Back to basics: SA delays mandatory Coding and Robotics in schools

Despite growing global emphasis on digital skills, South Africa's Department of Basic Education has confirmed that Coding and Robotics will not become compulsory subjects in the near future. Instead, the department will focus on improving literacy and numeracy in the early grades, citing serious systemic challenges, limited resources, and widespread foundational learning deficits.
The national Department of Basic Education has indicated that Coding and Robotics will not become compulsory subjects in schools in the near future. According to its updated Annual Performance Plan for 2025/26, the introduction of these subjects will be gradually implemented depending on available resources and the preparedness of the schooling system.
While the Annual Performance Plan recognises the importance of these subjects for developing essential skills, it emphasises that the department's primary focus remains on enhancing literacy and numeracy in the early grades (R to 3).
The plan highlights that if learners are unable to read with comprehension and perform basic arithmetic by Grade 4, they will encounter major difficulties when studying STEM-related (Science, Technology, Engineering and Maths) subjects, including Coding and Robotics. Therefore, the limited resources must first be directed toward improving foundational learning outcomes before expanding the rollout of Coding and Robotics.
In a parliamentary response from September 2024, Basic Education Minister Siviwe Gwarube explained that the department planned to introduce Coding and Robotics in grades R, 1, 2, and 3 starting in 2025, subject to internal approval processes.
Lukhanyo Vangqa, Gwarube's spokesperson, said that many schools and provincial education departments currently lacked the necessary resources to fully implement Coding and Robotics as mandatory subjects for all learners.
Annual Performance Plan
He added that the Annual Performance Plan reflected the challenging decisions around resource allocation and prioritisation within the basic education sector, especially given budget constraints after years of austerity. Vangqa noted that successfully implementing Coding and Robotics required substantial resources, such as well-trained teachers, adequate learning materials, and reliable IT equipment.
Given the current fiscal limitations, the sector must prioritise efforts to improve literacy and numeracy skills, which were the top priorities of the seventh administration. This focus was essential due to South Africa's low literacy and numeracy rates, which hindered learners' ability to engage with and excel in gateway subjects like Mathematics, Science, Technology, Accounting, Economics, and Coding and Robotics.
South Africa continues to face a severe literacy and numeracy crisis, particularly in the foundational early grades. Recent studies reveal that about 81% of Grade 4 learners cannot read for meaning in any language, highlighting a critical gap in basic literacy skills essential for further learning. Numeracy skills are similarly weak, with South Africa ranking among the lowest performers in mathematics on international assessments such as the Trends in International Mathematics and Science Study, despite some progress over the past two decades.
Education expert Professor Mary Metcalfe has stressed that tackling South Africa's literacy crisis from the early years is essential to strengthening the entire education system. She said addressing the country's literacy challenge from the foundation phase was fundamental to improving quality and efficiency across the system.
The data available on foundational literacy showed not only that children were not reaching the levels of reading performance required by the curriculum for success in primary school, but also that persistent inequalities in the conditions under which children learned to read continued to entrench disparities in reading achievement and shape unequal learning pathways and life opportunities.
Metcalfe said she supported the department's current approach of focusing on foundational literacy and numeracy in grades R to 3, and not further crowding the curriculum with Coding and Robotics.
'If we're going to address the massive national crisis of so many learners not being able to meet the minimum requirements of using reading for learning in Grade 4 — which has been shown in the department's systemic evaluation — we need to make sure that resources and teaching and learning time are focused on improving literacy and numeracy,' she said.
Stalled by shortfalls
The large-scale implementation of Coding and Robotics has been repeatedly delayed. These delays stem primarily from the scaling back or postponement of initially ambitious rollout plans, persistent infrastructural deficits in many schools (such as lack of computer labs and reliable internet), and the ongoing need for comprehensive teacher professional development to equip educators with the necessary skills to teach Coding and Robotics effectively.
'Literacy and digital skills must go hand in hand'
Education activist Hendrick Makaneta has raised concerns about the delay in fully implementing Coding and Robotics as a mandatory subject in schools, due to the importance of preparing learners for the demands of the digital era.
'While foundational literacy and numeracy are crucial, our learners also need skills for the digital age so that they can be equipped with skills required by the new world of work,' he said.
Makaneta added that a phased approach could work, but would need a clear timeline and plan for implementation.
'The department should prioritise building capacity and resources to support Coding and Robotics, ensuring all learners have access to these essential skills. Obviously most of the existing jobs will become obsolete,' he said.
Equal Education Law Centre Attorney Ebrahiem Daniels acknowledged the importance of foundational skills while also cautioning against neglecting digital readiness in the curriculum.
'While we are not curriculum experts, we believe the department's prioritisation of foundational literacy and numeracy is critical in a context where 80% of Grade 4 learners in South Africa cannot read for meaning. These foundational skills are non-negotiable building blocks,' he said.
Daniels said the department's decision highlighted fundamental tensions in the system as technology was advancing at an unprecedented pace, and there was a risk of creating a generation that was left behind in an increasingly digital world.
'Our view is that the challenge is not choosing between foundational skills and digital competency, but rather how we integrate both without compromising either. It is unfortunate that different aspects of our education system have to compete for limited resources, particularly because learners cannot afford for us to solve their challenges sequentially when the world demands we address them concurrently,' he said. Contrary to some arguments, teaching this curriculum does not come at the expense of literacy and numeracy, but enhances those skills. Some articles in the media over the past few weeks have made concerning statements about the implementation of the coding and robotics curriculums not being mandatory in 'the foreseeable future'. The Department of Basic Education's revised annual performance plan for 2025/26 is mentioned as a source document. All the curriculums for Grade R to Grade 9 were gazetted in June 2024, and the plan was to roll out the foundation phase in 2026. The main reason stated for not rolling it out is that the immediate focus needs to be the improvement of literacy and numeracy in Grade R to Grade 3. Furthermore, a lack of resources is stated as another reason. The reasons mentioned in the various articles are all quite valid. Literacy and numeracy have proven to be a huge problem in South African schools over many years. A challenge regarding resources to roll out the curriculum is very real. Add to that the limited number of teachers who are equipped to teach conventional coding and robotics. Accepting all this, there is a harsh reality we all need to face. Since we already have gazetted Curriculum and Policy Assessment Statements (Caps) curriculums, nothing stops schools that have the resources to implement the foundation phase curriculum in 2026. 'Not mandatory' implies voluntary. The danger in this is the widening of the digital divide in our country. Putting it crudely, the 'haves' will go ahead and the 'have-nots' will stay behind. The feedback I have received from mainly rural teachers is extreme fear of missing out. This has been the fear of teachers who care for the future of their pupils over many years. Dr Bertie Buitendag from the Faculty of Information and Communication Technology at the Tshwane University of Technology worked on the foundation phase curriculum. He believes implementing it will enhance the foundational skills of numeracy and literacy rather than compete with them. Literature shows the cognitive domains that will be developed include computational thinking, problem-solving, pattern recognition, sequential thinking, language and communication skills, self-sufficiency and confidence. The foundation phase curriculum is unplugged, which means no technical devices are needed to roll them out. Tangible Africa is an engagement project of Nelson Mandela University. We have been sending out free weekly CAPS-aligned lessons from Grade R to Grade 9, using a WhatsApp chatbot. These lessons are all unplugged. For the foundation phase, they cover the full curriculum. Hundreds of teachers from around the country have been using them. The main positive feedback from foundation phase teachers includes easy implementation, pupil engagement, growing teacher confidence and enhancement of other foundational skills. It must be noted that these teachers had limited to no training and simply implemented the provided lessons. The main challenges faced are overfull classes, a lack of time and limited support or isolation. Overfull classes are a national challenge faced by all teachers in any subject. Although a lack of time is highlighted, the majority of teachers have succeeded in implementing their lessons in school time (30 to 60 minutes a week), and some started voluntary coding clubs after school. Mechanisms can be put in place (physical or online) to support teachers and help them not to feel isolated. In our lessons, Tangible Africa uses mathematics, language and life skills examples to teach the different grid coding concepts prescribed in the curriculum. The natural spin-off of this is that implementing the curriculum through various activities creates a new, fun and interactive mechanism to enhance foundational skills. To improve numeracy and literacy in the foundation phase, it is clear to me that something different needs to be done in the classroom to bring about change. I want to suggest that the answer lies in the coding and robotics curriculum, which allows for innovative mechanisms for change. Tangible Africa is not the only provider of unplugged material for the foundation phase, and the way we have done it by distributing free lessons via a chatbot can be improved. One example of this could be continuous online training and support to empower teachers. What the project has shown, however, is that the curriculum can be implemented with minimal costs in the deepest rural areas of our country. I have dedicated my life to finding low-tech ways to bring science, technology, engineering and mathematics education to the marginalised. Therefore, I plead with all role players to seriously apply their minds. Will coding and robotics in the foundation phase hold back the development of our young ones' numeracy and literacy skills, or actually enhance these skills in a way that belongs to the 21st century? We have a tool that could revolutionise education. We should not discard it without serious consideration. Embracing new ways can be overwhelming for teachers if adequate training and support are not provided. Remember the scramble to integrate technology into classrooms? For many teachers, that shift was a difficult experience. The classroom of today looks very different from the classroom of even a decade ago. From the introduction of information and communications technology (ICT) to the rise of coding and robotics, the educational landscape is in constant flux. The introduction of ICT, while promising, was often implemented without sufficient teacher training. This led to many teachers, particularly those more experienced, feeling overwhelmed and developing a sense of digital inadequacy. The phrase 'I'm not computer literate' became a common refrain, highlighting a significant gap in professional development. Now, as we embrace Embracing the new As coding and robotics enter the classroom, many teachers feel overwhelmed and unprepared. To prevent a repeat of past challenges, departmental institutions must prioritise targeted professional development, mentorship programs, resource provision, and ongoing support. This investment in teacher training will ultimately benefit learners, empowering them with the skills they need to thrive in a rapidly changing world. Providing teachers with detailed and easy-to-use coding and robotics resources is a key component of this empowerment. • Emphasise the importance of coding and robotics for learners' future success. • Connect these skills to other subjects and real-world applications. • Provide access to mentors, coaches and online resources for continued support. • Ensure training is on-going, relevant and tailored to different skill levels and learning styles of the teachers. • Create opportunities for teachers to network, collaborate and learn from one another. • Share user-friendly coding platforms and robotic kits and lesson plans. As this next chapter of coding and robotic courses unfold, it is important to ensure all teachers are involved and equipped to participate effectively. This inclusive approach will foster a culture of support and collaboration. Furthermore, higher education institutions should develop and offer targeted training programmes and robotics courses for in-service teachers. Such measures are key to fostering the widespread adoption and integration of coding and robotics in educational settings. Preparing the next generation of educators with these skills is essential for establishing coding and robotics as integral components of educational practice.
