How MGNREGA is being used to stop distress migration in Maharashtra's Nandurbar

Indian Express17-06-2025
For the first time in decades, Surupsinh Mansinh Padvi and Macchindra Vasave say they would not have to leave their village in Maharashtra's tribal dominated Nandurbar district this year in search of work.
They are among the Nandurbar's tribal farmers who migrate en masse to the brick kilns in Gujarat or the construction sites in Madhya Pradesh in search of seasonal work. On average, around 20,000 people — mostly the young and the able-bodied — would migrate outside the district for work.
Forced migration has been a permanent feature in the Talamba village under the Akkalkuwa taluka of Nandurbar, where both work and fields dry up in the summer in the absence of sufficient irrigation. According to the farmers, their fields do not yield enough for them to look after their families.
Now, the farmers say they plan to take up orchards, and are looking for more income from their fields.
'Thanks to the field ponds, we managed to have under the Mahatma Gandhi National Rural Employment Generation Scheme (MGNREGS), we would now have enough water to tend to our fields,' says Padvi as Vasave nods along.
Tweaking MGNREGS
Dr Mittali Sethi, District Collector, Nandurbar, says this distress migration can be stopped if work is made available to those who need it the most, right at their doorstep.
'For such work, MGNREGS would come in handy, but it requires that enough work is available to be given on demand. This required proper coordination with the line agencies. Our aim was to ensure that work which improves the overall financial condition of the beneficiary,' says Sethi.
In 2024-25, Nandurbar saw 1,47,284 households demand work, of which 1,46,870 got work, according to data on the MGNREGA website.
Job cards — distributed by the Gram Panchayats to labourers who wish to avail work under the scheme — were routinely distributed to almost everyone eligible in the district, but the jobs were not always easily available.
'Also, work should be made available to those who need the most, those who migrate,' says Sethi.
The district authorities then decided to run a pilot called Nandadeep under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in 12 villages — 2 in each of the six talukas of Nandurbar — to see how the scheme could be run.
The project was started by identifying the families that migrate, and then giving them work to stop them from leaving. Each village saw around 60 to 70 such families who left their homes in search of work.
'Nandadeep identified villages which report a high level of migration. The next step was to ensure the work would be made available easily. This was done through the coordination with all the departments,' says Sethi.
Widening the scheme
After the Nandadeep scheme, the construction of water retention structures, orchard plantation etc, was taken up, and minor irrigation works were prioritised, which would help the MGNREGS beneficiaries.
In the Taloda taluka, the Dhavjapani and Malda villages saw the construction of cement tanks for water conservation under Nandadeep.
Sunil Padvi is another young farmer from Malda in the Taloda taluka who migrates to Pune for work every year. Padvi, who used to sow bajra and maize just once a year, says he would now be able to take two crops with the water availability, and would not have to migrate for work.
Padvi's land is at an elevation of 100 metres above the ground, which has no irrigation facility. 'Using the scheme, I managed to create a farm pond, and also get a plantation done for a mango orchard,' he says.
The structure is at a depression, so Padvi invested in a drip irrigation facility to raise the water level. 'Now that the orchard and water are available, I am sure in the next few years, the orchard will earn good money,' he adds.
District collector Sethi says with its positive results, the pilot, which was started in late 2024, has encouraged them to widen the scheme in all the 255 villages in Nandurbar.

CM announces new horticulture initiatives, praises water campaign

Indore: Chief Minister Mohan Yadav on Monday praised the Jal Ganga Samvardhan Abhiyan, a water conservation campaign, which commenced from Gudi Padwa on March 30 and concluded on June 30 in Madhya Pradesh. The campaign concluded in Khandwa, that saw construction of over 1.29 lakh water structures, making it the top district in the country for groundwater conservation. While addressing the gathering, the CM said that the campaign became a public movement, leading to various innovations in water source conservation across all districts. Under the MGNREGA scheme, new farm ponds, Amrit Sarovars and well recharge pits were constructed, and water structures were renovated. Yadav announced that Jal Ganga Samvardhan Abhiyan would now continue in a new form, under the name 'Ek Ped Maa Ke Naam'. From June 30 to August 15, tree plantation drives will be conducted on govt land with the support of the Horticulture Department. Following this, from August 15 to September 15, plantation efforts will extend to private lands. To encourage greenery and horticulture, the Panchayat and Rural Development Department has devised a new scheme, providing Rs 3 lakh assistance to 30,000 women across the state to develop orchards on one acre of land. This assistance will be provided in three phases annually for plantation, fencing, irrigation facilities and other necessary works. This initiative aims to develop 'Ek Bagia Maa Ke Naam' on 30,000 acres across the state over the next three years, increasing fruit production and greenery with a total state expenditure of Rs 900 crore. He said that 2.39 lakh 'Jal Dooth' (water ambassadors) contributed to water source conservation, becoming the campaign's torch-bearers. A total of 38,000 new farm ponds were created. In Khandwa district, over 1 lakh wells were recharged at a cost of Rs 254 crore, earning the district the first position nationally in this effort. He declared that the Indore is now number one in both cleanliness and water conservation. The CM highlighted that over 140 large drains meeting more than 57 rivers have been identified under the campaign. Ninety-one watershed projects have been developed in 36 districts of the state, and 9,000 water structures have been prepared for agricultural irrigation. During the event, the CM inaugurated and laid the foundation stone for development projects worth Rs 1,568 crore. He also inaugurated the Jawer Micro Irrigation Project and three other irrigation projects in Khandwa district, along with 74 renovated water structures across the state. A new software for monitoring and management of watershed projects was also launched. Yadav announced an allocation of Rs 174 crore for the construction of Khandwa bypass and other roads. He said that due to various initiatives, the maximum temperature in Nimad decreased by four degrees. He projected that the state's irrigation area would increase from 55 lakh hectares to 100 lakh hectares in the next five years, with benefits from the Ken-Betwa river interlinking project for Bundelkhand, Parvati-Kalisingh-Chambal (PKC) for Malwa-Chambal and Tapi Mega Recharge Project for Nimad. Outstanding 'Jal Yoddhas' (water warriors) were also honoured during the event. The chief minister announced that before Simhastha 2028, Omkareshwar's Ekatma Dham would be developed along the lines of Ujjain's Mahakal Lok. He also announced that beneficiaries of the Ladli Behna Yojana will receive an additional Rs 250 as a token of auspiciousness before Raksha Bandhan. After Diwali, from Bhai Dooj, Ladli Behnas will receive Rs 1,500 per month. The state govt aims to fulfil its commitment by depositing Rs 3,000 into the accounts of Ladli Behna beneficiaries by the next elections. On the occasion, the Panchayat and Rural Development Minister Prahlad Patel read a message from Prime Minister Narendra Modi. Prime Minister Narendra Modi, in his message, congratulated the people of Madhya Pradesh for the success of the 'Jal Ganga Samvardhan Abhiyan', driven by the hard work, dedication and faith of millions. He extended best wishes to the 'Jal Doot', women from self-help groups and farmers involved in water conservation and tree plantation. PM Modi remarked, "It is a pleasant feeling to see the 'Jal Ganga Samvardhan Abhiyan' transform into a public movement under the guidance of chief minister and his team." Govt and Mala villagers undertake eco-drive project under MGNREGA

Udupi: An environmentalist is serving as a vital link between the govt and the public, facilitating a conservation initiative under the MGNREGA programme that merges ecological restoration with rural employment in Mala village. In collaboration with the social forestry department, residents of Mala village are undertaking an ecological restoration project under the MGNREGA scheme. The effort began in Sept last year when environmentalist Arathi Ashok submitted a proposal for a green project on the cut road in the village. With 5–10 locals ready to participate, the project was greenlit, and by April, the work order was issued after an inspection by the Range Forest Officer (RFO). Arathi told TOI that the project involves planting 150 saplings (local species supporting the biodiversity of the Western Ghats) on a 1.5km stretch of the two-kilometre Gundipalke-Mala road. A total of Rs 2 lakh was sanctioned, covering material costs and wages. The road is lined with saplings protected using bamboo fences and 150 acacia sticks, safeguarding them from grazing animals. Locals Govinda Gowda and Santhosh took the lead in managing and distributing bamboo fencing materials to each planting spot, with 30 saplings assigned per location. An MGNREGA project board has also been installed on-site. She said that so far, 70 saplings were planted manually, with work timed perfectly in June when the soil is soft and rainfall is manageable. The initiative helps in environmental restoration, but also offers a valuable income opportunity, especially for rural women, with a simple process of taking before and after photos of their work to ensure transparency and credit. "Though such projects are popular in Kerala, they remain under-utilised in Karnataka. However, the Mala initiative is proving that change is possible when local people take the lead. Looking ahead, plans are in place to dig percolation pits in the next phase, particularly in areas where afforestation was taken up by the social forestry department. Coming Sept, attention will turn to weeding and fertilising the planted saplings," Arathi said. The success of this project lies not just in the green cover but in its potential to attract more funds, empower rural communities, and combat poverty through sustainable livelihood. "For initiatives like this to truly scale as a national model, panchayat members must play an active role in informing citizens about such govt-supported schemes, something that, unfortunately, rarely happens in practice. While there is institutional support and intent to expand green cover, these programmes often remain underutilised simply because people are not made aware of them. Concerned authorities must treat such awareness as a mandatory responsibility," she said.
