Special cell formed to expedite high-rise building approvals

Vijayawada: In a significant move to promote rapid urban development and create an industry-friendly ecosystem, the State government has constituted a dedicated Special Cell under the Directorate of Town and Country Planning (DTCP) for fast-track clearance of development permissions for high-rise buildings with 12 floors and above (including TDR floors).
The cell is mandated to process and approve applications within a Service Level Agreement (SLA) period of 72 hours.
This decision follows detailed deliberations at the government level, where it was recognized that large-scale high-rise projects are key drivers of urban growth and can catalyze the development of surrounding areas. However, the government also noted persistent delays in the approval of such projects at the level of Urban Local Bodies (ULBs) and Urban Development Authorities (UDAs), which have been acting as bottlenecks to progress.
To address these challenges and facilitate a seamless approval process, the Director of Town and Country Planning was instructed to submit a comprehensive proposal for setting up the Special Cell.
Following submission and review, the Government on Tuesday formally directed the establishment of the cell at the Office of the DTCP, empowering the Director to issue necessary approvals within the stipulated 72-hour timeframe.
Suresh Kumar, IAS, Principal Secretary, Municipal Administration and Urban Development Department in a statement said 'This initiative reflects our commitment to creating an industry-friendly environment and ensuring ease of doing business in the State. It will significantly reduce approval timelines and promote hassle-free development for citizens and builders alike.
The Special Cell is expected to streamline procedures, enhance transparency, and accelerate urban infrastructure development across Andhra Pradesh. The orders will be beneficial to the entrepreneurs and builders, who wish to construct the high rise buildings in the urban and semi urban areas and in the areas like Amaravati, where the government is getting ready to invest one Rs.1 lakh crore for capital construction and infrastructure development and in the cities like Vizag, the biggest city in Andhra Pradesh with vibrant prospects for industrial and commercial development.

Nashik: The Nashik Municipal Corporation (NMC) on Thursday refloated the tender for the 'Ram Kal Path' project inviting tenders from private agencies for the second phase of the work amounting to Rs 74.8 crore, after receiving a lukewarm response to its initial bids. The Ram Kal Path project involves developing a 1.3km stretch from Ramkund to Kalaram Temple and Seetagumpha. After a poor initial response, the civic body has refloated the tender for the Rs 74.8-crore project, hoping for better participation this time. If a contractor is finalised soon, work is expected to begin promptly, given the project's deadline of Sept next year, civic official said. Prashant Pagar, a senior official from the public works department of NMC, said four contractors had filed their bids, but three were disqualified. "Hence, we took the second call for inviting the bids. This time, we are expecting good response from the contractors for the project," he said. The total cost of the project is estimated at Rs 99.14 crore, which is to be funded by Centre. So far, NMC has received Rs 65 crore, while the remaining funds are to be disbursed as the work progresses. In the first phase of Rs 22.55 crore, conservation and renovation works will be undertaken of the ancient temples and structures' façade along the Ram Kal Path. NMC has already finalised the contractor for the first phase of the project through the tender process. Simhastha Kumbh Mela is held every 12 years in Nashik when lakhs of sadhus and devotees take a holy dip in the Ramkund during the religious conglomerate. The upcoming Kumbh Mela is slated to be held between 2026 and 2028. Hence, NMC wants to complete the Ram Kal Path project before the Kumbh Mela begins. The flag hoisting of the Kumbh Mela is to be held in Oct next year. In June, the civic body had decided to increase Ram Kal Path's width to 9 metres. In May, NMC had set aside Rs 23 crore on renovating structures' façade along the corridor. In April, NMC sought additional funding for project and also decided to demolish six wadas to pave.

1 2 Bhubaneswar: The Bhubaneswar Metro rail project is notably absent from the list of metro rail proposals either received or sanctioned by the Centre, according to a reply by Union minister of state for housing and urban affairs, Tokhan Sahu, in the Lok Sabha on Friday. Over the past five years, the Centre received 17 proposals, including those submitted this year, but Bhubaneswar's project is not among them. In response to a query from Bharat Mathukumilli, Sahu informed the Lok Sabha that 24 metro projects are currently at various stages of implementation, in addition to the 17 approved by the Centre. Odisha's housing and urban development minister, Krushna Chandra Mahapatra, explained that the previous BJD govt did not submit a proposal for Bhubaneswar Metro because it intended to undertake the project independently, without central assistance. However, the current BJP govt plans to seek the central aid and will submit a proposal in due course. Mahapatra emphasised that the govt is earnestly planning a viable Metro project for the state capital, clarifying that the absence of a proposal submission to the Centre does not indicate lack of seriousness. Hyderabad: The district consumer disputes redressal commission, Ranga Reddy, has ruled in favour of consumers in two separate real estate disputes — one involving delayed possession of a flat, and another over returns promised on land-linked investments. In both cases, refunds and compensation were awarded. In the first case, Rajitha Guduru from Bachupalli deposited Rs 25 lakh in instalments with a real estate firm dealing in land ventures in Warangal. The company issued her certificates promising monthly returns on "undivided land shares", but no payments were made. Rajitha was never told where the land was or given proper documentation. Despite repeated follow-ups, they neither refunded money nor responded clearly, she told the commission. The complainant also alleged that she helped the firm by enrolling others into chit fund schemes tied to the same group. Holding the firm guilty of misleading the consumer and collecting money without delivering on promises, the commission directed it to refund the Rs 25 lakh with 9% annual interest, pay Rs 50,000 for mental agony, and Rs 10,000 in legal costs. Other firms named were let off. In the second case, N Gayathri and her husband N Rajasekhar Reddy filed a complaint after two developers failed to hand over a flat in a Narsingi project. The couple paid Rs 36.9 lakh of the agreed Rs 68 lakh after signing a sale agreement in January 2022. However, the developers neither completed the flat nor responded to legal notices. With no appearance from the developers during the hearing, the commission set them ex-parte and ordered them to hand over the flat within three months after collecting the remaining amount. They were also directed to pay Rs 50,000 in compensation and Rs 10,000 towards litigation costs. These orders highlight how consumer courts are increasingly holding builders and investment firms accountable for delays, false promises, and lack of transparency in real estate transactions.
