"Right Time To Pass Baton": Boeing Top Officer To Step Down

Boeing Co. said Chief Financial Officer Brian West, who helped orchestrate one of the biggest capital raises in US corporate history last year to steady the crisis-stricken planemaker, is stepping down.
West is leaving the post in mid-August and will be succeeded by former Lockheed Martin Corp. executive Jesus "Jay" Malave. West will remain an adviser to Chief Executive Officer Kelly Ortberg, Boeing said in a statement on Monday.
Both moves are effective August 15, the company said.
The leadership change marks the highest-profile personnel switch since Ortberg took over the top role at the planemaker last year. West helped Ortberg navigate a capital squeeze and avoid a possible ratings downgrade to junk status, brought on by a crippling strike last year and a steep slowdown in output after a near-catastrophic accident.
"I just felt like it was the right timing to pass the baton," West said in an interview. "The balance sheet is much stronger, operating performance is better, outlook is very encouraging."
Boeing shares rose 0.3% after the close of the regular trading session in New York, paring an earlier 2.3% loss. The stock has gained 18% so far this year.
A long-time associate of former Boeing CEO Dave Calhoun at General Electric Co., West kept watch over the company's finances as it weathered post-Covid supplier and quality setbacks.
West was instrumental in shoring up Boeing's cash reserves with a $24 billion equity sale last year, a near-record for a public company. He added to the stash this year by overseeing the $10.6 billion auction of the Jeppesen unit and other digital assets.
In all, Boeing has raised more than $44 billion in debt and equity to bolster its balance sheet since a near-catastrophe on an airborne 737 Max in early 2024 triggered federal investigations and a leadership overhaul. The company has begun ramping up work in its factories under the close supervision of US regulators, a key step towards generating positive cash flow and eventually profits.
Ortberg and Malave briefly overlapped late last decade at United Technologies Corp., the aerospace manufacturer now known as RTX Corp. Ortberg ran the Collins Aerospace division while Malave served as vice president and chief financial officer of its Carrier division.
Subsequent stints at L3Harris and Lockheed won Malave support in the analyst community, and he had been considered to be a leading contender for the Boeing CFO post once West was ready to step down. Malave left Lockheed Martin days before its April earnings call, advising the company he was "pursuing other opportunities," according to a statement by the defense company.
Malave's responsibilities will include heading Boeing's financial strategy, long-range business planning, investor relations, treasury, controller and audit operations, as well as the unit responsible for its global real estate holdings. He will report to Ortberg and serve on the company's executive council.
"We're on a nice, steady, predictable path towards recovery, while not pushing too hard," West said. "It's turned out a little bit better than we even expected."

Noida: The Allahabad high court has asked Noida Authority to execute flat registries at Grand Omaxe and Forest Spa projects in Sector 93B, paving the way for 220 families to finally get their property documents. The order came after the developer agreed to deposit an additional Rs 25 crore with the Authority in two weeks, making 50 more flats eligible for registry. The company had earlier deposited Rs 93 crore under the state govt's rehabilitation policy for stalled projects, which allowed 170 flats to be cleared for registration. The projects — comprising 1,692 sanctioned flats in total — had 678 pending registries among them. The issue first surfaced in 2018, when 30 Grand Omaxe allottees approached the high court, alleging they were denied tripartite sub-lease deeds despite paying the full amount because of the developer's unpaid lease premium. It clarified that if the developer deposited the full arrears with interest, the Authority could process applications for completion or occupation certificates of those additional projects. The case expanded when Forest Spa homebuyers — with their three towers and 176 flats — joined the litigation in 2021. Its AOA urged the court to hear their petition jointly with Grand Omaxe, saying both projects concerned the same developer and land parcel. A breakthrough came through UP govt's Dec 2023 order, which offered relief to stalled projects if developers paid 25% of recalculated dues. The developer's original dues of Rs 545 crore were revised to Rs 374 crore, considering a two-year 'zero period' during the Covid pandemic. After it paid the mandatory advance of 25% or Rs 93 crore, the developer unlocked permission to register 170 flats. During recent hearings, the developer insisted it was willing to pay the remaining dues so that flats in both Grand Omaxe and Forest Spa could be registered. On May 29, the court suggested an amicable settlement, following which the developer agreed to deposit another Rs 25 crore within a month. The Authority informed the court this additional amount would pave the way for 50 more registries. It told the court there would be "no impediment in granting occupancy certificates and other necessary permissions" for the two projects. The bench of Justices Manoj Kumar Gupta and Anish Kumar Gupta acknowledged the submission made by the Authority about the possibility of both projects being granted OCs within four weeks. The bench also ordered that any dispute regarding sub-lease entitlement must be resolved by the Authority CEO within a week. If homebuyers fail to complete formalities within two weeks of notification, the next person on the waiting list would get the opportunity, it clarified. "The list of homebuyers, along with the date of buyer-builder agreement or date of allotment provided by the developer, and the list submitted by the Forest Spa Association of Apartment Owners with names of transferees, successors, or joint owners, would be used for executing sub-leases," the court observed. The Authority must also file a status report by the next hearing, scheduled this month itself. This report will outline the progress of sub-leases and any remaining issues, ensuring that eligible homebuyers can secure legal ownership of their flats. The appointments come as Kelly Ortberg nears his first anniversary as Boeing's CEO in August, following commercial aviation safety problems and space programme difficulties. Ortberg said in a statement that under Parker, 'our defense business has stabilised its operations, improved programme execution and strengthened relationships with our customers". He had named Parker interim head in September 2024 shortly after joining the company. Boeing's defence division has been beset with hefty losses connected to rigid fixed-price contracts with the Pentagon on projects that suffered significant delays and cost overruns. The division has also been responsible for the struggling Air Force One presidential plane programme. The appointment of Parker followed Boeing's announcement on Monday (July 1) that Jesus 'Jay" Malave will join as chief financial officer (CFO) on August 15. Brian West, who is the current CFO, will transition to a senior adviser to Ortberg, as per an announcement. Malave was most recently CFO of Lockheed Martin and previously held top posts at United Technologies. Ortberg has reported progress on improving safety management at Boeing, but has said completely turning around the company's culture will take time.
