MSE's RM90 Mln Matching Fund Launched To Position M'sia As Advanced Semiconductor Packaging Hub

KUALA LUMPUR, July 17 (Bernama) -- Malaysia's Science Endowment matching fund for the semiconductor sector amounting to RM90 million, has been launched to position the country as a global hub in advanced packaging technology, an area currently dominated by a handful of countries such as Taiwan.
Deputy Prime Minister Datuk Seri Fadillah Yusof said that the semiconductor matching fund is expected to modernise Outsourced Semiconductor Assembly and Test (OSAT) towards advanced packaging, in line with the vision of the National Semiconductor Strategy.
"This strategic initiative will also meet the growing global demand for artificial intelligence (AI) chips and boost the country's electrical and electronics (E&E) exports.
"I would like to emphasise that this is not just a form of government investment but also an open invitation to the local industry to step forward, explore new research opportunities, innovate boldly, and strengthen Malaysia's position in the global value chain for next-generation semiconductor manufacturing," he said.
He said this at the 30th Anniversary of the Academy of Sciences Malaysia (ASM) and the 2024 and 2025 Fellow Awards ceremony here tonight. Also present were the Minister of Science, Technology and Innovation (MOSTI) Chang Lih Kang and the President of ASM, Datuk Dr Tengku Mohd Azzman Shariffadeen.
Fadillah said the country's achievement of climbing 11 places to the 23rd in the World Competitiveness Ranking by the Institute for Management Development 2025 recently should serve as a catalyst to further strengthen local technological innovation and expand strategic cooperation between the research and industry sectors.
He noted that Malaysia is now in a crucial phase of enhancing its competitiveness by transitioning to a knowledge-based and innovation-driven economy, shifting from a 'Made in Malaysia' model to 'Made by Malaysia', in line with the emphasis of the 13th Malaysia Plan.
"To realise this aspiration, the government through ASM must unite expertise, coordinate resources, and strengthen the cooperation between the government, industry, academia, and the community," he said.
In conjunction with Malaysia's ASEAN chairmanship this year, Fadillah urged scientists and researchers to strengthen regional cooperation networks.

Speaker Tan Sri Johari Abdul said his office has received a wide range of motions from the honourable Members of Parliament (MPs), indicating a packed and intense session ahead. 'So I call on the people on the ground, when the 13MP is tabled, they have to inform their MPs about what they want to be raised in Parliament. 'Tag their MPs (on social media) so that their voices can be heard. Don't wait until the MPs return to their constituencies to complain. Raise the issue while Parliament is in session,' he said after officiating the National Information Dissemination Centre (NADI) at Taman Pekan Baru today. Johari said the sitting will probably be extended into the night to accommodate the packed schedule, beginning daily at 10am and possibly continuing until 10pm or 11pm. Johari noted that the tabling of the 13MP is particularly significant as Malaysia holds the Asean Chairmanship this year, and it offers an opportunity to showcase the country's resilience and progress amid global uncertainties. In another development, he urged the public to fully utilise services made available at NADI centres to improve their livelihoods and economic opportunities. 'NADI isn't just about digital access or community programmes. It can be a one-stop centre for people to obtain vital information and explore business opportunities. 'It's a platform to gain knowledge not only academically but also across various fields. I encourage youth, especially, to take advantage of these centres to learn and engage with their communities,' he said. A statement posted on the Selangor Royal Office Facebook page said the Sultan also decreed that this diligence involved taking into account views from various parties, particularly from the state Fatwa Committee and syariah law experts. The post also shared the procedures undertaken before a fatwa is issued, stating that each ruling must go through a process of complete data collection, comprehensive information gathering, and a precise understanding of the issue before it is discussed. A 'Muzakarah Pakar' (Expert Discussion) is then held to thoroughly deliberate on the matter, attended by religious scholars, academics and relevant stakeholders, as well as officers from authorised bodies. "If no firm resolution is reached, a 'Bahthul Masail' (discussion of issues) will be convened. This is a more focused and smaller-scale discussion aimed at resolving complex matters in greater detail and depth." "Only then will the Fatwa Committee Meeting be held, based on Section 48(2) of the Selangor Islamic Religious Administration Enactment 2003," the post stated. According to the same post, every study is presented during the Fatwa Committee Meeting with scholarly value and includes two-way discussions between researchers and committee members. The 'sighah' (wording) of the fatwa that has been decided by the committee will then be reviewed and harmonised during the Technical Committee for the Harmonisation of Fatwa Meeting. "This sighah will be submitted to the Selangor Islamic Religious Council (MAIS) Members' Meeting to carefully evaluate the proposed fatwa and make a recommendation to the Sultan of Selangor for gazettement.

BATU KAWAN, July 18 (Bernama) -- The Malaysian National News Agency (Bernama) was among 27 strategic partners honoured at the 2025 National Unity Week (SMP) celebration tonight. National Unity Minister Datuk Aaron Ago Dagang presented certificates of appreciation to the 27 strategic partners in recognition of their support and commitment in promoting and enlivening this year's edition of SMP. Bernama's Penang bureau chief R. Ratcharathan accepted the certificate on behalf of the agency during the Strategic Partner Appreciation certificate presentation session held at the Batu Kawan Stadium grounds here. According to the Ministry of National Unity (KPN), various forms of collaboration and support were provided by the strategic partners, including the display of programme posters at their premises, on highways, billboards and social media, as well as offering ticket discounts to tourist hotspots, lucky draw prizes, public transport facilities and fare discounts. KPN said the appreciation ceremony represented another proactive step by the ministry to promote unity values by recognising strategic partners from various sectors, including private companies, government agencies, non-governmental organisations and business operators. Held under the theme 'Harmony in Diversity,' SMP 2025 also includes programmes such as Food Unites, MADANI Sales, handicraft and local entrepreneur product bazaars, a durian festival, Unity Run, traditional sports, e-sports tournaments, Kembara Ilmu, the Penang Book Festival, 'Wayang Pacak' (open-air movie screenings), an Boria competition, traditional costume showcases, and a traditional dance competition for primary schools. The celebration will be officially launched by Prime Minister Datuk Seri Anwar Ibrahim at 10.30 am tomorrow.
