As US wildfires rage, firefighters clean toilets after Trump staff cuts, critics say

The U.S. Forest Service faced criticism from current and former employees who say federal workforce reductions under the Trump administration have left fire teams understaffed, as the country grapples with decade-high U.S. wildfire numbers this year.
The agency, which oversees the nation's largest wildland firefighting force, rejected those claims, saying it has sufficient resources.
However, more than a dozen active and retired U.S. Forest Service employees told Reuters that the agency is struggling to fill critical roles after approximately 5,000 employees - roughly 15% of its workforce - quit in the past five months.
Accounts from firefighters in Oregon and New Mexico, as well as a fire chief recruiting support staff in the Pacific Northwest, said the vacancies have led to personnel held back from supporting frontline firefighting because of administrative duties.
The crew leader on an Oregon blaze said her team went hungry for several days, ran short of medical supplies and had to scrounge for chainsaw fuel after support staff quit the agency during two rounds of "fork in the road" buyouts.
"I had guys who were going to bed hungry after working 16 hours," said the crew leader on the Alder Springs Fire, who asked not to be named for fear of losing her job.
National and local USFS officials say, however, the force is ready for what is expected to be a worse than average fire year in California, the Pacific Northwest and the northern Rockies, according to National Interagency Fire Center forecasts.

"Our fire staff feels very confident in our staffing levels going into this fire season," said USFS Public Affairs Officer Isabella Isaksen, who represents USFS operations in central Oregon.
Isaksen said food problems on the Alder Springs Fire were due to a new caterer and were quickly resolved. She said medical, chainsaw and other supplies were available on the 3,400-acre blaze that triggered evacuations in two counties.
'THEY ARE READY'
The Trump administration pledged not to cut firefighting positions and other public safety jobs in firings, voluntary resignations and early retirements meant to raise efficiency at the USFS which manages 193 million acres of land (78 million hectares), roughly about the size of Texas.
USFS employees that Reuters interviewed for this story said the loss of thousands of foresters, biologists, trail builders and campground managers was having a knock-on effect on firefighters.
Not only are firefighters having to cover empty positions at ranger stations but they also have lost hundreds of peers who each year switched from regular jobs to take on firefighting support roles during the fire season, which typically runs from spring to fall, these people said.
USFS Chief Tom Schultz on Wednesday told agency managers to make all of these fire-qualified, so-called "red-carded" staff available for what he called an "extremely challenging" fire year, according to a memo seen by Reuters.
Year to date, wildland firefighters have been called to nearly 41,000 blazes, by far the highest number in federal data going back to at least 2015.
Last month Schultz told a U.S. Senate committee he was trying to temporarily hire back some 1,400 fire-qualified, "red-carded" support staff who took buyouts.
"I do believe they are ready," Schultz said when asked about preparedness for the 2025 fire year.
FIREFIGHTERS MOW LAWNS
Agriculture Secretary Brooke Rollins, who oversees the USFS, said in June at a meeting of Western state governors in New Mexico that the agency was on target to hire 11,300 firefighters by mid July, outpacing hiring over the past three years.
As of June 29, 11,236 or 99% of that number had been hired, slightly below last year's level, according to the most recent USDA data.
The USDA disputed claims that staff shortages are endangering communities, forests, and firefighters.
"We are providing the resources needed to ensure the Forest Service has the strongest and most prepared wildland firefighting force in the world," a USDA spokesperson said.
New Mexico U.S. Senator Martin Heinrich has criticized the Trump administration's firing and rehiring of 3,400 USFS probationary staff, three-quarters of whom were red-carded, as well as what he called its indiscriminate, agency-wide staff buyouts.
'Wildfire season is well underway, and thanks to DOGE and Donald Trump, the U.S. Forest Service is being gutted, leaving communities ill equipped to fight deadly wildfires," Heinrich said in a emailed statement on July 11.
The Forest Service says it does not have enough wildland firefighters for the country's "wildfire crisis" and relies on red-carded staff to "boost wildland firefighting capacity."
Yet, not everyone close to the Forest Service sees problems.
Steve Ellis, chairman of the National Association of Forest Service Retirees, said his checks with fire staff in Oregon turned up no reports of firefighters going hungry or other support issues.
But Riva Duncan, a fire duty officer on a New Mexico blaze, said even firefighters were being used to plug gaps left by job losses, exacerbating longstanding shortages of personnel to operate fire engines.
"They're answering phones at the front desk, or cleaning toilets at campgrounds or mowing the lawn at administrative sites," said Duncan, a retired USFS fire chief who reenlists during fire season and helps run Grassroots Wildland Firefighters, a federal firefighter advocacy group.
The fire staff officer in the Pacific Northwest said support staff had been told by managers they had to meet the Trump administration's increased timber sales and oil and gas production targets, with fewer employees, before helping firefighters.
"They can claim we get all the support we need, but in reality, it isn't even close," said the fire chief, who asked not to be named for fear of retaliation. REUTERS

More than 1,100 cases of cave-ins and underground cavities were confirmed on national highways across the country between fiscal years 2015 and 2024. TOKYO – More than 1,100 cases of cave-ins and underground cavities were confirmed on national highways across the country between fiscal years 2015 and 2024 , according to a recent analysis by The Yomiuri Shimbun. Of this number, more than 40 per cent were caused by surrounding soil and sand flowing into damaged underground pipes, as with the cave-in that occurred earlier in 2025 in Yashio, Saitama Prefecture, according to the analysis. It was also found that about 20 per cent of the incidents were caused by construction defects, such as insufficient ground compaction. Furthermore, nearly half of the cases occurred within a one-kilometre radius of a similar incident. An expert has stressed the need for the government to strengthen the maintenance and management of national highways. In the Jan 28 incident in Yashio, part of the surface of a prefectural road suddenly collapsed at an intersection, and a truck traveling along the road fell into a sinkhole. It is believed to have been caused by damage to a pipe installed in 1983, which allowed surrounding soil and sand to flow into it, creating an underground void. The sinkhole subsequently expanded to 40m wide and 15m deep. The truck driver died in the incident, and sewer use was temporarily restricted in 12 municipalities within the prefecture. To conduct its analysis, The Yomiuri Shimbun requested the disclosure of relevant information from eight regional development bureaus and the Hokkaido Regional Development Bureau under the Land, Infrastructure, Transport and Tourism Ministry, as well as the Cabinet Office's Okinawa General Bureau. Overall, these bodies manage 24,000km of national highways. The Yomiuri then collected documents reporting cave-ins and cavities that were detected in the 10 years from fiscal year 2015 to analyse factors including the dates and times, locations, scale, causes and repair methods. The prefectures with the highest number were Kochi with 78 cases; Ishikawa 63; Tottori 62; Chiba 59 and Shimane 55. A total of 509 cases, or 44 per cent, were caused by surrounding soil and sand flowing into corroded or damaged pipes, or deteriorated joints, creating cavities underground. Construction defects totaled 259 cases, or 22 per cent, with most of these resulting from insufficient compaction of the ground during road construction or pipe laying. In addition, 276 cases, or 24%, were attributed to such factors as decayed tree roots, the collapse of nearby slopes, earthquakes and typhoons. There were 521 cases in which a cave-in or cavity occurred within a one-kilometer radius of another such incident on the same highway, more than 40 per cent of the total. At the Omano intersection on National Highway Route 4 in Koshigaya, Saitama Prefecture, three cave-ins occurred between 2022 and 2024 due to corrosion and damage to the same drainage pipe. 'At present, the government hasn't yet been able to fully grasp the precise picture of road sinkholes and cavities,' a senior ministry official said in response to the analysis results. 'We will expedite efforts to investigate and proceed with establishing a system to quickly grasp the underground situation.' 'Many national highways are designated as emergency transportation routes in the event of a disaster. If the risk of sinkholes is left unaddressed, road cave-ins could be a frequent occurrence during an earthquake, delaying rescue and relief efforts,' said Professor Reiko Kuwano, a professor of geotechnical engineering at the University of Tokyo. 'The government needs to work with entities in charge of underground infrastructure to strengthen the maintenance and management system for national highways,' Prof Kuwano said. SYDNEY SEOUL - A Jeju Air plane that crashed in December during an emergency landing after a bird strike could have kept flying on the damaged engine that was still working after pilots shut down the other one, according to an update from South Korean investigators. The Boeing 737-800 instead belly-landed at Muan airport without its landing gear down, overshot the runway and erupted into a fireball after slamming into an embankment, killing all but two of the 181 people on board. Investigators have not yet produced a final report into the deadliest air disaster on South Korean soil, but information about the plane's two engines has begun to emerge. According to a July 19 update prepared by investigators and seen by Reuters but not publicly released following complaints from victims' family members, the left engine sustained less damage than the right following a bird strike, but the left engine was shut down 19 seconds after the bird strike. The right engine experienced a "surge" and emitted flames and black smoke, but investigators said it "was confirmed to be generating output sufficient for flight," in the five-page update, which included post-crash photos of both engines. No reason for the crew's actions was given and the probe is expected to last months as investigators reconstruct the plane's technical state and the picture understood by its pilots. Experts say most air accidents are caused by multiple factors and caution against putting too much weight on incomplete evidence. More questions So far, public attention has focused on the possibility that the crew may have shut down the less-damaged engine, rekindling memories of a 1989 Boeing 737-400 crash in Kegworth, England, where pilots shut down a non-damaged engine by mistake. The disaster led to multiple changes in regulations including improvements in crew communication and emergency procedures. A source told Reuters on Monday that the South Korea-led probe had "clear evidence" that pilots had shut off the less-damaged left engine after the bird strike, citing the cockpit voice recorder, computer data and a switch found in the wreckage. But the latest update on the crash also raises the possibility that even the more heavily damaged engine that was still running could have kept the plane aloft for longer. It did not say what level of performance the operating engine still had, nor what extra options that might have given to the plane's emergency-focused crew before the jet doubled back and landed in the opposite direction of the runway from its initial plan with its landing gear up. Both engines contained bird strike damage and both experienced engine vibrations after the strike. The right engine showed significant internal damage, the Korean-language update from South Korea's Aviation and Railway Accident Investigation Board (ARAIB) said, but it did not describe the damage found in the left engine. The update did not say how the left engine was operating nor the state of systems connected to either engine, said former US National Transportation Safety Board investigator Greg Feith when shown the document translated by Reuters. It contains some new facts but omits far more, resulting in a "cryptic" document, he said. ARAIB, which plans to issue a final report next June, did not immediately respond to a request for comment. Safety experts say it is common for early reports to contain sparse facts and limited analysis while investigations continue. A preliminary report released in January said feathers and blood stains from ducks were found in both engines. The engines - made by CFM International, jointly owned by GE and France's Safran - were examined in May and no defects or fault data were found beyond the bird and crash damage, the report said. Families of those who died in the disaster were briefed on the engine findings but asked investigators not to release the July 19 report, saying that it appeared to apportion blame to the pilots without exploring other factors. The report was withheld but Reuters and South Korean media obtained copies. Boeing and GE referred questions about the crash to ARAIB. Safran did not immediately respond to a request for comment. Jeju Air has previously said it is cooperating with ARAIB and is awaiting publication of the investigation. Under global aviation rules, civil air investigations aim to discover crash causes without assigning blame or liability. The Jeju Air pilots' union said ARAIB was "misleading the public" by suggesting there was no problem with the left engine given that bird remains were found in both. A source who attended the briefing told Reuters that investigators told family members the left engine also experienced a disruptive "surge," citing black box data.
