Telangana High Court on Thursday issued notices to the State government and heads of different departments like Labour, Home, Industry along with the management of Sigachi Industries in a PIL petition seeking direction to constitute a Special Investigation Team to probe the blast in Sigachi Industrial unit at Banoor and pay full and final compensation to the victims' families.
A bench of Chief Justice Aparesh Kumar Singh and Justice Gouse Meera Mohiuddin directed the respondents, including Chief Secretary, Special Home Secretary, Pollution Control Board, Sangareddy Collector and Sigachi management, to file detailed counter affidavits by August 27. The PIL petition was filed by septuagenarian retired scientist Kalapala Babu Rao seeking different reliefs including release of the Report of the High Powered Committee created on June 30 to fix accountability and culpability of the company.
The petitioner wanted the HC to instruct different government wings to identify the danger posed by industrial dust accumulation, absence of hazard assessment system and align India's safety protocols with global standards like NFPA 652. The petitioner's counsel Vasudha Nagaraj said the government should take responsibility for payment of one crore rupees compensation to families of all the 54 persons who died in the fire accident on Sigachi factory triggered by a blast. The victims included eight missing workers of the factory.
The CJ, seeking responses of the counsels for the State, said the government should not take the PIL plea as adversarial litigation. The State should make its best efforts to assist the families of the victims, he said. Directing the respondents to file comprehensive counter affidavits responding to different points raised by the petitioner, the bench noted that passage of time should not diminish the tragedy or be allowed to be forgotten.
The bench sought to know the details of the First Information Report, the different sections of law invoked in the case and the progress of the investigation. The bench also asked the Government Pleader for Home if any arrests were made in the case. The GP replied that no person was arrested so far. The bench wanted the respondents to furnish precise details like how many workers were present at the site when the fire accident was reported, what statutes were invoked to make the company liable, the categories of workers and the compensation amounts paid in the counter affidavits.
The Additional Advocate General T. Rajanikanth Reddy informed the bench that all the issues raised in the PIL petition were being delved into and actions were initiated. He sought four weeks of time to file counter affidavits, stating that the authorities were awaiting reports of the High Level Committee and Expert Committee on the incident.

MUMBAI: A 7,000-page charge-sheet has been submitted against two alleged middlemen involved in the Mithi River desilting fraud. The court is yet to take cognisance of the chargesheet,' said a police officer, adding that around 15 people have been cited as witnesses. The charge-sheet was submitted by the Economic Offences Wing (EOW) of the Mumbai Police in the Esplanade metropolitan magistrate court on Friday. The case relates to a ₹65.54-crore fraud that involves the manipulation of tenders to favour certain middlemen, in the desilting of the Mithi River. 'Our evidence in the charge-sheet is primarily receipts, statements, air-ticket copies of foreign trips of BMC officers, which show how the two arrested accused middlemen, who acted as middlemen, sponsored foreign trips for BMC officials. These middlemen are Ketan Kadam, director of Woder India LLP, a Mumbai-based company that provides desilting services, and Jayesh Joshi, who is associated with Virgo Specialties Pvt Ltd, a Mumbai-based industrial products manufacturer. The middlemen then got contracts to supply equipment to the contractors at inflated rates. The equipment was then supplied to the BMC,' said a police officer. Police have charged the accused under sections 406 (criminal breach of trust), 420 (cheating), 465 (forgery) and 120B (criminal conspiracy) and 474 (possessing a forged document or electronic record with the intention of using it as genuine) of the Indian Penal Code (IPC). Police said that prima facie investigations show that Kadam and Joshi, who acted as middleman in the desilting scam, had together received ₹9 crore. Kadam and Joshi are among 13 people named in the First Information Report (FIR). Investigators have questioned all 13 accused including actor Dino Morea and his brother, but have made only two arrests so far. These are Ketan Kadam and Jayesh Joshi, both of whom are out on bail. 'We have kept the option of further investigations open under section 193 (3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), for further investigations in the charge-sheet,' said the police officer. The FIR was registered in May, against 13 people, including three civic officials, for allegedly causing a loss of ₹65.54 crore to the BMC through irregularities in the execution of contracts for desilting the Mithi River. The FIR also names senior executives of the contractors involved in the desilting project, such as Matprop Technical Services, Virgo Specialties, Woder India, Acute Designs, Kailash Construction Company, NA Constructions, Nikhil Constructions and JRS Infrastructure. The alleged scam took place between 2013 and 2023, officials said. A special investigation team (SIT) was constituted in August 2024 after questions were raised in the state legislative council about alleged irregularities in the desilting of the 17.84-km-long river.

It is pertinent to note that Trump's abrupt announcement came as administration officials scrambled to explain a lacklustre employment report. Not only did job growth in the country fail to meet expectations in July, but the previous estimates in May and June were also revised significantly lower. The president went on to accuse the bureau of trying to hide accurate statistics. However, his move garnered criticism among experts. 'Trump is firing the messenger because he doesn't seem to like job numbers that reflect how badly he's damaged the economy,' said Lily Roberts, managing director for inclusive growth at the Centre for American Progress, a think tank. 'Politicising our country's collection of data on what's going on in the economy … will make it harder to create an economy that makes sure everyone has a good job,' added Roberts. 'Borrowing from the authoritarian playbook fuels more uncertainty that will cost Americans for years to come.' 'Not only does it undermine the integrity of federal economic statistics, but it also politicises data which needs to remain independent and trustworthy. This action is a grave error by the administration and one that will have ramifications for years to come," he added. The veteran who was dismissed It is pertinent to note that McEntarfer is a widely respected economist and veteran employee of the federal government. In the past, she had worked at the US Census Bureau under George W Bush and at the US Census Bureau under Barack Obama, Trump and Joe Biden. In January 2024, McEntarfer was confirmed to the post by the US Senate. In a letter also signed by organisations including the American Statistics Association and a string of senior economists, they said there were 'many reasons' to confirm McEntarfer as commissioner of labour statistics, citing her 'wealth of research and statistical experience'. She was ultimately confirmed by a vote in the Senate, with 86 votes cast in favour and eight against. Trump's decision to fire McEntarfer was 'outrageous but not surprising', said Julie Su, former acting US labour secretary under Biden. 'He hates facts, so he blames truth-tellers.' 'The US needs and deserves trustworthy economic data', added Su. 'This is a pathetic attempt by the president to gaslight everyone about the consequences of his disastrous economic policies.'
