
Abolishing tolls not feasible, says minister
Replying to a supplementary question from Besut MP Datuk Che Mohamad Zulkifly Jusoh, Nanta said the funds could be better allocated to develop infrastructure in states with limited highway access, such as Terengganu, Kelantan, Sabah and Sarawak.
'It's not an easy move. If tolls are removed, the government must bear the cost of maintaining these highways and that figure runs into the billions.'
He added that a more realistic and sustainable approach would be to reduce toll rates once highway concessionaires have recovered their return on investment (ROI).
Nanta's remarks came in response to a question about the government's 2022 manifesto pledge to abolish tolls. In the lead-up to the 2022 general election, Pakatan Harapan promised to eliminate tolls on the North-South Expressway (PLUS) if given the mandate to govern.
However, Nanta said a complete removal may not be necessary if concessionaires have already recouped their investments.
'Once the ROI has been achieved, we can revisit the rates, particularly if they are burdensome to the public.'
In a related development, Nanta said the government's move to postpone toll hikes at 10 highways is expected to benefit close to one million users, particularly Class 1 vehicle drivers. (Class 1 is the category for trucks, lorries or large and heavy commercial vehicles).
He said the decision followed a significant gap between current toll rates and those outlined in concession agreements which permitted increases ranging from 50 sen to RM4.56, or a 79% to 83% hike.
'For example, on the MEX Expressway, the toll rate set for 2025 is RM6.90, but users are currently paying RM3.50 per trip. That's a saving of RM6.80 for a round trip. Over 20 working days, that amounts to RM136 in monthly savings, or RM1,632 annually.'
Nanta was responding to a question from Pekan MP Datuk Seri Sh Mohmed Puzi Sh Ali on the potential impact on motorists had the toll hikes not been deferred.
On July 23, Prime Minister Datuk Seri Anwar Ibrahim announced that the government had agreed to postpone the planned toll rate increases as part of an 'announcement of appreciation for Malaysians', allowing users to continue paying the current rates.
The highways included in the deferment are the MEX Expressway, South Klang Valley Expressway (SKVE), Senai–Desaru Expressway (SDE), Duta–Ulu Kelang Expressway (DUKE) and Kuala Lumpur–Kuala Selangor Expressway (Latar).

Wee slams higher education ministry's ‘general' reply on varsity admissions

(Bernama pic) PETALING JAYA : MCA president Wee Ka Siong has criticised the higher education ministry for what he describes as a vague and inadequate response to his question in the Dewan Rakyat regarding the intake trend of top-performing STPM students and the expansion of open admission channels in public universities. In a Facebook post, Wee said the ministry's written parliamentary reply required further clarification with detailed data. 'The ministry responded that the number of admissions for STPM or equivalent graduates for the 2018/2019 academic session was 4,530, while for the 2024/2025 academic session, it was 8,612, indicating an almost twofold increase (90.1%),' he said. 'The statement that the number of offers to STPM graduates has nearly doubled must be clearly broken down, as it does not distinguish between qualification categories and critical study programmes. 'Why was the data not detailed according to the qualification types as asked, namely STPM, matriculation, and foundation, as well as according to the programmes offered?' Wee had asked the ministry to explain the trend in student intake through the UPUOnline system, in which the number of top-performing STPM students admitted has been significantly lower than matriculation and foundation students since 2018. He also requested clarification on the lack of government funding that has forced public universities to cover the shortfall through open admission channels with higher tuition fees. He questioned the ministry's explanation, that admissions through the open channel were based on the 'over and above' principle, and did not impact the UPUOnline mainstream intake. 'This is a general reply that also does not answer the question specifically,' he said. 'What is the actual number of seats allocated via the open channel for each academic session?' Wee said the government needed to explain its claim that there was 'no compromise' in admission standards for the open channel system. He took issue with the ministry's claim that the open channel reflected the financial independence of public universities, calling it a 'pro-elite policy'. He said raising student fees through the open channel to boost revenue was neither sustainable nor fair, and that universities should instead focus on commercialising research and development outputs. Wee said public concerns over the transparency and fairness of the intake system would continue if the ministry and public universities failed to disclose detailed admission data. Last month, MCA urged the government to set up a royal commission of inquiry to review and reform the admission channels of all public universities. Wee had then pointed out that several public universities had followed Universiti Malaya's lead in offering two enrolment options for undergraduate students – through the UPUOnline system managed by the higher education ministry, and an alternative open channel.

13th MP Poised To Deliver Inclusive Growth And Future-Proof Economy
As the government prepares to table the 13th Malaysia Plan (13MP) in Parliament tomorrow, expectations are high for a blueprint that will deliver sustainable economic growth, equitable income distribution, and a higher quality of life for Malaysians. Anchored around three core themes—Quality and Sustainable Living, High and Equitable Income, and a Sustainable Environment—the plan is expected to build on the momentum of its predecessor while addressing emerging structural challenges. Building on 12MP: Steady Growth Amid External Headwinds Between 2021 and 2025, Malaysia recorded an average GDP growth of 5.1%, at the lower end of the 12MP's target. While recovery from the pandemic initially spurred strong activity, global trade volatility and weaker exports pulled down overall growth. Sectors like construction (+19.7%) and agriculture (+4.0%) outperformed, but mining contracted (-4.5%), while manufacturing and services fell short of targets. Still, strong labour market dynamics helped maintain momentum. Employment rose to nearly 17 million workers, and household spending has become a key growth driver, now accounting for over 60% of GDP—a significant jump from 45% in the mid-2000s. 13MP Outlook: Keeping Growth Above 4% Looking ahead, MBSB Research expects 13MP to target GDP growth of 4.0% to 5.0% over the next five years, supported by: Infrastructure projects like MRT3 and the Johor-Singapore Special Economic Zone (JS-SEZ), Higher public development spending (estimated at RM80 billion annually), Private sector investments and strategic FDIs. The government's commitment to long-term policy continuity is also clear. Flagship blueprints such as the New Industrial Master Plan (NIMP) 2030, National Energy Transition Roadmap (NETR), and National Semiconductor Strategy (NSS) are set to play central roles. Wage Growth, Productivity, and Labour Market Reforms A core pillar of 13MP is expected to be labour market transformation, with emphasis on raising the Compensation of Employees (COE) to 40% of GDP. In 2023, COE rose to 33.1% (from 32.2% during the pandemic slump), supported by robust job growth and wage policies like: Living wage initiatives by GLCs (setting minimum monthly pay at RM3,100), The Progressive Wage Policy (PWP) to drive corporate wage reforms. However, underemployment and skill mismatch remain challenges. As of Q1 2025, 1.95 million Malaysians were underemployed in skill-related jobs. While skilled employment reached 30.2%, the government aims to hit 35% by 2025, aligned with national productivity goals under NIMP. Regional Growth, Aging Population, and the Silver Economy A clear regional shift is underway. East Malaysia is gaining ground through new infrastructure and energy transition projects, while southern Johor stands to benefit from cross-border trade via the JS-SEZ and the RTS link. At the same time, Malaysia's aging population is becoming an economic focus. The 13MP is expected to advance the silver economy, promoting growth in long-term care, retirement housing, medical tourism, and age-related financial services. This transition is critical as Malaysia heads toward becoming an aged nation by 2030, with the total fertility rate now at 1.6. Strategic Focus on Food Security and Export Diversification Food security will be a strategic thrust, with emphasis on: Smart farming and agri-tech to boost domestic crop yields, Reducing import dependence, Engaging youth in agriculture entrepreneurship. Export diversification is also expected to feature prominently in the plan, as Malaysia seeks to reduce reliance on traditional markets. Penetrating ASEAN, the Middle East, and Africa—especially for halal products—will be vital to future-proof trade resilience. Fiscal Reform and Responsible Spending Despite external uncertainties, the government is expected to maintain development spending around RM80 billion annually—roughly 3.3% of GDP—without aggressive austerity measures. The Fiscal Responsibility Act 2023 (FRA2023) will guide commitments to: Reduce fiscal deficit to -3% of GDP by 2030, Keep government debt below 60% of GDP, Optimise public-private partnerships (PPP) to ease fiscal pressure. Bottom Line: The 13MP marks a crucial opportunity for Malaysia to recalibrate its economy for long-term resilience. With strategic interventions across labour reform, regional development, digital transformation, and fiscal sustainability, the plan could usher in a new chapter of inclusive and future-ready growth for the nation.
