Cambodia cybercrime crackdown arrest tally hits 2,000

PHNOM PENH (AFP): The number of suspects arrested in a Cambodian crackdown on internet scam centres has risen to 2,000, a government minister told AFP on Friday.
The United Nations has described Southeast Asia as the "ground zero" of cybercrime centres, where workers typically use romance or business cons to defraud web users of an estimated $40 billion annually.
Cambodian Prime Minister Hun Manet this week issued a directive telling law enforcement and the military to clamp down on the internet sweatshops or risk losing their jobs.
Information minister Neth Pheaktra, a member of a committee to combat online scams, told AFP authorities had expanded the scope of their raids to nine of the country's 25 provinces.
"So far some 2,000 suspects have been arrested," he said, adding that the suspects include Chinese, Vietnamese, Indonesian, and Indian nationals.
Neth Preaktra said the government wants to make the country "no safe haven for online scammers" and "will dismantle every scam network no matter where they hide".
At least 226 Chinese nationals were among the detained suspects, according to a police report, which said some ringleaders would face prosecution in Cambodia while most others will be expelled.
The justice ministry also said it had suspended one prosecutor pending an investigation after he released several cybercrime suspects.
Abuses in Cambodia's scam centres are happening on a "mass scale", Amnesty International said in a report published last month.
There are at least 53 scam compounds in Cambodia where organised criminal groups carry out human trafficking, forced labour, child labour, torture, deprivation of liberty and slavery, the report said.
Many of those freed from Southeast Asian scam centres say they were trafficked or lured there under false pretences.

SINGAPORE: A woman, allegedly linked to a case involving the purported sexual assault of a two-year-old female pre-schooler in 2023, has been given a stern warning and was granted a discharge amounting to an acquittal on July 16. This means, the 66-year-old woman cannot be charged again over the same offence. She was one of four women who were hauled to court in February and was charged with one count of intentionally omitting information in relation to an alleged outrage of modesty on the child at a pre-school. All four, who were then management staff of the pre-school, have since been removed from their postings. Without revealing details on Monday (July 28), the Attorney-General's Chambers told The Straits Times: 'After investigations and with careful consideration of the facts and circumstances of the matter, the prosecution directed that a stern warning be administered to the accused. 'Following the administration of the stern warning, the prosecution applied for (the) discharge.' District Judge Kok Shu-En then granted it during a pre-trial conference on July 16. A man accused of molesting the girl and all four women cannot be named due to a gag order to protect the child's identity. The cases involving the three remaining women and the man are still pending. On Dec 6, 2023, the man, then 59, was charged with one count of using criminal force on a person below 14 years old with intent to outrage modesty. According to court documents, the Malaysian man, who is also a Singapore permanent resident, allegedly used criminal force on the toddler by placing his right hand inside her diaper to molest her in November that year. The women were later charged in court. The trio, whose cases are still pending, were 48, 58 and 61 years old when they were charged in February. They were each given one charge of intentionally omitting information on the alleged sexual assault. The 48-year-old and 58-year-old women were also charged with obstruction of justice as they allegedly reformatted the pre-school's closed-circuit television system on Nov 26, 2023, which contained a clip of the alleged offence. The two of them were also given a third charge of obstruction of justice, allegedly committed between Nov 16 and 17 in 2023. The 48-year-old woman is said to have deleted a video clip of the alleged sexual assault in her WhatsApp chat with the 58-year-old woman, who was in Vietnam at the time. KUALA LUMPUR: Police have crippled a drug trafficking syndicate operating in the Klang Valley following the arrest of three men, including an Indonesian, in separate raids last week. The operation, which began on July 24, was led by the Narcotics Crime Investigation Department of the Kuala Lumpur police contingent headquarters. The police also uncovered a syabu storage facility worth over RM4.66 million in Puncak Jalil, Serdang. Acting Kuala Lumpur police chief Datuk Mohamed Usuf Jan Mohamad said the first raid took place at 5.40pm in the parking lot of a shopping mall in Kuchai Lama, where a 32-year-old local man was arrested. "Checks on the boot of the suspect's car uncovered 10 plastic packages containing 10.34kg of syabu," he said. Two other men, including the syndicate's ringleader — a 61-year-old Malaysian and a 34-year-old Indonesian - were later detained at the same location. Following the arrests, police conducted a follow-up raid at a terrace house in Seri Kembangan, where they seized another 122 packets of syabu weighing 135.34kg. "The total amount of drugs seized was 145.68kg, which could supply around 728,400 addicts. The estimated street value exceeds RM4.66 million," said Usuf at a press conference at the Kuala Lumpur contingent headquarters today. He said investigations revealed that the syndicate had been using a gated terrace house in Taman Puncak Jalil, Seri Kembangan, Selangor, as a storage location before distributing the drugs locally and abroad. "The group is believed to have been active since May. The two locals are suspected to be the masterminds and couriers of the operation. "The drugs were primarily meant for distribution in the Klang Valley, with some destined for abroad, including to Indonesia," he said. Further investigations are ongoing to identify the full extent of the syndicate's network and the role of the Indonesian suspect. "Initial urine tests showed that two of the three suspects tested positive for drugs. Background checks revealed that one of them is also wanted for previous drug-related offences. "The case is being investigated under Section 39B of the Dangerous Drugs Act 1952, which carries the death penalty or life imprisonment and not less than 12 strokes of the cane upon conviction," he said. All three suspects have been remanded for six to seven days from July 25 to assist investigations.

BANGKOK, July 28 — A gunman killed four security guards and wounded one other person in a mass shooting at a popular fresh food market in Thailand's capital on Monday, police said. 'Police are investigating the motive. So far it's a mass shooting,' Worapat Sukthai, deputy police chief of Bangkok's Bang Sue district where the incident took place, told AFP. He said the suspect took his own life after the shooting and police were working to identify him, as well as investigationg 'for any possible link' to the current border clashes between Thailand and Cambodia. The attack took place at Or Tor Kor Market, a short distance from Chatuchak market which is a major tourist destination in Bangkok and throngs with visitors every weekend. Mass shootings are not uncommon in Thailand, where firearms can be obtained relatively easily due to lax gun control enforcement. — AFP
