SONA 2025: Marcos orders inclusion of homeless in 4Ps

President Ferdinand Marcos Jr., in his State of the Nation Address (SONA 2025) on Monday directed the inclusion of homeless individuals in the Pantawid Pamilyang Pilipino Program (4Ps) and other programs of the Department of Social Welfare and Development (DSWD).
'Batid nating lahat ang mga kababayan natin na namumuhay sa lansangan. Sila ang pinaka-nangangailangan ng tulong ng pamahalaan,' Marcos said during his fourth State of the Nation Address (SONA).

'Sa ating mga LGU (local government units), hanapin ninyong lahat at ipasok silang lahat sa 4Ps at sa iba pang mga programa ng DSWD. Para naman maitaguyod natin sila at magsimula na ang kanilang paglakbay tungo sa pag-unlad ng kanilang buhay,' he added.
(To our LGUs, look for them and include them in the 4Ps and other programs of the DSWD. So, we can help them back on their feet and they can start their journey in improving their lives.)
He said that under his administration, more than 5 million families were beneficiaries of the conditional cash grant of the 4Ps.
The 4Ps serves as a national poverty reduction strategy and a human capital investment program that provides conditional cash transfers to poor households for a maximum period of seven years to improve the health, nutrition, and education of children aged 0 to 18.
Meanwhile, he said that the lives of 500,000 families improved under the program. —VAL, GMA Integrated News

President Ferdinand Marcos Jr. has moved Sulu to Region IX, also known as the Zamboanga Peninsula, after the Supreme Court (SC) ruled last year that the province is not a part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Signed on July 30, Marcos' Executive Order 91 said there was an ''urgent need to effectively implement and address the impacts'' of the SC ruling, ''including the regional affiliation of the Province of Sulu, while continuing to ensure the uninterrupted governmental operations and delivery of essential government projects, programs, and activities within Sulu.'' He directed all national government agencies to include Sulu under Region IX for regional administration, development planning, investment programming and budgeting, and other relevant purposes. Marcos also established a technical working group (TWG) headed by the Secretary of the Department of Budget and Management. The TWG's functions are to oversee and monitor the implementation of the SC decision, prepare and release a transition plan, address any issues or concerns arising from the SC ruling, request assistance from relevant agencies in implementing the EO, and submit an annual report to the Office of the President. Last September, the SC upheld the constitutionality of the Bangsamoro Organic Law (BOL), but it also declared that Sulu should not have been included in the BARMM. Screenshot from RTVM video President Ferdinand "Bongbong" Marcos Jr. on Saturday led the launching of the Bayanihan sa Estero: Malinis na Estero Pamayanan Protektado program at the Ilugin River (Buli Creek) in Barangay Pinagbuhatan, Pasig City. Under the program, activities such as unclogging Metro Manila's drainage laterals, dredging waterways, removing silt from drainage mains and eliminating accumulated solid waste are included. The aim is to reduce the impact of floods due to unusually heavy rains. The program is to be implemented in close coordination with national government agencies (NGAs) led by the Metropolitan Manila Development Authority, local government units (LGUs) and civil society organizations (CSOs). Twenty-three esteros have been identified to be prioritized in the Bayanihan sa Estero: Malinis na Estero Pamayanan Protektado program, the Presidential Communications Office said. These 23 esteros were observed to have significant siltation, heavy solid waste buildup, poor flow conditions and vulnerability to recurrent flooding. During the launch on Saturday, Marcos observed the cleanup drive in Buli Creek. Water hyacinths were removed from the pond using a crane on a barge. Marcos also inspected the mobile recovery facility where water hyacinths by-products such as lily pots and charcoal briquettes and recyclable wastes collected from the river such as hollow blocks and plastic bricks are displayed. The President also interacted online with volunteers and Metropolitan Manila Development Authority personnel who were conducting a simultaneous cleanup drive at Catmon Creek in Malabon City, Pinagsama Creek in Taguig City, Hagonoy Retarding Pond in Taguig City, and Tapayan Retarding Pond in Taytay, Rizal. "Currently, there are 273 identified rivers, tributaries, esteros and open canals in the metropolis that serve as primary channels for conveying stormwater and flood runoff across the National Capital Region (NCR)," the PCO said. —KG, GMA Integrated News

Malacañang on Friday welcomed the boost in the trust and performance ratings of President Ferdinand ''Bongbong'' Marcos Jr. for the 2nd Quarter of 2025. Palace Press Officer Undersecretary Claire Castro said the public is seeing that the President is working for the country. ''Unang-una, malamang po nakikita na po ng taumbayan kung ano po talaga ang ginagawang trabaho ng Pangulo. At nakakatuwa at nakikita na po nila kung gaano po kasipag ang Pangulo para sa taumbayan at para sa bayan,'' Castro said. However, she clarified that Marcos is not after the figures or ratings. ''Ngunit sasabihin po natin muli ang Pangulo po ay hindi maaapektuhan ng anumang numero. Pero siyempre po ito ay ikinagagalak, at kung tumataas man po ang approval at trust rating Pangulo ay nakakatuwa po ito dahil nakikita na nagtatrabaho. Mas mahirap po kasi na bumababa ang rating pero nagtatrabaho; pero mas mabigat iyong hindi nagtatrabaho pero tumataas ang rating,'' she added. Based on the Tugon ng Masa survey conducted from July 12 to 17, OCTA Research said Marcos received a 64% trust rating, a four-percentage-point increase from his previous one. His performance rating also got a three-point increase, climbing up to 62% within the survey's margin of error. OCTA also said Marcos reversed the downward trend in ratings that he experienced since the 4th Quarter of 2024 and received the highest trust and performance ratings among the top officials surveyed for this quarter. —LDF, GMA Integrated News
