SCADA project to automate Chennai reservoirs operation makes slow progress; WRD aims to complete by Northeast monsoon

The project to automate the operation of the city reservoirs and develop decision support for water management has slowed down, as the Water Resources Department awaits the release of the National Disaster Mitigation Fund.
Though the project was chalked out a year ago, it has not made significant progress in terms of instrumentation installation. However, the department is confident of completing the work by the onset of the Northeast monsoon, which brings in a major share of annual rainfall to Chennai.
The opening of the floodgates of reservoirs, including Chembarambakkam and Red Hills, renews concerns on impending inundation in the downstream areas during every Northeast monsoon. In a key effort to reduce flooding, increase response time, and enable transparency in sharing reservoirs' storage data, the department will introduce the Supervisory Control and Data Acquisition (SCADA) based integrated reservoir automation system.
Officials said work is in progress, however at a slow pace, for automated flood control and real-time monitoring of the storage. The project aimed at fixing automatic water level recorders, flow sensors, and gate sensors to automate shutters operation, manage water discharge during peak inflow, and reduce flood risk in low level areas.
The department is constructing an integrated command control centre at Chepauk and connected with sub-control centres in Red Hills, Poondi and Chembarambakkam reservoirs. When the SCADA based system is in place, reservoirs' shutters can be operated remotely from Chepauk and analyse inflows and changes in water levels to control flood discharge.
The integrated command centre would have graphical representations of the reservoirs' network-inflow rate from various points, outflow level, position of sluice gates and storage. Various real-time data would be analysed to assess the exact time required for the reservoirs to fill up and need to store or release water.
The decision support system would also allow real-time sharing of information with other institutions and government agencies and enhance flood management.
The Rs. 32 crore project will help accurately predict reservoir capacity and optimise water resource management during summer months, officials said.
A 'Near line disaster recovery centre' is also being established in Alandur that would function as a backup location for critical data recovery and operation during extreme weather events.
On the delay in project, officials said efforts are being taken to implement the project by this upcoming monsoon.

Meanwhile, at least 206 people have been evacuated from affected areas in Mandi, Chamba, and Hamirpur districts of the state, as authorities continue search operations for the missing and work to restore blocked routes. The total damage to property in the hill state this monsoon season has so far been estimated at Rs 371.42 crore. Two bodies were recovered in Siyanj, Gohar, and one each in Thunag, Dhar Jarol, and Pandeev Sheel areas. The identities of the deceased have not yet been disclosed. The cloudbursts were reported at four locations in Gohar, three in Karsog, two in Dharampur, and one in Thunag, Mandi. As per the report of Himachal Pradesh State Emergency Operations Centre, the death toll has touched eleven, all in Mandi district. Five people are injured, 34 are missing, 11 are stranded, and 206 have been evacuated -152 in Mandi district, 51 in Hamirpur district, and three in Chamba district. So far, 162 animals have died, one hydroelectricity project has been damaged, along with 148 houses, 104 cowsheds, 14 bridges, and 14 vehicles. A total of 282 roads remain closed across the state -182 in Mandi, 37 in Kullu, 33 in Shimla, 12 in Sirmour, six in Chamba, five in Hamirpur, three each in Kangra and Una districts, and one in Solan district. Additionally, 1,361 electricity transformers and 639 water supply schemes have been disrupted. Two teams each from the National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF), along with police and home guards, are actively engaged in search and rescue operations in the affected districts.

Shimla (Himachal Pradesh) [India], July 2 (ANI): At least 51 people have lost their lives and 22 others are missing in Himachal Pradesh as torrential rains, flash floods, and landslides continue to wreak havoc across the state during the ongoing monsoon season, according to the latest official data. The State Emergency Operation Centre (SEOC), under the Department of Revenue, Government of Himachal Pradesh, released a cumulative damage assessment report on July 2, covering the period from June 20 to July 1. The report reveals significant damage to human lives, private properties, livestock, and public infrastructure across the state's 12 districts. 'A total of 51 deaths have been reported so far due to multiple causes, including flash floods, drowning, landslides, lightning strikes, and road accidents. The number of missing persons currently stands at 22, with Mandi district reporting the highest -- 10 deaths and all 34 missing persons -- primarily due to flash floods and cloudbursts,' the SEOC said in its report. The report further stated that 103 people have been injured in monsoon-related incidents. Extensive Damage to Property and Infrastructure The state has reported damage to 204 houses, of which 22 were fully damaged (both pucca and kaccha structures). Additionally, 84 shops, cow sheds, and labour huts have been affected. The loss to private property is estimated at Rs 88.03 lakh. Damage to public infrastructure is far more extensive, amounting to a staggering Rs 283.39 crore (Rs 28,339.81 lakh). The worst-hit sectors include, Public Works Department (PWD), Jal Shakti Vibhag (JSV) and power sector. Losses were also reported in health, education, rural and urban development, fisheries, and animal husbandry departments. 'These figures are cumulative and subject to updates as field reports continue to arrive. All district authorities are on high alert and conducting rescue, relief, and restoration operations,' the SEOC spokesperson added. Among districts, Kangra reported the highest number of deaths (13), followed by Mandi and Chamba (6 each), and Kullu (4 deaths). The districts of Kinnaur, Shimla, and Una reported between 2 to 4 deaths, while Sirmaur and Solan reported fewer casualties. On July 1 alone, seven new fatalities were recorded -- one each in Bilaspur and Mandi, three in Kullu due to a road accident, and two in Chamba, also road accident victims. The SEOC report also revealed that 84 cattle and other livestock have perished, causing further distress to rural families dependent on agriculture and dairying. According to the SEOC's month-wise compilation, June witnessed the highest human toll so far this year, with 132 deaths and 270 injuries. Cattle losses were also significant in June, with 830 animal deaths recorded. The Himachal Pradesh government has activated all emergency protocols and is operating a 24x7 control room at SEOC. Public helpline 1070 has been issued for reporting emergencies. As the monsoon progresses, the disaster management authority continues to monitor the situation and coordinate with district administrations to provide timely relief. (ANI)
