JI decries ‘aggressive' drive of Karachi traffic police
KARACHI: Jamaat-e-Islami (JI) Karachi Chief Monem Zafar Khan has called on the citizens of Karachi to stand up for their rights and resist what he described as systematic exploitation of rulers. He particularly condemned the traffic police's 'aggressive' fining practices and the government's neglect of essential civic services, despite the megacity's massive tax contributions. Speaking at a press conference at Idara Noor-e-Haq, the party's city headquarters on Thursday, he cited official figures to reveal that over 52,000 traffic challans were issued in Karachi in just two months, raising serious questions about the police's approach and the government's priorities. He accused the authorities of excessive use of force, corruption, and the arbitrary impounding of motorcycles, many of which are the sole means of transport for low-income citizens. He further criticized IGP Sindh for threatening to double the fines, suspending driving licenses, and blocking national identity cards (CNICs) of those unable to pay penalties on time. 'What would you do if citizens cannot pay the fine in 200 days,' Monem asked pointedly. 'Do you strip them of citizenship or expel them from the country?' He questioned why such harsh rules apply only to Karachiites while essential services continue to be ignored. 'All the rules are for the people of this megacity— but where are the basic facilities,' he asked. Monem lambasted the government for failing to address the megacity's infrastructure needs. 'Instead of focusing on zebra crossings, footpaths, pavements, and traffic signals, the administration is obsessed with issuing challans,' he said, adding that the resulting frustration is particularly high among the youth. To support citizens targeted by what he called 'traffic police excesses,' the JI leader announced that help desks will be set up at all district party offices to assist those facing unjust fines. He also highlighted the widespread use of motorcycles in Karachi— used by over 4.5 million people— and urged young riders to wear helmets, carry valid licenses, and follow traffic laws while firmly resisting corruption. The JI leader pointed to figures from the tax department to argue that Karachi contributed Rs3,256 billion in taxes, an increase of 29.46 percent over the previous year. Despite this, he said, the city remains deprived of its rightful share of development and services. As an example, he cited the K-IV water supply project, saying it requires Rs40 billion for completion, yet only Rs3.2 billion was allocated in the current budget— effectively stalling a project already lingered for 22 years and ballooned from Rs26 billion to nearly Rs200 billion in cost. He also took aim at City Mayor Murtaza Wahab, who chairs the Karachi Water and Sewerage Corporation under the Sindh government. Monem questioned the purpose of the corporation, especially after recent rains exposed the fragility of the megacity's drainage infrastructure. 'If the corporation is not responsible for drainage issues, then who is; what is its job description,' he asked. He noted that the Sindh government has received $1.6 billion in funding specifically for upgrading water and sanitation services, yet little improvement has been seen on the ground. Addressing the city's traffic congestion, the JI leader emphasised the dire need for a comprehensive mass transit system, including 10,000 new buses, a light rail network, and the revival of the Karachi Circular Railway (KCR). He lamented that only 300 buses had been introduced over the past 17 years, which is grossly insufficient for a city of Karachi's size. In response to a question, Monem outlined the party's key priorities for the year, stating that education, healthcare, and development would remain its top concerns. He noted that the budgets for these sectors have been increased in the nine towns currently administered by JI in Karachi. P3A approves crucial infrastructure projects
ISLAMABAD: Board of Directors of the Public Private Partnership Authority (P3A) approved several high-impact infrastructure initiatives being undertaken through public-private partnerships. The Federal Minister for Planning, Development and Special Initiatives, Ahsan Iqbal, chaired the 39th meeting of Board of Directors of the Public Private Partnership Authority (P3A) in Islamabad on Thursday, during which, he emphasised the importance of utilising private sector investment, innovation, and management skills to overcome financial constraints, accelerate project completion, and improve efficiency in delivering essential infrastructure and services. The board also granted in-principle approval, subject to concurrence from the Finance Division, for the revised commercial structure of the 69 kilometres long Sialkot–Kharian Motorway project. SIFC EC approves Sialkot-Kharian Motorway with revised cost The project, which has been upgraded to a six-lane facility based on directions from the Special Investment Facilitation Council (SIFC), is strategically positioned to connect Sialkot with central Punjab via the M-12 corridor and is expected to significantly enhance industrial connectivity and mobility in the region. In addition, the board approved the Project Proposal for the Kharian–Rawalpindi Motorway (KRM). The project spans 117.6 kilometres and will be developed as a six-lane green-field motorway under a Build-Operate-Transfer (BOT) model. With an estimated cost of Rs202.61 billion and proposed Viability Gap Funding of Rs40 billion, the project will be procured through international competitive bidding. This project also forms part of the strategic interventions being prioritised under the SIFC platform. The KRM is anticipated to substantially reduce travel time between north and central Punjab and enhance logistical efficiency for regional trade and passenger traffic. During the meeting, the board considered and approved several high-impact infrastructure initiatives being undertaken through public-private partnerships. These included the hiring of an International Financial Institution (IFI) as transaction advisor for a suite of urban water and sewerage projects in Islamabad under CDA, in accordance with the Direct Contracting Regulations of 2023. The proposal aims to bring in international technical expertise for structuring and implementing technically complex, climate-resilient municipal infrastructure projects. The federal minister addressing the meeting stated, 'Public-private partnerships are a cornerstone of our infrastructure development strategy. By leveraging private capital and expertise, we are not only accelerating the delivery of critical national projects but also ensuring long-term sustainability, transparency, and value for money for the public.' The meeting was attended by board members, including the secretary Ministry of Planning, Development and Special Initiatives; Representative of Secretary, Finance Division; private members of the Board; and the Chief Executive Officer of P3A along with his team. Special invitees included Member (PSD&C) and Member (Infrastructure and Regional Connectivity) of the Planning Commission; Chairman, National Highways Authority (NHA); and Chairman, Capital Development Authority (CDA). The P3A reaffirmed its commitment to fast-tracking priority infrastructure projects under the PPP framework, in alignment with Pakistan's broader economic reform and development agenda. Ramna police station attack case: IHC acquits four PTI workers
ISLAMABAD: The Islamabad High Court (IHC) accepting appeals of four Pakistan Tehreek-e-Insaf (PTI) supporters, against their sentence awarded in Ramna police station attack, arson and siege case of May 9, ordered to release them. A division bench of Justice Khadim Hussain Soomro and Justice Azam Khan on Thursday heard the appeals against 10-year imprisonment sentence of convict Sohail Khan and others. During the hearing, lawyers Babar Awan, Sardar Masroof, Advocate Amina Ali and others appeared on behalf of the petitioners. PTI founder Imran Khan's sister, Aleema Khan, was also present in court. She met with the workers and other party supporters, expressing strong solidarity with those accused in the May 9 incidents. After hearing the arguments, the IHC bench acquitted the four PTI workers previously convicted in the May 9 Ramna police station attack case. The bench ordered to release them after the prosecution was unable to prove their presence at the scene of the protest based on the witnesses' accounts. The convicts had been charged under Pakistan Penal Code (PPC) Sections 148 (rioting, armed with deadly weapon), 149 (unlawful assembly), 186 (obstructing official duty), 188 (disobeying order of a public servant), 324 (attempted murder), 353 (assault on public servants), 436 (arson) and 440 (mischief); Section 144 of CrPC; and Section 7 of the Anti-Terrorism Act (ATA), 1997. They were sentenced to 10 years imprisonment under Section 7 ATA, five years under Section 324 of PPC, four under Section 436, two each under Sections 353 and 148. Additionally, the convicts were sentenced to four years in prison and fined Rs40,000 for burning a motorcycle under Section 426 (punishment for mischief); and a separate sentence of four years in prison and a fine of Rs40,000 under Section 440 (mischief committed after preparation made for causing death or hurt) for vandalising a police station. A sentence of three-month imprisonment was imposed for interfering in the work of the police under Section 186 (obstructing public servant in discharge of public functions), one month for violating Section 144 (joining unlawful assembly armed with a deadly weapon), and two years for committing a crime in a group under Section 149 (every member of unlawful assembly guilty of an offence committed in prosecution of common object). At the onset of the proceedings, Babar Awan argued that out of nine prosecution witnesses, only one witness Assistant Sub-Inspector Muhammad Sharif was able to identify the accused.
