Digital signs to electronic files: Gr Noida will go online

Noida: Greater Noida Authority will switch to e-office, which is expected to speed up paperwork by allowing officials to approve files from any part of the state.
UP govt earlier directed all departments to go online to improve administrative efficiency and transparency.
According to officials, email IDs have already been created for all permanent staff members of the Authority, and the process of issuing digital signatures is currently underway. "The NIC is handling the technical implementation of this project. With e-Office, all files will be digitised and made available online. The officers and employees, regardless of their location, will be able to access and sign these files digitally.
Each approval will be time-bound, making it easier to ensure timely action on files," said NG Ravi Kumar, CEO of the Greater Noida Authority.
He added that the cost of implementing the system will be covered by the state government. The CEO directed officials to expedite the transition to e-Office, and KM Chaudhary, the system manager of the Authority, has been appointed as the nodal officer to oversee the implementation.
Chaudhary said that email IDs of most officers and employees have been generated, and the process of creating digital signatures is underway. He said that approximately 160 employees of the Authority are expected to work on the e-Office platform. "For those whose email IDs and digital signatures have not yet been created, the Authority will organise a camp on Monday at the Authority Auditorium from 3 pm onwards," he said.
The officers who need to complete their digital signature process have been instructed to bring their Aadhaar card, PAN card, and Authority-issued ID card to the camp. The e-Office project is a key component of Uttar Pradesh's broader push towards digital governance.

The builders have proposed to clear their recalculated dues by paying 25% within 60 days and the remaining amount over three years. The appeal comes as over 8,000 residents already occupy homes in Sports City developments across sectors 78, 79, and 150, while another 20,000 await possession. Credai (Western UP) — the umbrella of builders — highlighted that despite being on a par with other projects, Sports City developments were excluded from the state's rehabilitation policy. While builders secured an interim stay against coercive action from the Supreme Court, subsequent clarifications allowed the Authority to proceed with the recovery of dues. The Authority, in response, issued fresh notices to the defaulting developers earlier this month. Following this, one consortium partner in a Sector 150 Sports City project — led by Lotus Green Constructions — deposited Rs 80 crore as part of its dues. In its Aug 1 letter to chief secretary SP Goyal, Credai argued that the Authority should not have issued fresh notices without first resolving outstanding issues, given that the matter was still under the Supreme Court's consideration. Credai, in the letter, flagged several anomalies in the calculation of dues. The developers argued that interest rates should align with the marginal cost of funds-based lending rate (MCLR) in keeping with govt orders. They also contested the application of commercial rates for time extension charges, given that only 0.5% of the land use was commercial. Other contentious issues, according to Credai, include the double imposition of farmer compensation and inconsistent application of zero period benefits. While some projects received waivers till 2017, others were denied similar relief, it alleged. The developers also highlighted delays in map revalidation and issuance of occupancy certificates, which affected home registrations and loan disbursements. "Due to delays in approvals, unresolved land dues, and the continuing development ban, many projects are becoming financially unviable and moving towards bankruptcy," the letter read, emphasising that the delays impacted both homebuyers and state revenue from stamp duty. Pune: With a spike in fake, tampered, or unregistered tenant registration documents being submitted to housing societies, the Association of Service Providers has sounded an alert to all society committees across Maharashtra. Several recent cases revealed tenants submitting forged leave and licence agreements, often altered PDF copies created by local agents. "Societies need to be vigilant. Fake documents can land owners in legal trouble. Many tenants submit altered PDFs instead of officially registered documents as they are fleeced. They need to do it through a proper agent," association president Sachin Shinghavi said, adding that a robust verification mechanism is the need of the hour. In one case, a society member discovered a forged document only after checking it with the registration department. "An agent edited the document and submitted it as genuine. Only after showing it to officials did we realise it was fake," the member said and added that the department initiated action against the agent. Shinghavi also highlighted issues in the current leave and licence 1.9 software, where police verification is often missing despite being mandatory. "Though the process includes Aadhaar verification, witness details, address confirmation, and sharing data with police via CCTNS, loopholes remain as in some fake documents these are not seen, which needs to be checked thoroughly using the department website," he said. To address this, the registration department introduced a QR code-based verification in Mumbai City and suburbs under the leave and licence 2.0 software. "The QR code allows instant verification and ensures police verification is auto-generated," said deputy inspector general (IT) Abhay Mohite.
