most in need of support. He further said that the organisation has served as a bridge between those who serve and those who are in need of service.

Ahmedabad: The Gujarat High Court on Monday directed a man, facing contempt of court for attending a virtual court hearing while relieving himself on a toilet seat, to deposit Rs 1 lakh with the court's registry after observing that he was ready to tender an unconditional apology. The incident occurred on June 20 when Justice Nirzar S Desai was hearing a case. A video of the man soon went viral, prompting the high court to initiate suo motu contempt proceedings. On Monday, the division bench of Justices AS Supehia and RT Vachhani directed the man, identified as Samad Abdul Rehman Shah, to deposit Rs 1 lakh in the court registry by July 22, the next date of the hearing. "The contemnor has admitted to his conduct during the live-streaming proceedings and submitted that he was ready to tender an unconditional apology. Thus, at this stage, we direct the contemnor to deposit the amount of Rs 1 lakh before the registry of this court by the next date of hearing," the court ordered. According to the report submitted to the court, Shah attended the hearing on June 20 for a total of 74 minutes, during which he was seen sitting on a toilet and relieving himself. Shah's lawyer told the court that his client would tender an unconditional apology for his behaviour. When questioned, the lawyer confirmed he had advised Shah to present himself appropriately for the hearing. The now-infamous video showed Shah using a toilet during the proceedings, sparking outrage and leading the court to order the video's immediate removal and ban, citing damage to the judiciary's image. Since the COVID-19 pandemic, the Gujarat High Court has permitted lawyers and litigants to join hearings virtually. Proceedings are live-streamed via the court's YouTube channel. After finishing his business, Shah was seen picking up his phone and leaving. Justice Desai appeared unaware of his surroundings at the time. Wearing wireless earphones, he can be seen logging in again later in the livestream, sitting in a room and waiting for his turn. After nearly 10 minutes, he identified himself as Abdul Samad Shah, a resident of Kim village in Surat and the complainant in an assault case. His lawyers told the court that Shah had lodged a complaint against two individuals but that a compromise had been reached between both parties. While hearing the petition filed by the accused seeking to quash the FIR, Justice Desai asked Shah if he consented to the plea. Upon hearing Shah's no-objection, the judge approved the petition. The five resolutions, as articulated by Shah, include achieving the goal of a fully developed India, fostering unity and solidarity across all sections of society, taking pride in India's cultural heritage, eradicating all remnants of colonial mindset in governance, culture, and institutions, and ensuring that every citizen contributes proactively to nation-building. Speaking at the 63rd Foundation Day celebrations of Bharat Vikas Parishad, Shah said that "erasing the remnants of a colonial mindset and instilling a strong sense of duty among citizens" will be central to realising India's aspirations as it approaches 100 years of independence.
