Russia becomes first country to recognise Taliban government of Afghanistan
In a statement, the Russian Foreign Ministry said Moscow saw good prospects to develop ties and would continue to support Kabul in security, counter-terrorism and combating drug crime.
"We believe that the act of official recognition of the government of the Islamic Emirate of Afghanistan will give impetus to the development of productive bilateral cooperation between our countries in various fields," the ministry said.
Taliban diplomat to take role as Moscow ambassador
Afghan Foreign Minister Amir Khan Muttaqi said in a statement: "We value this courageous step taken by Russia, and, God willing, it will serve as an example for others as well."
No other country has formally recognised the Taliban government that seized power in August 2021 as U.S.-led forces staged a chaotic withdrawal from Afghanistan after 20 years of war. However, China, the United Arab Emirates, Uzbekistan and Pakistan have all designated ambassadors to Kabul, in a step towards recognition.
The Russian move represents a major milestone for the Taliban administration as it seeks to ease its international isolation.
It is likely to be closely watched by Washington, which has frozen billions in Afghanistan's central bank assets and enforced sanctions on some senior leaders in the Taliban that contributed to Afghanistan's banking sector being largely cut off from the international financial system.
COMPLEX HISTORY
Russia has been gradually building relations with the Taliban, which President Vladimir Putin said last year was now an ally in fighting terrorism. Since 2022, Afghanistan has imported gas, oil and wheat from Russia.
The Taliban was outlawed by Russia as a terrorist movement in 2003, but the ban was lifted in April this year. Russia sees a need to work with Kabul as it faces a major security threat from Islamist militant groups based in a string of countries from Afghanistan to the Middle East.
In March 2024, gunmen killed 149 people at a concert hall outside Moscow in an attack claimed by Islamic State. U.S. officials said they had intelligence indicating it was the Afghan branch of the group, Islamic State Khorasan (ISIS-K), that was responsible.
The Taliban says it is working to wipe out the presence of Islamic State in Afghanistan.
Western diplomats say the Taliban's path towards wider international recognition is blocked until it changes course on women's rights. The Taliban has closed high schools and universities to girls and women and placed restrictions on their movement without a male guardian. It says it respects women's rights in line with its strict interpretation of Islamic law.
Russia has a complex and bloodstained history in Afghanistan. Soviet troops invaded the country in December 1979 to prop up a Communist government, but became bogged down in a long war against mujahideen fighters armed by the United States. Soviet leader Mikhail Gorbachev pulled his army out in 1989, by which time some 15,000 Soviet soldiers had been killed.

The movement of a large group of terrorists, identified as Khawarij belonging to the Indian proxy group Fitna al Khawarij, was detected on the nights of July 1–2 and 2–3 in the Hassan Khel area near the Pakistan-Afghanistan border, the statement said. Security forces engaged the group and 'thwarted the Indian-sponsored Khawariji terrorists' attempt to infiltrate,' the ISPR said in a statement. The military said a large quantity of weapons, ammunition, and explosives was recovered from the site. According to ISPR, the terrorists killed were involved in multiple terrorist attacks, including those targeting civilians and law enforcement personnel. The ISPR called on the Interim Afghan Government to prevent the use of Afghan soil by 'foreign proxies' for orchestrating terrorist activities against Pakistan. The military reiterated that Pakistan's security forces remain 'resolute and unwavering' in their commitment to defend the nation's frontiers and eliminate Indian-sponsored terrorism from the country.

30 Indian-sponsored terrorists killed in North Waziristan border infiltration attempt: ISPR
At least 30 Indian sponsored khawarij were killed by security forces in general area of Hassan Khel, North Waziristan District. 'On night 1/2 and 2/3 July 2025, movement of a large group of khawarij, belonging to Indian Proxy Fitna al Khwarij, were trying to infiltrate through Pakistan-Afghanistan border, was detected by the security forces in,' said the Inter-Services Public Relations (ISPR) said in a press release on Friday. The press release said that security forces effectively engaged and thwarted Indian sponsored Khawarij's attempt to infiltrate and all 30 Indian terrorists were sent killed. A large quantity of weapons, ammunition and explosives were recovered from them. 'The Interim Afghan Government also needs to check and prevent the use of Afghan soil by 'foreign proxies' for orchestrating terrorist activities against Pakistan,' the military's media wing said. 'The security forces of Pakistan remain resolute and unwavering in their commitment to defend the nation's frontiers and to eradicate the menace of Indian sponsored terrorism from the country.' Meanwhile, President Asif Ali Zardari commended the security forces for eliminating the terrorists and reaffirmed that the nation's resolve for the elimination of terrorist elements and the defence of the country will remain unwavering. Prime Minister Shehbaz Sharif also paid tribute to security forces and said that the brave armed forces of Pakistan are standing like a solid wall to protect the country, as per Radio Pakistan. He expressed Pakistan's firm determination to root out terrorism in all its forms from the country. Last month, security forces killed five Khawarij belonging to Indian Proxy, Fitna al Khawarij in two separate engagements in Khyber Pakhtunkhwa. 'An intelligence based operation was conducted by the security forces in Peshawar District, on reported presence of Indian sponsored Khawarij,' the ISPR said in a statement.
