Magisterial inquiry, suspensions after death of Gujjar youth in ‘police firing' outside Jammu

Indian Express2 days ago
The Jammu district administration has ordered a magisterial inquiry into the death of a Gujjar youth in an alleged police firing on the outskirts of Jammu city. Simultaneously, the police have suspended two officers and constituted a Special Investigation Team (SIT) to investigate the incident.
Mohammad Parvez, a 21-year-old from Niki Tawi was allegedly shot in police firing near Sure Chak village on the city's outskirts, with police claiming he had neither criminal records nor links to drug peddlers.
An FIR invokes Bharatiya Nyay Sanhita's sections pertaining to attempted murder and provisions pertaining to the Arms Act.
In his order initiating an inquiry Friday, Jammu District Magistrate Sachin Kumar Vaishya directed the inquiry officer to conclude investigation in two weeks and submit their findings.
Within hours of this, Jammu SSP Joginder Singh 'suspended with immediate effect' Head Constable Baljinder Singh and Selection Grade Constable Pawan Singh through an order issued late Friday night.
'They shall remain posted in DPL (District Police Lines), Jammu, and will deposit uniform articles in the DPL Store,' the order read, adding that 'however, they are entitled to draw subsistence allowances as admissible under rule'. In addition, police have also constituted a SIT headed by SDPO Domana Mudassar Hussain to look into the allegations of the deceased's family.
Meanwhile, the family held a burial for the youth Friday after they were promised action in the case.
In a statement issued Thursday, the police said that some drug peddlers fired at them and that 'one unknown person' was injured in the exchange of bullets that followed.
The death of the tribal youth drew strong condemnations from J&K's top political leadership, with Chief Minister Omar Abdullah describing the incident as 'highly unfortunate and deeply regrettable'.
'The use of force by the police has to be calibrated and cannot be indiscriminate,' Omar Abdullah wrote in a post on X, adding: 'J&K has paid a heavy price in the past because of incidents such as these… This incident should be investigated in a transparent and time bound manner. I send my condolences to the family of Mohd Parvez. May Allah grant him Jannat'.
Former chief minister and PDP leader Mehbooba Mufti also took to X, saying, 'Mohammad Parvez, a tribal youth, was killed by the police… He's now been labelled a drug dealer, but even if that is the case, we still live in a democratic country where justice is served through rule of law as opposed to khap panchayats or kangaroo courts.'
National Conference MP from Anantnag-Rajouri Lok Sabha constituency Mian Altaf Ahmed, too, expressed his anguish and grief over the death of Parvez.
'I strongly condemn the killing of a youth, Mohd Parvez, resident of Niki Tawi, in police firing in Jammu yesterday. It is a broad daylight murder. A fast-track investigation should be done and strict action (must be taken) against officials involved. My solidarity and sympathy with the victim's family,' he said.

Another ‘BKI associate' held for April grenade attack in Punjab police station

A 22-year-old man was arrested by Delhi Police Special Cell on Saturday for allegedly harbouring terrorists attached to the banned terror organisation Babbar Khalsa International (BKI) and being involved in a grenade attack on Quila Lal Singh police station in Punjab in April. Karanbir alias Karan, hailing from Chananke village in Amritsar, was apprehended on July 26 from Gurdaspur under the Arms Act registered at the Special Cell police station. Police said he is a key accused in the April 7 grenade attack at Quila Lal Singh police station in Batala. 'He received money from his handler for executing the grenade attack. He also facilitated the stay of two persons at his home before the attack, who had executed the task of launching the grenade at Qila Lal Singh police station. His brother Gursewak, who was also involved in the attack, has already been arrested in the case,' DCP (Special Cell) Amit Kaushik said. Karanbir is the second alleged BKI terrorist arrested this week. Akash Deep – wanted in an illegal arms trafficking case in the Capital and the grenade attack on Lal Singh Quila police station – was arrested on Wednesday. 'Following leads based on Akash Deep's questioning, Karanbir alias Karan was arrested from Gurdaspur,' the DCP said. Karanbir, who has cleared Class 12, allegedly told the police that he was in contact with a BKI handler from Punjab, based abroad, through social media and was receiving instructions to carry out terror activities. 'He was instructed on encrypted apps in code language to act on behalf of BKI. He also visited an Asian country in 2024, to meet BKI operatives,' an officer said.

Gunshots fired for recording reel injures cab driver; two held

Gunshots allegedly fired for recording a reel ended up injuring a 24-year-old cab driver in Southeast Delhi's Badarpur, police said on Sunday, adding that two men have been apprehended. Another accused is on the run. According to the police, the incident happened in the early hours of Saturday, when the Gurgaon-based cab driver, identified as Gautam Saini, was with the accused at a house in the Molarband Extension area. 'Saini was called by one of the accused, Rakesh, to party in Badarpur. They had drinks and even made reels together,' a police officer aware of the investigation said. The officer added that the accused have claimed that as they made the reel, they fired in the air and Saini was accidentally injured. It is still being confirmed if the incident was an accident, police said. 'On July 27, at 06:07 am, a PCR call was received at the Badarpur police station from Apollo Hospital regarding a Medico-Legal Case (MLC) of a gunshot injury sustained by one Gautam Saini,' DCP (South East) Hemant Tiwari said. The police said that upon reaching the hospital, it was found that Saini had a gunshot injury on his head. 'After initial treatment, the family shifted him to AIIMS trauma centre. His condition remains critical but stable. A case has been filed under Section 109 of the BNS and the Arms Act,' DCP Tiwari said. A police officer said that Gautam previously had eleven cases filed against him, while the two accused also have multiple cases registered against them.

Another arrest in Punjab RPG attack puts Armenia-based syndicate in focus

1 2 Chandigarh: The special cell of Delhi Police has made another arrest in connection with the April 7 RPG attack at Qila Lal Singh police station in Punjab's Batala, nabbing 22-year-old Karanbir alias Karan from Gurdaspur in an Arms Act case registered at the special cell police station. An officer said he had confessed to his involvement in the rocket-propelled grenade (RPG) attack, which traces its roots to masterminds and handlers in the US, Greece, and Armenia. Karan, according to the special cell of Delhi Police, has allegiance with the banned terror group Babbar Khalsa International (BKI). His arrest came four days after another accused and alleged BKI operative, Akashdeep Singh alias Baaz (22), was arrested by the special cell from Indore on April 22. Both are residents of Chananke village in Amritsar district. Karan is the brother of Gursewak, who was among those already arrested by Punjab Police, an officer privy to the case details revealed. The Delhi Police officer said Karan spent three months in Armenia in 2024. He is accused of providing shelter to the perpetrators of the Qila Lal Singh police station attack and receiving funds sent by the handlers for the attack. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Buy Resmed AirSense 11 with flat 20% off ResMed Buy Now Undo The officer also said two-three shooters of this syndicate have fled to Armenia, where one of the key components of this syndicate is based. The officer said Karan was also involved in other criminal activities carried out by the syndicate. Delhi additional commissioner of police Pramod Singh Kushwah said over the phone that after the arrest of Akashdeep from Indore, they learnt about Karanbir's involvement in the Qila Lal Singh police station attack case. "He was arrested in Gurdaspur on Sunday. He was part of the conspiracy and played a key role in the grenade attack," Kushwah said. The RPG attack case was initially probed by Punjab Police before it was handed over to the National Investigation Agency (NIA) earlier this month. The special cell of Delhi Police had also started working on the BKI module allegedly involved in the attack after United States-based Happy Passia (arrested by the FBI in the US on April 17), Manu Agwan (who police believe is in Greece), and Gopi Nawanshahria (who police suspect to be in North America) claimed responsibility and threatened to carry out an attack in Delhi as well. Armenia-based Shera on radar Among others, Punjab Police have named Armenia-based Shamsher Singh aka Shera aka Honey as an accused in the Qila Lal Singh police station attack. According to Punjab Police, the associates of Shera were responsible for the retrieval and disposal of the RPG under his directions in the attack. Batala senior superintendent of police Suhail Qasim Mir said before giving the case to NIA, Punjab Police arrested a dozen accused, and Gursewak was one of them. "Armenia-based Shamsher Singh Shera is one of the accused," he said. Closely linked to now-arrested Happy Passia and Pakistani-based BKI terrorist Harwinder Singh Rinda, Shera, as per a police dossier, is described as a foreign-based active node of the Rinda-Passia terror network. The dossier reads, "He plays a key role in supporting the terror network by providing manpower, logistics, and financial aid for their nefarious activities." Shera is wanted by Punjab Police in FIRs linked to terrorism, organised crime, and anti-national acts, reads the dossier. Shera, a native of village Mann in Gurdaspur district, according to the police dossier, facilitated the targeted killing of Hardeep Singh, a resident of Jouria Kalan, Batala. He also tasked his local associates, Kuldeep Singh and Avtar Singh of Jalandhar, with carrying out target killings in the Ludhiana area. MSID:: 122936213 413 |
