
America's leaders confuse economic coercion for good exchange
Amid their debates over tariffs, taxes and regulations, Democrats and Republicans seem to have reached a quiet consensus that they should be more involved in economic exchange. They shouldn't.
On crowded streets, in office buildings and online, people meet, words pass and goods exchange hands. But the exchanges can take one of two forms. The first is the key to just, sustainable and rapid growth. While the other leads to political dysfunction, bad investments and economic stagnation.
When Democratic and Republican leaders fail to distinguish between the two — especially at the same time — it poses a grave threat to the U.S. political economy.
The good type of exchange is voluntary. There is no fraud from the buyer or seller and no force from anyone else. Both can walk away with a smile and something that they value more than whatever they gave up. Governments play an important role by ensuring people have the economic freedom to pursue these exchanges.
Like a neutral referee ensuring fair play, a wise government impartially safeguards everyone's right to own, use and exchange property. And it stands aside when it needs to, allowing us to make our own economic choices unencumbered by high or inequitable taxes, meddlesome regulations or steep barriers to trade.
Bad exchange is coercive, even if subtly so. And subtle government coercion is all the rage these days.
In one way or another, coerced exchange involves either fraud or force. An obvious example is a thug who threatens to take your money or your life. A less obvious example (involving better intentions) is the government official empowered to tell you what to do with your person or your property.
The power to tax is widely accepted but fundamentally coercive. And the higher the taxes, the greater the coercion.
Outlawing mutually agreed upon prices between sellers and buyers — as both President Trump and former Vice President Harris proposed at some point — is also coercive, as are Trump's tariffs, the first iteration of which were largely accepted by Biden.
State governments limit entry into dozens of professions through occupational licenses that prevent upward mobility with little or no benefit to the public.
When the government stipulates when, where, and how property may be used, it is coercive. Local governments assert such power over land use, helping send home prices through the roof.
And in the latest example, the Trump administration flexed coercive power in its unusual arrangement with Nippon Steel.
People tolerate some degree of government coercion, especially if it serves the general welfare by protecting our rights — that is, by keeping others from coercing us. But when governments stop being neutral referees and become active — if invisible — participants in our exchanges, we all pay a price.
First, individuals lose agency. The great economist Adam Smith argued that coercers imagine they can 'arrange the different members of a great society with as much ease as the hand arranges the different pieces upon a chess-board' without acknowledging any other 'principle of motion besides that which the hand impresses upon them.'
Think of President Biden's attempt to transfer wealth from those without college degrees to those with college degrees, despite the fact that the latter earn about 70 percent more money. Or consider Trump's attempt to transfer wealth from manufacturers that use steel to manufacturers that make it. Each is a queen's gambit that sacrifices some chess pieces for the sake of other, preferred pieces.
Second, society loses talent. When policymakers spend their time transferring wealth from one group of citizens to another, some citizens spend their time trying to gain from it, while others expend effort to avoid being victims. When this happens, some of society's best and brightest waste their time, money and effort transferring wealth instead of innovating and creating new wealth.
Finally, society loses essential knowledge that helps it operate. We each place our own value on certain goods and services. Only I know whether my next dollar is best spent on a doll or a dolly. The only way to make sure trade serves each of our needs is to allow us to make these tradeoffs ourselves, guided by market signals of prices, profit and loss that help us adjust our plans to those of others.
The Soviet system was based on not-so-subtle coerced exchange. And as that system crumbled around them, its leaders wondered how they managed to get rockets to Venus but couldn't get working appliances in (communal) kitchens. Meanwhile, the Croatian journalist Slavenka Drakulić noted that in its 70-year existence, communism never managed to supply women with tampons.
This is what happens when individuals are not allowed to make their own economic decisions. Leaders in both parties once understood this.

California closes $12-billion deficit by cutting back immigrants' access to healthcare
SACRAMENTO — California Gov. Gavin Newsom signed on Friday a budget that pares back a number of progressive priorities, including a landmark healthcare expansion for low-income adult immigrants without legal status, to close a $12-billion deficit. It's the third year in a row the nation's most populous state has been forced to slash funding or stop some of the programs championed by Democratic leaders. Lawmakers passed the budget earlier in the day following an agreement of a $321-billion spending plan between Newsom and Democratic leaders. But the whole budget will be void if lawmakers don't send him legislation to make it easier to build housing by Monday. The budget avoids some of the most devastating cuts to essential safety net programs, state leaders said. They mostly relied on using state savings, borrowing from special funds and delaying payments to plug the budget hole. 'It's balanced, it maintains substantial reserves, and it's focused on supporting Californians,' Newsom said in a statement about the budget. California also faces potential federal cuts to healthcare programs and broad economic uncertainty that could force even deeper cuts. Newsom in May estimated that federal policies — including on tariffs and immigration enforcement — could reduce state tax revenue by $16 billion. 'We've had to make some tough decisions,' Senate President Pro Tempore Mike McGuire said Friday. 'I know we're not going to please everyone, but we're doing this without any new taxes on everyday Californians.' Republican lawmakers said they were left out of budget negotiations. They also criticized Democrats for not doing enough to address future deficits, which could range between $17 billion to $24 billion annually. 'We're increasing borrowing, we're taking away from the rainy day fund, and we're not reducing our spending,' said Republican state Sen. Tony Strickland prior to the vote. 'And this budget also does nothing about affordability in California.' Here's a look at spending in key areas: Under the budget deal, California will stop enrolling new adult patients without legal status in its state-funded healthcare program for low-income people starting 2026. The state will also implement a $30 monthly premium July 2027 for immigrants remaining on the program, including some with legal status. The premiums would apply to adults under 60 years old. The changes to the program, known as Medi-Cal, are a scaled-back version of Newsom's proposal in May. Still, it's a major blow to an ambitious program started last year to help the state inch closer to a goal of universal healthcare. Democratic state Sen. María Elena Durazo broke with her party and voted 'no' on the healthcare changes, calling them a betrayal of immigrant communities. The deal also removes $78 million in funding for mental health phone lines, including a program that served 100,000 people annually. It will eliminate funding that helps pay for dental services for low-income people in 2026 and delay implementation of legislation requiring health insurance to cover fertility services by six months to 2026. But lawmakers also successfully pushed back on several proposed cuts from Newsom that they called 'draconian.' The deal secures funding for a program providing in-home domestic and personal care services for some low-income residents and Californians with disabilities. It also avoids cuts to Planned Parenthood. Lawmakers agreed to let the state tap $1 billion from its cap-and-trade program to fund state firefighting efforts. The cap-and-trade program is a market-based system aimed at reducing carbon emissions. Companies have to buy credits to pollute, and that money goes into a fund lawmakers are supposed to tap for climate-related spending. Newsom wanted to reauthorize the program through 2045, with a guarantee that $1 billion would annually go to the state's long-delayed high-speed rail project. The budget doesn't make that commitment, as lawmakers wanted to hash out spending plans outside of the budget process. The rail project currently receives 25% of the cap-and-trade proceeds, which is roughly $1 billion annually depending on the year. Legislative leaders also approved funding to help transition part-time firefighters into full-time positions. Many state firefighters only work nine months each year, which lawmakers said harms the state's ability to prevent and fight wildfires. The deal includes $10 million to increase the daily wage for incarcerated firefighters, who earn $5.80 to $10.24 a day currently. The budget agreement will provide $80 million to help implement a tough-on-crime initiative voters overwhelmingly approved last year. The measure makes shoplifting a felony for repeat offenders, increases penalties for some drug charges and gives judges the authority to order people with multiple drug charges into treatment. Most of the fund, $50 million, will help counties build more behavioral health beds. Probation officers will get $15 million for pretrial services and courts will receive $20 million to support increased caseloads. Advocates of the measure — including sheriffs, district attorneys and probation officers — said that's not enough money. Some have estimated it would take around $400 million for the first year of the program. Newsom and lawmakers agreed to raise the state's film tax credit from $330 million to $750 million annually to boost Hollywood. The program, a priority for Newsom, will start this year and expire in 2030. The budget provides $10 million to help support immigration legal services, including deportation defense. But cities and counties won't see new funding to help them address homelessness next year, which local leaders said could lead to the loss of thousands of shelter beds. The budget also doesn't act on Newsom's proposal to streamline a project to create a massive underground tunnel to reroute a big part of the state's water supply. A special election for Senate District 9 will be held on Nov. 4, 2025. The district covers around half of Tarrant County, including North Richland Hills and more than half of Fort Worth. The North Richland Hills Republican resigned from the Senate earlier this month to become chief clerk of the Texas Comptroller's Office. He will assume temporary leadership of the office Tuesday. Hancock announced his campaign for comptroller, who serves as the state's chief financial officer, on June 19. On Friday, political activist Leigh Wambsganss announced her candidacy for the open seat. "I have spent my entire adult life as a volunteer public servant, not for a title, but out of conviction," she said in a statement. "From leading grassroots campaigns to serving on the front lines of the Second Amendment and pro-life movements, my mission has always been clear: to defend conservative Christian family values, safeguard our freedoms, and ensure Texas remains a stronghold for faith, family, and freedom." In the wake of Hancock's announcement, Rep. Nate Schatzline said he would be looking to take the vacant seat, but pulled his candidacy on Friday announcing he would instead seek re-election in the House. Schatzline put his support behind Wambsganss. "My #1 goal was for SD9 to be represented by a true conservative, & with Leigh Wambsganss, that's exactly what you'll get. She has my full support," he said on X. Wambsganss also won the support of Lt. Gov. Dan Patrick. "She has been a leader of the conservative movement in Tarrant County and all of Texas," Patrick said.
