Xi Jinping
, widely regarded as a president for life, is beginning to delegate authority to key organs of the ruling Communist Party, a first in his over 12-year rule.
Xi's move sparked speculation that he may be laying the groundwork for an orderly power transition or scaling back his role in preparation for possible retirement.
Speculation about Xi's power transition was rife after state-run Xinhua news agency recently reported that the powerful 24-member Political Bureau of the ruling Communist Party of China in its meeting on Jun 30 reviewed a set of new regulations on the work of the party's institutions.
The meeting presided over by Xi himself stressed that the regulations will further standardise the establishment, responsibilities, and operations of the CPC Central Committee's decision-making, deliberative, and coordinating institutions. Such institutions should exercise more effective leadership and coordination over major tasks and focus on planning, discussing, and overseeing major tasks, the Xinhua report said.

While the overseas Chinese dissident community in recent months was abuzz with speculation of a power struggle within the secretive and tightly controlled CPC, a China-based political analyst who spoke on condition of anonymity said the regulations on these party bodies could hint at preparations for Xi's retirement.
"The rules may be set up to regulate the bodies because it's a key time for power transition," the Hong Kong-based South China Morning Post on Sunday quoted the analyst as saying.
Other experts, however, averred that Xi, regarded as the most powerful leader after CPC founder Mao Zedong, may be delegating some powers to focus on larger issues.
Analysts say his plan to remain in power or share power was expected to unravel before or during the next five-year congress of the CPC to be held in 2027, by which time his third term will end.
"It does seem that Xi might pay less attention to day-to-day details, which necessitates a policing mechanism to ensure that his policy priorities are still being carried out by lower-level officials," Victor Shih, a specialist in Chinese elite politics and finance at the University of California San Diego, told the Post.

Brics summit
being held in Rio de Janeiro from Sunday. This is the first time since he became president that he will be missing the summit of the emerging economies. Xi's move of delegating power comes amid US President Trump's tariff war disrupting China's $440 billion exports to America, besides major headwinds faced by the Chinese economy, with growth falling due to continued slowdown, and the collapse of the housing market, the mainstay of the economic growth.
Since he took over power, becoming the general secretary of the CPC in 2012, Xi, rapidly consolidated his power hold in the key power centres - the party, the presidency, and the powerful military as the chairman of the Central Military Commission. As he firmed up his grip over power structures, carrying out China's biggest anti-corruption campaign in which over a million officials were punished and dozens of top generals purged, Xi was declared as "core leader" of the party, a designation that was conferred only on party founder Zedong.
Later, the key rule of the president's term of two five-year terms was amended by the legislature, paving the way for him to get elected for an unprecedented third five-year term as president of the country in the following year. All of Xi's predecessors retired after two five-year terms, while he continued in power with no term limits, earning him the label of president for life.

The Donald Trump administration will not immediately impose an additional 10% tariff on the BRICS nations, as against what he threatened to do, but will only proceed if the countries take 'anti-American" policy actions, news agency Reuters reported, citing a source on Tuesday. President Trump on Sunday said that the US will slap an extra 10% tariff on any country aligning itself with 'anti-American policies" of the BRICS group of developing nations. This triggered sharp denials from its member nations that they are acting against the United States. China said that BRICS does not seek confrontation. 'A line is being drawn. If policy decisions are made that are anti-American, then the tariff will be charged," Reuters quoted a source as saying, who requested anonymity. The White House has not yet released any executive order in this regard against the BRICS nations, which include India, China, and Russia. Trump's threat to the BRICS nations came after their leaders issued a 31-page statement during the Summit in Brazil, criticising the US tariffs on several nations, warning that the unilateral tariffs threatened global trade. They also condemned attacks on Gaza and Iran by Israel, a close US ally. 'Any Country aligning themselves with the Anti-American policies of BRICS, will be charged an ADDITIONAL 10% Tariff. There will be no exceptions to this policy. Thank you for your attention to this matter," Trump posted on Truth Social on Monday. His announcement came as several countries in the BRICS group, including India, Indonesia, and other nations, were already in negotiations for trade deals with the US ahead of the deadline on Wednesday. The earlier three-month pause on Trump's April 2 'Liberation Day" tariffs would have gone live on July 9; however, the effective date has been postponed until August 1. It was not immediately clear if Trump's new threat would derail trade negotiations that are underway with India, Indonesia, and other BRICS nations. However, Trump sent out tariff letters to leaders of 14 countries on Monday, which included Japan, South Korea, Indonesia, South Africa, Bangladesh, among others. However, no letter has been sent to Indian Prime Minister Narendra Modi. South Africa insisted that it was not 'anti-American" and said that its talks with the US government remained constructive. Bengaluru: The Karnataka High Court on Monday ordered notice to the Central and state govts, as well as the Bangalore Metro Railway Corporation Limited (BMRCL), in response to a petition filed by LS Tejasvi Surya , BJP MP for the Bengaluru South constituency. The petitioner sought a direction to BMRCL to immediately publish or release the report of the Fare Fixation Committee (FFC) headed by Justice (retd) R Tharani. Koppal: The issue of unannounced power cuts in govt educational institutions has emerged as a significant concern. Despite govt directives for complimentary electricity supply to primary, high schools, and PU colleges, the energy department has unexpectedly approached educational heads demanding payment for pending bills. Gescom authorities have threatened to cut power supply to institutions that have not cleared their dues. After the launch of Gruha Jyoti yojana, teachers' groups advocated for complimentary electricity and water supply for educational institutions. On Nov 1, 2023, CM Siddaramaiah announced free utilities for all govt schools and PU colleges statewide. An official order followed on Dec 15, 2023. The initiative to provide complimentary utilities to govt educational institutions across the state could improve educational standards and increase student numbers, while preserving the maintenance funds in govt schools. The govt has issued clear instructions for provision of free utilities to all state-run educational institutions from 2024-25. The directive required the energy and urban development departments to submit annual grant proposals to the finance department for necessary funding.
