NEW DELHI: Union home and cooperation minister Amit Shah Monday said a national cooperative policy will soon be announced, which will be effective from 2025 to 2045 - ending ahead of India centenary of Independence in 2047. Addressing the 'Manthan Baithak' meeting of ministers of cooperation of all states and UTs here, Shah said under the national cooperative policy, each state will formulate its own cooperative policy as per local needs. Suggesting that every state announce its cooperative policy before Jan 31, 2026, he said Model National Cooperative Policy Act will bring discipline, innovation and transparency to the cooperative sector across the country. The purpose of the 'Manthan Baithak', marking the celebration of the International Year of Cooperatives (IYC) 2025, was to review ongoing schemes to strengthen the cooperative movement in India, assess achievements, and provide a dynamic platform to promote collaboration. The main points discussed included progress on setting up of two lakh Multi-Purpose Primary Agricultural Credit Societies (M-PACS) and promotion of dairy and fisheries cooperatives to enhance rural service delivery. On a goal to establish two lakh PACS, Shah said the target for the financial year 2025-26 should be completed by Feb next year itself, only then the ambitious goal can be achieved on time.

Union Home and Cooperation Affairs Minister Amit Shah on Monday chaired a 'Manthan Baithak' with cooperative ministers from all States and Union Territories to commemorate the International Year of Cooperatives 2025. Earlier on June 20, Amit Shah addressed a national seminar organised in Mumbai on the occasion of the International Year of Cooperatives 2025. Union Minister Shah said that while cooperatives can be an economic system for the entire world, for India, cooperation is a traditional philosophy of life. Living together, thinking together, working together, moving toward a common goal, and standing by each other in joy and sorrow are part of the soul of Indian philosophy. He stated that the nearly 125-year-old cooperative movement has been a support for the country's poor, farmers, rural citizens, and especially women, through many ups and downs. Amit Shah said that under the cooperative movement, organisations like Amul, Indian Farmers Fertiliser Cooperative Limited (IFFCO), Krishak Bharati Cooperative Limited (KRIBHCO), and National Agricultural Cooperative Marketing Federation (NAFED) have created numerous success stories. Today, 36 lakh poor rural women are associated with Amul, who have invested no more than 100 rupees in capital, yet due to their hard work, Amul's turnover is 80,000 crore rupees, with profits directly deposited into these women's bank accounts. Shah added that whether it is IFFCO or KRIBHCO, small farmers toil in their fields and supply their produce to the Government of India at Minimum Support Price (MSP), and the same grain is distributed to the poor as 5 kilos of free ration every month. The backbone of this entire scheme is NCCF and, in particular, NAFED. The United Nations has declared the year 2025 as the 'International Year of Cooperatives', with a theme of 'Cooperatives Build a Better World". Union Home and Cooperation Minister Amit Shah said on Monday (June 30, 2025) that every State should announce its cooperative policy before January 31, 2026. Mr. Shah said that the National Cooperative Policy will be announced soon and it will be effective from 2025 to 2045. He said that under the National Cooperative Policy, each State's cooperative policy will be formulated according to the cooperative conditions of that State and specific goals will be set. He said that bringing discipline, innovation, and transparency to the cooperative sector across the country will be achieved through the Model National Cooperative Policy Act. The Minister added that the creation of 2 lakh Primary Agricultural Credit Societies should be completed by February 2026. Mr. Shah chaired a 'Manthan Baithak' with the Ministers of Cooperation of all States on Monday (June 30, 2025). He emphasised that for a country with a population of 140 crore, the growth of GDP and GSDP, and the creation of jobs were important. He said that cooperation was the only option for generating employment for every individual and the Ministry of Cooperation was established four years ago for this reason. The Minister said that with sensitivity, cooperation must be revitalised for the welfare of millions of small farmers and rural people in the country because there are immense opportunities in the cooperative sector. The Minister said that there were three main reasons behind the weakening of the cooperative movement in India. He said that over time, the laws were not changed, which the Narendra Modi government has now amended. Mr. Shah added that the cooperative activities were neither expanded nor adapted with time. He mentioned that earlier, recruitments in cooperatives were done on nepotism, which is why the idea of the Tribhuvan Sahkari University was conceived.

New Delhi [India], June 28 (ANI): The Union Ministry of Cooperation is set to organise a 'Manthan Baithak' of Cooperation Ministers of States and Union Territories (UTs) on June 30 at Bharat Mandapam, New Delhi. The Manthan Baithak will be chaired by the Union Home Minister and Minister of Cooperation, Amit Shah. This significant event will witness the active participation of Cooperation Ministers and Additional Chief Secretaries/Principal Secretaries/Secretaries of Cooperation Departments of States/UTs and will serve as a platform to review progress, exchange views and chart the way forward to achieve the collective goal of strengthening the cooperative sector, said Ministry of Cooperation. The primary objective of the Manthan Baithak is to comprehensively review the initiatives and schemes of the Ministry of Cooperation, evaluate the progress made, facilitate the exchange of experiences, best practices, and constructive suggestions from States and UTs. The Manthan Baithak aims to foster a shared understanding and develop a coordinated endeavor to advance the Prime Minister Narendra Modi's vision of 'Sahkar Se Samriddhi' (Prosperity through Cooperation) through a mutual convergence. The Manthan Baithak would discuss all major initiatives including the establishment of 2 lakh new Multi-purpose Primary Agricultural Credit Societies (PACS), dairy and fisheries cooperative societies to strengthen last-mile rural service delivery. A key highlight will be the deliberation on the World's Largest Grain Storage Scheme in the cooperative sector, aimed at enhancing food security and farmers' empowerment. States will also present their progress under the 'Cooperation Among Cooperatives' campaign and the ongoing 'International Year of Cooperatives 2025', along with expectations for wider engagement. The role of States in the activities of the three new National Multi-state Cooperative Societies, National Cooperative Export Limited (NCEL), National Cooperative Organics Limited (NCOL), and Bharatiya Beej Sahkari Samiti Limited (BBSSL), will also be reviewed. Discussions will extend to the White Revolution 2.0 program and embedding circularity and sustainability in India's dairy sector, alongside procurement support price for pulse and maize farmers under the Atmanirbharta Abhiyan. Key digital transformative initiatives such as PACS computerization, and the Computerization of Registrar Cooperative Society (RCS) Offices of States/UTs will be reviewed, with a special focus on the National Cooperative Database and its utility for policy planning. The Manthan Baithak will witness a discussion on human resource development, training, and capacity building in the cooperative sector in light of the establishment of Tribhuvan Sahkari University. Steps taken by the Central Government for the financial strengthening of the sector will also be discussed, such as the redressal of issues related to cooperative banks, the operationalization of the Shared Services Entity (SSE) for State Cooperative Banks (StCBs) and District Central Cooperative Banks (DCCBs) and the Umbrella Organization for Urban Cooperative Banks (UCBs). This Manthan Baithak will act as a catalyst in highlighting the critical role of States/UTs in transforming state-level cooperatives into vibrant economic entities, through close collaboration between Center and States, with the spirit of cooperative federalism.
