Artificial intelligence technology is evolving by the day, and lawmakers are making it a priority to create some guidelines for how the technology is used within the state government and all the different agencies that keep Kentucky running.
'There's great tools that we can use to improve services and customer relationships, constituent relationships as a state, and I hope that will lean into that space and be more efficient as a state government,' Bledsoe said.
After co-chairing the General Assembly's AI task force over the last year, Sen. Amanda Mays Bledsoe has filed Senate Bill 4. Fellow co-chair Rep. Josh Bray has filed an identical bill in his chamber. The bill would outline the ways the state government can use higher-risk predictive or generative AI, set up a standards committee deciding where the technology is appropriate, and require cabinets to disclose how they use it and where they'd suggest using it.
'The bill is strong; there's a lot in the bill. And yet we also decided not to go as far as we could have gone in some of the free speech areas,' Bledsoe said.

Another portion of the bill addresses elections and would require disclosure of AI-generated material but would not expressly prohibit it in political messaging. As for the AI tools available to almost everyone else, such as ChatGPT, this bill would not touch. Bledsoe hopes Congress can take the lead in that area.
'I really hope they take a look this year in trying to provide some consumer protection and a framework for AI federally in the private sector so we can just maintain really what we're doing for state government here in Kentucky,' she said.
The bill now begins the legislative process.

In response, an Nvidia spokesperson said that when American technology leads the global standard, 'America wins,' and noted that China has one of the world's largest groups of software developers. They added that AI systems should be designed to run best on U.S.-based hardware, which would encourage other countries to choose U.S. tech over alternatives. However, the concern from lawmakers is that Huang's meetings could expose weaknesses in current rules and send the wrong signal about America's stance on protecting its technology. This issue ties into recent tensions between Nvidia and U.S. regulators. At the Computex trade show in May, Huang praised President Donald Trump's decision to loosen some AI chip export rules and called the earlier restrictions ineffective. But newer limits put in place in April could still cost Nvidia up to $15 billion in lost revenue. Lawmakers are now considering laws that would require chipmakers to verify where their products end up. There are also growing fears that Chinese companies like DeepSeek are helping the military and using fake companies to dodge the rules. Google has struck a licensing deal with coding startup Windsurf, upending OpenAI's $3 billion offer to acquire the startup after the clock on the deal's exclusivity period expired. The deal with Google means that Windsurf will continue to operate as an independent startup while key members of the team join Google, a source familiar with the matter told Fortune. 'We're excited to welcome some top AI coding talent from Windsurf's team to Google DeepMind to advance our work in agentic coding,' a Google spokesperson told Fortune in an emailed statement.
