As South Korea becomes a key arms supplier to US allies, its best customer is on the edge of a warzone

Seoul, South Korea
CNN —
Poland has finalized a deal to acquire a second batch of 180 South Korean tanks under a 2022 agreement that will eventually see Warsaw boost its arsenal with almost 1,000 of the armored vehicles.
The deal underlines Poland's emergence as a substantial European military force, as well as South Korea's status as a major arms supplier – especially to US allies as wars around the world exhaust American stockpiles.
It comes as Russia ramps up attacks on Ukraine, some of which have come within 100 miles of Polish territory on Ukraine's western border.
Warsaw has been increasing defense spending since Russia's invasion of Ukraine, acquiring new weaponry while also helping Kyiv with its defense.
As a NATO member bordering Ukraine, it is seen part of the alliance's first line of defense should Russian leader Vladimir Putin decide to expand his aggression beyond Ukraine.
Poland's Defense Ministry announced the tank deal, which still needs to be formally signed, in a post on social media platform X earlier this month.
It put the price tag at $6.7 billion and said that includes 80 support vehicles, ammunition, and logistics and training packages for the Polish Army.
The deal for the K2 main battle tanks, regarded as among the world's most powerful, includes units to be made in South Korea by defense giant Hyundai Rotem and the establishment of a production line in Poland for a Polish variant, the K2PL, according to South Korea's Defense Acquisition Program Administration (DAPA), which oversees Seoul's foreign military sales.

Sixty of the batch of 180 tanks will be built in Poland, the Polish Defense Ministry's post on X said. The first 30 of the South Korea-made tanks included in the new contract are expected to arrive in Poland next year, it said.
In 2022, the two countries signed a deal for Poland to get 180 K2s. All but about 45 of those have been delivered, with the remainder expected to arrive in Poland by the end of the year, Hyundai Rotem said.
That framework was considered South Korea's biggest overseas defense deal ever. It included a total of 980 K2s, 648 self-propelled K9 armored howitzers, and 48 FA-50 fighter jets, the Polish Defense Ministry said at the time.
The ministry said the armored vehicles would, in part, replace Soviet-era tanks that Poland has donated to Ukraine to use in its fight against Russia.
A March report from the Wilson Center based in Washington, DC, said Poland has given Ukraine more than 300 tanks and more than 350 infantry fighting vehicles and armored personnel carriers.
Poland has been on edge in recent days after Russia ramped up drone attacks on Ukraine.
A Russian drone barrage against the northwestern Ukrainian city of Lutsk was so intense it caused Warsaw to scramble fighter jets as a precaution. Lutsk is about 50 miles from the Polish border.
A NATO report from April cited Polish efforts to dramatically increase defense spending in the face of the Russian threat. Warsaw's defense spending has grown from 2.7 percent of GDP in 2022 to an expected 4.7 percent in 2025, according to the report.
'Of all NATO allies, it spends the highest percentage of its GDP on defense,' the NATO report said.
It noted Poland's purchase of South Korean arms to quickly fill gaps left by donations to Ukraine.
The Wilson Center report said Poland has 'arguably emerged as Europe's most capable military power.'
But a May report from the RAND Corp think tank expressed caution over the financing of Poland's arms buildup.
Many of its purchases are 'financed through direct loans from countries supplying equipment,' RAND said, adding: 'If securing such loans proves impossible, market financing might be too expensive to turn framework agreements into binding contracts.'
RAND also said Poland faces recruitment challenges, needing to increase troop strength by almost 50 percent in the next 10 years.

Meanwhile, South Korea has emerged as the world's 10th-largest arms exporter over the past five years, according to the Stockholm International Peace Research Institute.
Over that span, Poland has received 46 percent of South Korean military exports, followed by the Philippines at 14 percent and India at 7 percent, according to the SIPRI's Trends in International Arms Transfers 2024 report.
As the war in Ukraine has dragged on, as well as Israel's war in Gaza, US military aid for Ukraine and Israel has drained its arms stockpiles. South Korea is therefore increasingly seen as an option for US allies in need of weapons, according to a 2024 report from the DC-based Stimson Center.
And Seoul's arms industry may become important to Washington in the future, the report said.
'Increased South Korean defense industrial base capacity, particularly in arms and shipbuilding, has the potential to directly support the United States,' the report said.
Shipbuilding is seen as a particular area of South Korean military industrial strength, and Washington has already seen contracts for maintenance of US Navy supply ships go to South Korean yards as the Navy grapples with a backlog in US shipyards.
Along with the K2 tanks, South Korea has sent 174 K9 howitzers to Poland under the 2022 framework, with 38 remaining to be delivered, according to contractor Hanwha Aerospace.
A second tranche of 152 K9s is in the works, Hanwha said.
Of the 48 FA-50 jets ordered, only 12 have been sent so far, according to manufacturer Korean Aerospace Industries.

Trump says Mexico and EU to face 30% tariff from 1 Aug - Economy

President Donald Trump on Saturday targeted Mexico and the European Union with steep 30 percent tariffs, dramatically raising the stakes in already tense negotiations with two of the largest US trading partners. Both sets of duties would take effect 1 August, Trump said in formal letters posted to his Truth Social platform. The president cited Mexico's role in illicit drugs flowing into the United States and a trade imbalance with the EU as meriting the tariff threat. The EU swiftly slammed the announcement, warning that it would disrupt supply chains, but insisted it would continue talks on a deal ahead of the deadline. Since returning to the presidency in January, Trump has unleashed sweeping tariffs on allies and competitors alike, roiling financial markets and raising fears of a global economic downturn. But his administration is coming under pressure to secure deals with trading partners after promising a flurry of agreements. So far, US officials have only unveiled two pacts, with Britain and Vietnam, alongside temporarily lower tit-for-tat duties with China. The fresh duties for Mexico announced by Trump would be higher than the 25 percent levy he imposed on Mexican goods earlier this year, although products entering the United States under the US-Mexico-Canada Agreement (USMCA) are exempted. "Mexico has been helping me secure the border, BUT, what Mexico has done, is not enough," Trump said in his letter to Mexican President Claudia Sheinbaum. "Starting 1 August 2025, we will charge Mexico a Tariff of 30% on Mexican products sent into the United States." The EU tariff is also markedly steeper than the 20 percent levy Trump unveiled in April, as negotiations with the bloc continue. "Imposing 30 percent tariffs on EU exports would disrupt essential transatlantic supply chains, to the detriment of businesses, consumers and patients on both sides of the Atlantic," European Commission chief Ursula von der Leyen said in a statement, in reply to Trump's letter to her. "We remain ready to continue working towards an agreement by 1 August. At the same time, we will take all necessary steps to safeguard EU interests, including the adoption of proportionate countermeasures if required," she added. The EU, alongside dozens of other economies, had been set to see its US tariff level increase from a baseline of 10 percent on Wednesday, but Trump pushed back the deadline to 1 August. Since the start of the week, Trump has sent out letters to more than 20 countries with updated tariffs for each, including a 35 percent levy for Canada. A US official has told AFP that the USMCA exemption was expected to remain for Canada. Brussels said Friday that it was ready to strike a deal with Washington to prevent the return of 20 percent levies. The EU has prepared retaliatory duties on US goods worth around 21 billion euros after Trump also slapped separate tariffs on steel and aluminum imports earlier this year, and they are suspended until July 14. European officials have not made any move to extend the suspension but could do it quickly if needed. "Despite all the movement toward a deal, this threat shows the EU is in the same camp of uncertainty as almost every other country in the world," said Josh Lipsky, chair of international economics at the Atlantic Council. He told AFP that the path forward now depends on how the EU responds, calling it "one of the most precarious moments of the trade war so far." Follow us on: Facebook Instagram Whatsapp Short link:

Lavrov warns against anti-Russia alliances in Asia during North Korea visit

Russian Foreign Minister Sergey Lavrov on Saturday warned the United States and its allies against creating security threats for Moscow and Pyongyang, praising North Korea for its military support in Ukraine, which he described as 'invincible brotherhood.' Speaking to journalists after talks with his North Korean counterpart Choe Son Hui in the resort city of Wonsan, Lavrov said Moscow and Pyongyang's cooperation contributes to stability on the Korean peninsula. 'Russia warns the United States, South Korea, and Japan against misusing their relations to build alliances directed against any party, including the Democratic People's Republic of Korea and Russia,' Lavrov said, according to Russian media. Lavrov said North Korea's leadership had drawn the right conclusions long before what he called the 'Israeli-American strikes against Iran.' 'And for this very reason, that these conclusions were reached in a timely manner, no one thought of using force against Korea, even though the military buildup around it with the participation of the United States, South Korea and Japan continues,' he said. The Russian minister added that Moscow understands Pyongyang's reasons for its nuclear programme and respects its actions, noting that the 'technologies used by the DPRK are the product of the work of its scientists.' UKRAINE COOPERATION Lavrov directly addressed the participation of North Korean forces in the conflict in Ukraine, saying their involvement in the 'liberation' of Russia's Kursk region was direct proof of the nations' strong bond. He said the North Korean side had affirmed its 'unequivocal support' for all of Russia's objectives in its special military operation. 'Russia had no reason to refuse Pyongyang's help in the special operation; it was a sincere expression of solidarity,' Lavrov said, adding that any decisions on further assistance were up to North Korean leader Kim Jong Un. Choe Son Hui, the North Korean foreign minister, said her country supported Russia's right to protect its territorial integrity and sovereignty 'unconditionally and steadfastly.' The two nations have deepened their ties since signing a mutual defence pact last year. Western governments have accused the Kremlin of trading Russian military technologies for North Korean weapons and manpower for the war in Ukraine, a move they say gives Pyongyang's army modern combat experience. Ukraine's military intelligence chief, Kyrylo Budanov, said in an interview with Bloomberg that North Korea was now supplying Russia with up to 40% of its needed ammunition. South Korea's intelligence service has reported that Pyongyang may be preparing to deploy additional troops to Russia after sending more than 10,000 soldiers to fight. Lavrov's visit is the latest high-level meeting between the two countries. It comes less than a month after Pyongyang reportedly agreed to send 6,000 military engineers and construction workers to Russia's Kursk region. During his visit, Lavrov also dismissed attempts to create a 'multinational force to protect Ukraine' as 'pure fantasy.' The Russian foreign minister arrived in North Korea for a three-day visit as part of a 'second round of strategic dialogue,' his ministry's spokesperson said. He is expected to travel to China for a Shanghai Cooperation Organisation meeting after his visit.
