Parliamentary Services Act 2025 gets royal assent in Malaysia
This landmark approval allows Parliament to function as an independent institution, marking a significant step in institutional reform.
Dewan Rakyat Speaker Tan Sri Dr Johari Abdul confirmed the development, stating that the effective date of implementation will be announced by Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said.
'Alhamdulillah, this morning I was informed by the Dewan Rakyat secretary that His Majesty Sultan Ibrahim has signed the PSA. This means Parliament will now exist as an independent entity,' Johari said.
He added that discussions with Azalina will determine the official enforcement date, coinciding with Parliament's next session on July 21.
The PSA, passed by the Dewan Rakyat on March 5, restores Parliament's autonomy in policy and governance after 33 years. The original Act, introduced in 1963, was repealed in 1992.
Johari highlighted the bipartisan support behind the legislation, calling it the result of strong collaboration between the government and opposition.
Meanwhile, the Malaysia Youth Parliament (PBMy) 2025 is set for implementation in June next year. The secretariat is finalising policies, including ICT system development and leadership programmes. - Bernama

Citing an Inter-Parliamentary Union report, Johari noted that only 0.9 per cent of Dewan Rakyat members are under 30, underscoring the need for initiatives like PBMy to bridge the youth representation gap. PH MPs briefed on judiciary and tribunal formation in Putrajaya
PUTRAJAYA: Pakatan Harapan (PH) lawmakers attended a closed-door briefing today with Prime Minister Datuk Seri Anwar Ibrahim, focusing on judicial reforms and the formation of a tribunal. Communications Minister Datuk Fahmi Fadzil confirmed the discussions included an explanation of Article 125 of the Federal Constitution, which governs the appointment and dismissal of judges. The briefing was led by Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said. Fahmi stated, 'There was also (an explanation) regarding the formation of a tribunal and several related matters, that's all.' He added that further details would be shared during the post-Cabinet press conference. Jeffrey: Sabah should emulate Sarawak in increasing seats

KOTA KINABALU (July 14): Sabah should follow in the footsteps of Sarawak in adding more constituency seats, said Deputy Chief Minister Datuk Seri Dr Jeffrey Kitingan. He reminded that during the formation of Malaysia, a formula had been established where 65 percent of the country's parliamentary seats were allocated to West Malaysia, with the remainder divided between Sabah, Sarawak and Singapore. However, following Singapore's exit from Malaysia, Jeffrey said the allocation has become lopsided, with West Malaysia now holding nearly 75 percent of the seats — effectively giving it more than a two-thirds representation in Parliament. 'This contravenes the conditions outlined under paragraph 6 of the Inter-Governmental Committee (IGC),' he said. Although the proposal to increase Sabah's constituency seats has not been formally raised in State Cabinet meetings, Jeffrey said the idea has been circulating, and he intends to bring it up in the next meeting. 'Before we increase parliamentary seats in Sabah, we first need to identify and increase the state seats. 'For example, if we want 14 new parliamentary seats, we would need at least 28 new state seats. Although this is just my personal view and calculation, I believe Sabah should follow Sarawak's example,' he said. Jeffrey, who is also Parti Solidariti Tanah Airku (STAR) president, shared this after officiating a special free screening of the scam awareness film Oppa, sponsored by STAR Luyang and Persatuan Inspirasi Sabah at a hotel here yesterday. Around 1,000 people — including students, enforcement agencies, and members of the public — attended the two-day screening of the locally produced film, which highlights the dangers of modern-day scams. Also present were Persatuan Inspirasi Sabah chairwoman Eliza Jane, the movie's producer Captain Denil, and Women Entrepreneurs Consortium founder Prof Dr Liana Lim.
