Senate body concerned at absence of legal cover for PCC establishment

ISLAMABAD: The Senate Standing Committee on Information Technology and Telecommunication raised serious concerns over the absence of legal cover for establishment of Pakistan Crypto Council, while saying that crypto currency adoption could become a mega scandal.
The parliamentary panel met with Palwasha Khan in the chair here on Monday to review the scope and mandate of Pakistan Crypto Council recently launched by the federal government.
The committee questioned the legal standing of the council and reiterated that the legislature has not been taken into confidence prior to the establishment of the Council.
Senator Humayun Mohmand inquired as to whether or not the council could be created by the Executive orders? The committee further inquired about the role of IT Ministry in Crypto Council.
The ministry failed to satisfy the committee over the legal cover for Crypto Council.
The IT Secretary,ZarrarHasham Khan, stated that the ministry has a role of providing input with regard to TORs. The committee was of view that the Crypto Council should be under the preview of the Ministry of IT, rather than the Finance Ministry. After due deliberations, the committee deferred the matter and decided to invite the Finance Ministry in the next meeting for a comprehensive briefing.
The IT secretary said that information technology and IT-enabled services (ITeS) exports target of $5 billion is set for the next fiscal year. The country is likely to miss the exports target of $4.2 billion set for the outgoing fiscal year. IT exports is expected to reach $3.8 billion by the end of current fiscal year i.e. end June 2025 compared to $3.2 billion during the same period of last fiscal year.
Discussing the issue of renewalof LDI/FLL licenses, the IT secretary informed that the consultation with the stakeholders has been completed as per the directions of the Sindh High Court (SHC), and the final decision will be announced in two to three weeks.
Furthermore, the committee was briefed on the role of the IT Ministry in Pakistan Digital Authority. The IT secretary apprised that the Pakistan Digital Authority has been tasked to implement digital transformation initiatives focused on making the economy and governance digital, and will eventually play a major role in creating citizens centered 'Digital Society'. However, the IT Ministry is mainly responsible for policy formulation, legislation, governance in IT and telecommunications sector, he added.

At the Deputy Commissioner's Office, DC Safiullah Gondal and DPO Abdullah Ahmad briefed the minister on the ongoing arrangements. Addressing the officials, Azma Bokhari gave clear directives, stating that providing protection and essential facilities to mourners is the top priority of the Punjab Government. No negligence or loophole will be tolerated under any circumstances.' Meeting with procession organizers and license holders, the minister emphasized that the Muharram teaches us patience, harmony, and unity. On the directions of Chief Minister Maryam Nawaz Sharif, we are actively working across all districts to ensure peace and smooth arrangements at every level.' She noted that strict monitoring of all routes of processions and religious gatherings is in progress. Flashpoints are on high alert, security agencies are in full coordination, and scholars from Peace Committees are in close contact. She said a zero-tolerance policy is in place for those spreading hate or incitement on social media. A dedicated team is monitoring online activity 24/7, and no miscreant will escape legal action.' She also shared that CCTV surveillance is active along procession routes. Facilities such as mobile hospitals, clinics-on-wheels, and water sprinklers are available for the convenience of mourners. 'This is not just a religious responsibility; it is a national duty to maintain peace and order, and it requires joint efforts from all segments of society, she said.' The minister added that she would remain present in the Faisalabad Division until the conclusion of Ashura processions and gatherings. She appreciated the performance of the Chiniot administration and expressed satisfaction over the arrangements made by local organizers. Speaking to the media, Azma highlighted the progress under the Punjab Development Program, stating: 'Streets are being built across the province, villages are being turned into model villages, and sewerage systems are being upgraded.' KARACHI: Junaid Naqi, President of the Korangi Association of Trade and Industry (KATI), has called on the Federal Board of Revenue (FBR) to extend the mandatory deadline for sales tax e-invoicing and integration with the FBR portal by at least three months. He stressed that the business community is not yet fully prepared for this critical transition and warned that rushing its implementation could result in widespread non-compliance and disruptions to business operations. While acknowledging and supporting FBR's digitalization drive, Naqi emphasized that the current deadlines, July 1, 2025, for corporate taxpayers and August 1, 2025, for non-corporate entities are unrealistic, as the majority of businesses have not completed preparations for integration with the FBR's e-invoicing system. 'There have been technical issues and delays since the early stages of this system's rollout, causing serious concern among the business community,' Naqi said. 'We fully support the idea of digitization, as it is the future of tax systems, but it must be implemented gradually and thoughtfully.' He further explained that without adequate time for training and system readiness, the policy may backfire and undermine FBR's own goals of transparency and operational efficiency. 'Forced and hasty implementation will disrupt business continuity and increase non-compliance,' Naqi warned. Highlighting the importance of a practical and phased approach, Naqi said, 'If a three-month extension is granted, businesses will have sufficient time to adjust, align their systems, and implement the changes in a sustainable manner. Without this flexibility, businesses may face compliance challenges and technical hurdles that will damage confidence and performance.' He urged FBR to focus on facilitation, not pressure, saying that the business community is willing to comply but needs realistic timelines to do so effectively. 'Industry and commerce are the backbone of the economy,' Naqi concluded, 'and no revenue targets can be achieved without ensuring their sustainability and support.' Copyright Business Recorder, 2025
