Miniscule public sector productivity growth is nothing to celebrate

Let us start with the good news. The latest official estimates suggest that public service productivity grew by 1.0 per cent in the first quarter of the year compared to the same period of 2024, led by a 2.7 per cent increase in healthcare. But gosh, was that needed.
The annual data show that public service productivity was still 4.2 per cent lower in 2024 than the pre-pandemic peak in 2019. Over this period, the output of public services – such as the number of treatments on the NHS, and lessons provided in state schools – has risen by an average of around 12 per cent.
However, the inputs required to produce that output – mainly labour and materials – have risen even further, by almost 17 per cent. The difference between these two numbers is the shortfall in productivity.
Worse still, this follows a long period of stagnation which goes back to at least 1997, when comparable data are first available. Over more than a quarter of a century, productivity in public services has improved by a grand total of just 0.3 per cent.
This year alone, day-to-day public spending is expected to exceed £500 billion, mainly on health, education and defence. Raising public sector productivity by one per cent a year over five years would therefore allow the government to provide the same services for about £25 billion less. In turn, this could fill the 'black hole' in the public finances without the need for any cuts in services, or yet more tax increases.
Of course, this is easier said than done. It is generally harder to raise productivity in services activities than in, say, manufacturing, energy, or communications. This is especially true of activities requiring lots of personal contact, such as medicine and teaching, or the arts and entertainment.
But the problems do appear to be much larger in the public than the private sector. Four factors come up over and over again.
One is the lack of competition. It is no surprise that sectors where market pressures are stronger also tend to be those where productivity gains are greater.
Another is that the public sector is more heavily unionised – and the unions themselves tend to be more militant. This is reflected in greater resistance to change, including more flexible working practices that put service users first.
Third, public services are too reliant on the Treasury for funding. This might make sense for genuine public goods, such as defence, which cannot be left to the markets. But it leaves services like the NHS vulnerable to short-termist political choices. Providing any service 'for free' is also unlikely to be good for efficiency.
Finally, and related to all the first three, the public sector has been relatively slow to adopt new technologies – as almost anyone who has engaged with the NHS will know. The scope for AI to transform the provision of public services is surely huge.
There are at least some encouraging signs. NHS productivity did start to improve in the final years of the last Government, partly thanks to pressure from then-Chancellor Jeremy Hunt. The latest data suggest this trend is continuing and Wes Streeting is certainly making the right noises.
However, the scale of the challenge cannot be underestimated either. The public sector is becoming an increasingly unmanageable Leviathan.
The Government is taking on more and more functions, while backtracking on commitments to reform in many other areas – from planning regulations to welfare spending. Some real action is needed soon to keep the cost of public services from spiralling out of control.

For more than 1,000 years Commoners' free-roaming herbivores have sculpted the New Forest national park. Their ancient farming techniques involving horses, ponies, donkeys and pigs have helped shape the 219 square miles of Hampshire heathland. Now, the more than 700 long-term residents of the historic lands are asking the Government to officially declare them a 'national minority' and a people in their own right – a status previously granted to the Scottish, Welsh, Northern Irish and Cornish. They say doing so will give them protection similar to that enjoyed by the Maori in New Zealand and give them a stronger voice within the local government to ensure their traditions do not get 'lost forever'. Among the unique traditions associated with the historic group are the free-roaming of pigs during 'pannage' season, the round-up of the area's famous ponies and the point to point horse race on Boxing Day – where riders are given a start and finish point but allowed to choose their own course. The Commoners said they were pushing now to secure their future in the midst of an forthcoming devolution of power as a result of local government reorganisation. National minority status would mean government departments and public bodies must consider the rights of the Commoners when making decisions. Andrew Parry-Norton, chairman of the Commoners' Defence Association, explained there are 720 people with the unique rights to graze livestock on the Hampshire land, but that most are in their 70s. He said receiving the status would give them 'protection' as they will 'get to have a say' in decisions made about the forest. Mr Parry-Norton added: 'The Commoners are a small minority group but we have a huge impact on the forest and everything that comes with it. 'We are facing uncertain times with funding, with local government reorganisation, I think now is the right time to try.' However, Mr Parry-Norton was clear that the group does not have aspirations of New Forest independence, unlike other national minorities. The responsibilities for the UK to protect national minorities are defined by the Council of Europe's Framework Convention for the Protection of National Minorities, a treaty signed in 1995. This means if the Commoners were granted protection, the UK would be responsible for ensuring they had the conditions necessary to 'maintain and develop their culture' and to preserve 'traditions and cultural heritage'. The UK would also have a responsibility not to allow policies which encourage cultural assimilation 'against their will'. Mr Parry-Norton's wife Sarah told The Telegraph: 'It's very important that the people of the New Forest still retain a voice.' She said the status of 'national minority' would offer protection 'very much like' the Maori. 'They wouldn't dream of doing anything to [Maori] land without consulting them,' she said. 'It's just to make sure we don't get lost forever.' The rights of Commoners are protected and regulated by the ancient Verderers Court which meets once a month to discuss ongoing issues in the New Forest, but a declaration of minority would ensure their influence continues. Brice Stratford, a writer and historian who sits on the board of the New Forest National Park Authority, started the process. He said: 'The year 1016 is the first hard evidence of the Commoners' way of life existing, there is an unbroken lineage right through to today, the idea we might lose this is terrifying to me.' So far the Commoners' Defence Association, working with Mr Stratford, have got a letter of recognition from New Forest district council and confirmation from the Commoners themselves that they self-identify with that term. The group is now gathering more evidence in order to persuade the Government to back their claim. In 2022, the Ulster Scots became the most recent recognised national minority within the UK, following the Cornish in 2014 and before that Wales, Scotland and Northern Ireland. For Cornwall, it was a nine-year process to achieve the legal recognition. After the Cornish were granted national minority status in 2014, their council established a Cornish National Minority Working Group, who they say are responsible for 'promoting and celebrating' their status. The working group set out a number of priorities for maintaining Cornish culture, including having the Cornish language Kernewek taught in primary schools.

A crackdown on late payments that businesses waste time chasing is also being launched as part of the Government's newly published small business plan. Business Secretary Jonathan Reynolds said late payments were the 'number one issue' raised by small businesses as he and Sir Keir Starmer visited a Swindon co-working space in a former train shed. The plan also aims to boost access to finance after small businesses said they were struggling to secure loans. The Prime Minister said being an entrepreneur in the UK was a matter of putting 'your whole self' into it. 'You put your whole self in, you put your whole self in, you put your family in, you put so much into running a business.' But he said he wanted to make access to business finance easier, after hearing from the owner of a salon business who told him she had faced 'astronomical' interest rates when she had first opened her business and looked at a bank loan. He said: '(We're) making sure people can access that more easily, more readily, don't necessarily have to feel that they've got to put their equity, their house on the line.' He said he had been shocked to learn that £11 billion is lost through late payments annually and that it is often big businesses paying late. Upcoming legislation will introduce maximum payment terms of 60 days. The small business commissioner will also get new powers to fine large companies persistently paying suppliers late. The commissioner will also be able to enforce a rule that customers must pay their supplier within 30 days of receiving a valid invoice, unless otherwise agreed, with spot checks to help identify breaches. The plan will also pump £4 billion of financial support into small business start-ups and growth. This is set to include £1 billion for new firms, with 69,000 start-up loans and mentoring support over the next four years. And the British Business Bank will have its financial capacity increased to £25.6 billion. Andrew Griffith, the Conservative shadow business secretary, said: 'Cracking down on late payments will be welcome for small business but will mean nothing for the 218,000 businesses that have closed under Labour. 'The reality for businesses under Labour is a doubling of business rates, a £25 billion jobs tax and a full-on strangulation of employment red tape. 'Only the Conservatives are on the side of the makers and will support businesses across Britain to create jobs and wealth.' Sarah Olney, the Lib Dem business spokesperson, said: 'Small businesses are the beating heart of our economy and our local communities, yet they've had to suffer through years of chaos under the last Conservative government and are now being badly hit by this Government's damaging national insurance hike. 'Ministers can't go on burying their heads in the sand about the huge challenges that SMEs face. We must urgently see a proper plan centred on scrapping the national insurance rise, fixing business rates and cutting sky-high energy bills.' Mr Reynolds said about half of all businesses in the UK were paying the same or lower national insurance employer contributions. 'But we will always acknowledge there have been some difficult decisions the Government had to make on the public finances. 'That makes it even more important to deliver on these measures that will make a practical difference to save businesses time and money wherever we can.' Sir Keir said rising business rates were a 'real cause of concern' and that his Government was going to stabilise it. 'So, it's not changing year on year. So, lower it because that's really important for these small and medium sized businesses,' he told ITV West Country.
