AI Couldn't Forecast the Texas Floods

CLIMATEWIRE | Artificial intelligence is showing promise when it comes to weather forecasting, but it still couldn't predict the Texas floods.
The best-performing weather models during the July 4 floods were traditional ones specially designed to produce local forecasts at high resolution. Global-scale models were far less accurate — and so were AI models, weather experts say.
'All those new fancy AI models? They missed it too,' said Daniel Swain, a climate scientist at the California Institute for Water Resources, in a live YouTube talk on July 7.

Some meteorologists say that could change. AI weather models are starting to exhibit an ability for deep learning of atmospheric physics, which means they could be capable of forecasting unprecedented weather events based on atmospheric conditions.
New AI models are "certainly capable of predicting 'out-of-sample' events — events that they haven't seen before,' said Corey Potvin, a scientist at NOAA's National Severe Storms Laboratory in Norman, Oklahoma.
But looming budget cuts at NOAA — along with years of lagging federal investment in AI weather systems — are a major hurdle for the improvement of federal AI weather models, experts say. It's the latest example of how President Donald Trump's efforts to shrink government could hobble the country's weather forecasting capabilities, at a time when extreme weather is on the rise.
Kim Doster, NOAA's director of communications, said in an email that budget cuts would not negatively impact the agency's research and forecasting priorities.
Commerce Secretary Howard Lutnick, head of the department that houses NOAA, "is committed to integrating advanced technologies like AI to deliver the fastest, most accurate data to Americans," she said. "This administration is working hand-in-hand with meteorologists and scientists to modernize research, cut forecast lead times, improve mapping, and streamline operations across the bureau."
Today's most advanced AI weather prediction models largely exist in the private sector. Many of them failed to see the Texas floods coming with the same accuracy as the high-resolution traditional forecasts.
One major reason is that many AI models are still focused on forecasting large-scale weather patterns at the global level, according to Russ Schumacher, a meteorologist at Colorado State University and Colorado's state climatologist.
'Forecasting precipitation at the local scale is very challenging, and has not really been the focus of most of the AI models in use now,' he said in an email.
That's despite some recent suggestions that the Texas forecasts could have benefited from more investment in AI prediction at the National Weather Service. Tim Gallaudet, who served as acting NOAA administrator during the first Trump administration, suggested in a July 7 op-ed that NWS should 'incorporate more artificial intelligence' into its atmospheric, oceanic and hydrologic modeling systems for more accurate forecasts during incidents like the Texas floods.
But some scientists have expressed concerns about AI's ability to forecast record-breaking weather events, like the extreme rainfall that triggered the Texas floods. AI systems are often trained on historical weather data, and extreme events are — by definition — rare. That means there aren't many examples of them for AI systems to learn from.
In a 2023 comment published in the scientific journal Nature, weather experts Imme Ebert-Uphoff and Kyle Hilburn warned that AI systems are 'often unpredictable when the program operates under conditions that it has never encountered before,' adding that extreme weather events 'might therefore trigger highly erratic predictions.'
Potvin predicted new AI models could forecast rare events, though not quite as accurately as they would if they had lots of examples to train on. And although most AI models are still focused on large-scale weather patterns, high-resolution models are likely on the horizon.
NOAA is working on some local weather-modeling projects that include AI components. The National Severe Storms Laboratory's experimental Warn-on Forecast system, or WoFS, is designed to rapidly incorporate radar and satellite observations into a high-resolution model. It can produce updated forecasts about every 15 minutes, increasing meteorologists' ability to accurately warn communities about sudden extreme events, like flash floods.
NSSL scientists are also perfecting an AI version of WoFS, known as WoFSCast. By design, it can only perform as well as the original non-AI model — but it can theoretically produce forecasts much faster and with far less computing power, making it a cheaper option for local NWS offices.
There's also NOAA's High-Resolution Rapid Refresh model, known for its ability to forecast storms at the local scale. HRRR was one of the models that best predicted the rainfall in Texas — and scientists are developing an AI version as well, a model known as HRRRCast.
'As far as I know, WoFSCastand HRRRCast are the only [AI] models currently being developed for higher resolution prediction,' Potvin said.
Lag in investment
NOAA still lags far behind the private sector when it comes to investment in AI weather prediction.
That's a big concern for NWS forecasts, some experts say. AI is swiftly becoming a new frontier in weather modeling, and it could easily become an asset to NWS meteorologists — if NOAA had more resources to invest.
'The private sector is well ahead of where NOAA is now, to the point that even if we were in normal budget cycles, I'm not sure they could catch up,' Mary Glackin, former president of the American Meteorological Society, said at an AMS-hosted panel last week.
Meanwhile, the White House has proposed around $2.2 billion in cuts to NOAA in its budget request for fiscal year 2026.
Chief among these is the elimination of NOAA's entire research arm. That includes the agency's large network of cooperative research institutes and laboratories, like the NSSL, where researchers are still improving forecasting systems like WoFS and its AI counterpart.
Scientists have warned that these cuts would damage NOAA's weather forecasting capabilities, putting communities at risk when extreme weather events strike.
The private sector alone can't make up for lagging federal investments in weather forecasting technology, scientists and meteorologists have warned. Agencies like NWS are invested in public service and free forecasts, with the aim of ensuring that all U.S. communities — even those with limited resources — have access to high-quality, life-saving weather warnings.
More public-private partnerships could help NOAA get a jump on AI weather system development, Glackin suggested. Such an arrangement 'meets the needs of the private sector, who are looking for a profit and a competitive edge, but remains true to the public service concept and not leaving the least behind,' she said.
But such partnerships require the continued existence of research infrastructure at NOAA — which might not survive if Congress follows through with Trump's proposed cuts.
Meanwhile, AI isn't the only frontier in weather forecasting. Traditional weather models also improve year over year as scientists collect and incorporate more data. That's how hurricane forecasts become so advanced over the last few decades.
"As big a fan as I am of AI, it would be a mistake to put all of our investment into AI and then neglect the traditional side of weather modeling,' Potvin said. 'Because that in the end, would be undercutting future AI development.'
Meteorologists have warned that traditional weather forecasts will plateau — or even degrade — if Trump's proposed cuts go into effect and hamstring NOAA's research capabilities.
'I worry about the loss of investments in science,' Brad Colman, another former AMS president, said at the July 10 panel. 'That's our seed corn, and the impact of that will be long-lasting. So I really hope that a greater wisdom will prevail, and that we will maintain that capacity.'

What causes obesity? A major new study is upending common wisdom.

Obesity is uncommon among Hadza hunter-gatherers in Tanzania, Tsimane forager-farmers in Bolivia, Tuvan herder-farmers in Siberia, and other people in less-developed nations. But it's widespread among those of us in wealthy, highly industrialized nations. Why? A major study published this week in PNAS brings surprising clarity to that question. Using objective data about metabolic rates and energy expenditure among more than 4,000 men and women living in dozens of nations across a broad spectrum of socioeconomic conditions, the study quantified how many calories people from different cultures burn most days. For decades, common wisdom and public health messaging have assumed that people in highly developed nations, like the United States, are relatively sedentary and burn far fewer daily calories than people in less-industrialized countries, greatly increasing the risk for obesity. But the new study says no. Instead, it finds that Americans, Europeans and people living in other developed nations expend about the same number of total calories most days as hunter-gatherers, herders, subsistence farmers, foragers and anyone else living in less-industrialized nations. That unexpected finding almost certainly means inactivity is not the main cause of obesity in the U.S. and elsewhere, said Herman Pontzer, a professor of evolutionary anthropology and global health at Duke University in North Carolina and a senior author of the new study. What is, then? The study offers provocative hints about the role of diet and some of the specific foods we eat, as well as about the limits of exercise, and the best ways, in the long run, to avoid and treat obesity. - - - Is diet or inactivity causing obesity? 'There's still a lively debate in public health about the role of diet and activity' in the development of obesity, Pontzer said, especially in wealthy nations. Some experts believe we're exercising too little, others that we're eating too much, and still more that the two contribute almost equally. Understanding the relative contributions of diet and physical activity is important, Pontzer noted, because we can't effectively help people with obesity unless we first tease out its origins. But few large-scale studies have carefully compared energy expenditure among populations prone to obesity against those more resistant to it, which would be a first step toward figuring out what drives weight gain. So, for the new study, Pontzer and his 80-plus co-authors gathered existing data from labs around the world that use doubly labeled water in metabolism studies. Doubly labeled water contains isotopes that, when excreted in urine or other fluids, allow researchers to precisely determine someone's energy expenditure, metabolic rates and body-fat percentage. It's the gold standard in this kind of research. They wound up with data for 4,213 men and women from 34 countries or cultural groups, running the socioeconomic gamut from tribes in Africa to executives in Norway. They calculated total daily energy expenditures for everyone, along with their basal energy expenditure, which is the number of calories our bodies burn during basic, biological operations, and physical activity energy expenditure, which is how many calories we use while moving around. - - - A new theory of how our metabolisms work After adjusting for body size (since people in wealthy nations tend to have larger bodies, and larger bodies burn more calories), they started comparing different groups. Anyone expecting a wide range of energy expenditures, with hunter-gatherers and farmer-herders at the high end and deskbound American office workers trailing well behind, would be wrong. Across the board, the total daily energy expenditures of the 4,213 people were quite similar, no matter where they lived or how they spent their lives. Although the hunter-gatherers and other similar groups moved around far more throughout the day than a typical American, their overall daily calorie burns were nearly the same. The findings, though counterintuitive, align with a new theory about our metabolisms, first proposed by Pontzer. Known as the constrained total energy expenditure model, it says that our brains and bodies closely monitor our total energy expenditure, keeping it within a narrow range. If we start consistently burning extra calories by, for instance, stalking prey on foot for days or training for a marathon, our brains slow down or shut off some tangential biological operations, often related to growth, and our overall daily calorie burn stays within a consistent band. - - - The role of ultra-processed foods The upshot is that 'there is no effect of economic development on size-adjusted physical activity expenditure,' Pontzer says. In which case, the fundamental problem isn't that we're moving too little, meaning more exercise is unlikely to reduce obesity much. What could, then? 'Our analyses suggest that increased energy intake has been roughly 10 times more important than declining total energy expenditure in driving the modern obesity crisis,' the study authors write. In other words, we're eating too much. We may also be eating the wrong kinds of foods, the study also suggests. In a sub-analysis of the diets of some of the groups from both highly and less-developed nations, the scientists found a strong correlation between the percentage of daily diets that consists of 'ultra-processed foods' - which the study's authors define as 'industrial formulations of five or more ingredients' - and higher body-fat percentages. We are, to be blunt, eating too much and probably eating too much of the wrong foods. 'This study confirms what I've been saying, which is that diet is the key culprit in our current [obesity] epidemic,' said Barry Popkin, a professor at the Gillings School of Global Public Health at the University of North Carolina at Chapel Hill and an obesity expert. 'This is a well-done study,' he added. Other experts agree. 'It's clear from this important new research and other studies that changes to our food, not our activity, are the dominant drivers of obesity,' said Dariush Mozaffarian, director of the Food is Medicine Institute at Tufts University in Boston. The findings don't mean, though, that exercise is unimportant, Pontzer emphasized. 'We know that exercise is essential for health. This study doesn't change that,' he said. But the study does suggest that 'to address obesity, public health efforts need to focus on diet,' he said, especially on ultra-processed foods, 'that seem to be really potent causes of obesity.' Golf in a hangar? DeChambeau's woes at the British Open get 'The Scientist' thinking

PORTRUSH, Northern Ireland (AP) — As a popular YouTuber and golfing enigma, Bryson DeChambeau is known for coming up with some wacky, radical ideas. 'The Scientist' might have another one in the pipeline. 'This is going to be wild,' DeChambeau proffered at the British Open on Tuesday, 'but imagine a scenario where you've got a 400-yard tent, and you can just hit any type of shot with any wind with all the fans. 'That's what I imagine, like in a hangar or something like that. A big stadium. That would be cool to test.' Don't put it past DeChambeau to go through with it. After all, he's open to anything if it means improving his patchy record at golf's oldest major championship. The 31-year-old American has played seven times at the Open Championship, where handling the fickle weather can be the key to success. He missed the cut on three occasions and only finished inside the top 30 once. It's a record that frustrates one of the sport's deeper thinkers. He remembers playing well at the Walker Cup at Royal Lytham St. Anne's — one of the courses on the British Open rotation — back in 2015, and was quick to point out he coped fine in windy conditions in LIV Golf events in Miami and Valderrama this year. Place him in the British Open, though, and he can get blown away — like last year at Royal Troon, when he shot 76-75 to miss the cut and said afterward: 'I can do it when it's warm and not windy.' 'The times I've been over here, for some reason, my golf swing hasn't been where it needs to be,' DeChambeau said Tuesday. 'Right now it feels as good as it's ever been. Hitting it far, hitting it straight as I can, and learning how to putt better on these greens in windy conditions and rain and all that. 'It's just figuring it out. It's just going to take time and something that I never really experienced growing up in California.' Lifting the claret jug — as unlikely as it would be, given his Open woes — would deliver the two-time U.S. Open champion a third major title and no doubt boost the already-swelling audience on his YouTube channel that has risen to more than 2 million subscribers. His popularity is clear over in Northern Ireland, too. Late Monday, dozens of people — mostly kids — were seen waiting outside Portrush to get a photo with, or the autograph of, DeChambeau. He obliged, happily. DeChambeau is using YouTube to have some fun and to show the world a different side to him. He even suggested it's just as important as the results he gets. 'I'm not going to be here forever,' he said. 'What footprint do I want to leave? I think it humbles me and almost makes me more passionate about what I'm doing off the professional golf course. 'Am I going to get frustrated playing bad golf?" he posed. "Yeah. Am I going to want to still sign autographs? Yeah, because I care about the game.' That's not to say he doesn't still have a burning desire to win at Portrush this week — and secure a result that will impress Ryder Cup captain Keegan Bradley in the process, ahead of the match against Europe in September. 'I'll walk through the fire,' he added, 'rather than run away from it.' ___
