SCADA project to automate Chennai reservoirs operation makes slow progress; WRD aims to complete by Northeast monsoon

The project to automate the operation of the city reservoirs and develop decision support for water management has slowed down, as the Water Resources Department awaits the release of the National Disaster Mitigation Fund. Though the project was chalked out a year ago, it has not made significant progress in terms of instrumentation installation. However, the department is confident of completing the work by the onset of the Northeast monsoon, which brings in a major share of annual rainfall to Chennai. The opening of the floodgates of reservoirs, including Chembarambakkam and Red Hills, renews concerns on impending inundation in the downstream areas during every Northeast monsoon. In a key effort to reduce flooding, increase response time, and enable transparency in sharing reservoirs' storage data, the department will introduce the Supervisory Control and Data Acquisition (SCADA) based integrated reservoir automation system. Officials said work is in progress, however at a slow pace, for automated flood control and real-time monitoring of the storage. The project aimed at fixing automatic water level recorders, flow sensors, and gate sensors to automate shutters operation, manage water discharge during peak inflow, and reduce flood risk in low level areas. The department is constructing an integrated command control centre at Chepauk and connected with sub-control centres in Red Hills, Poondi and Chembarambakkam reservoirs. When the SCADA based system is in place, reservoirs' shutters can be operated remotely from Chepauk and analyse inflows and changes in water levels to control flood discharge. The integrated command centre would have graphical representations of the reservoirs' network-inflow rate from various points, outflow level, position of sluice gates and storage. Various real-time data would be analysed to assess the exact time required for the reservoirs to fill up and need to store or release water. The decision support system would also allow real-time sharing of information with other institutions and government agencies and enhance flood management. The Rs. 32 crore project will help accurately predict reservoir capacity and optimise water resource management during summer months, officials said. A 'Near line disaster recovery centre' is also being established in Alandur that would function as a backup location for critical data recovery and operation during extreme weather events. On the delay in project, officials said efforts are being taken to implement the project by this upcoming monsoon.

Arab Finance: Minister of Petroleum and Mineral Resources Karim Badawi has inspected the butane gas circulation monitoring project, which uses the supervisory control and data acquisition (SCADA) system, at Petroleum Gas Company (Petrogas), according to a statement. The inspection tour comes after the system's full rollout across all company sites nationwide. During his visit, Badawi stressed the importance of implementing the SCADA system for butane gas, depicting it as a strategic and vital commodity that citizens use in their daily lives. The minister also highlighted the need to coordinate with relevant authorities to ensure that butane cylinders reach citizens at approved standard weights. Both the Ministry of Petroleum and the Egyptian General Petroleum Corporation (EGPC) stand ready to provide all necessary support to advance the sustainable development of the butane circulation and distribution network, ensuring safe and reliable delivery to citizens. Mohamed Ibrahim Farhat, Chairman of Petrogas, noted that the SCADA project enables real-time tracking of butane stock levels across all company locations nationwide, linking them directly to the petroleum products transportation and circulation monitoring center at EGPC. The SCADA system deploys the latest digital transformation technologies to monitor distributed quantities and streamline workflows across the sector, added Farhat. He also outlined the company's digital transformation roadmap for butane systems extending through 2028. 1 2 3 4 Chandigarh: What was once hailed as a flagship initiative under the 'Viksit Bharat' vision is now under intense scrutiny. The ambitious 24x7 water supply pilot project in Manimajra, inaugurated with much fanfare by Union home minister Amit Shah in Aug 2024, has hit turbulent waters. Amid growing concerns and political pressure, Punjab governor and UT administrator Gulab Chand Kataria is set to convene a high-level meeting to dissect the project's faltering progress. The move comes in the wake of a strongly worded letter from Chandigarh BJP president Jatinder Pal Malhotra to the Union home minister, expressing alarm over the project's execution. Sources confirm that the ministry of home affairs has since forwarded the letter to the UT Administrator, prompting urgent administrative attention. The project, spearheaded by Chandigarh Smart City Limited and executed through a Rajasthan-based agency, was envisioned to revolutionize water supply in Manimajra — transitioning from intermittent to round-the-clock pressurized water delivery, complete with smart metering and automated control systems. But the reality on the ground paints a starkly different picture. A confidential internal report by the Engineering Department of the Municipal Corporation has laid bare a series of alarming discrepancies: No zone in Manimajra has achieved 24x7 pressurized water supply; pressure reducing valves (PRVs) and variable frequency drive (VFD) pumping systems remain non-operational; major lapses in the construction of underground reservoirs, pumping stations, and the rollout of the SCADA automation system; and much-touted smart water meters are yet to be fully deployed. The project was awarded through an e-tender at a staggering Rs 165.86 crore, split into capital expenditure (capex) — Rs 74.56 crore — and operational expenditure (OPEX) — Rs 91.29 crore. Despite the scale of investment, the outcomes have been underwhelming — a fact that has not gone unnoticed by local leadership. Malhotra has reportedly warned that the project's failure is damaging the BJP's image and undermining the Prime Minister's development agenda. What's Next? With the spotlight now firmly on the project, the upcoming meeting chaired by Kataria is expected to be a turning point. Malhotra's letter to Shah In a letter to Amit Shah, Chandigarh BJP president Jatinder Pal Malhotra said, "In August 2024, a project was inaugurated by you, in the presence of administrator Gulab Chand Kataria, chief secretary Rajeev Verma, and other dignitaries, for 24-hour water supply with proper pressure for all floors. The funds amounting to Rs 75 crore were allocated for the project under the smart city mission. The reality of this project clearly reflects that the whole project has collapsed, and nobody is held accountable and responsible for this wastage of Rs 75 crore. Sir, on one side, taxes are being imposed on the public, and on the other, Rs 75 crore have been wasted. Certainly, there are policy lapses or a lack of accountability in the system of administration of UT Chandigarh. The media reports are causing grave damage to our reputation in public at large and are also not in tune with our visionary Prime Minister's dream of VIKSIT BHARAT: 2047. Your good self is thus humbly requested to intervene in the matter and call for a detailed inquiry report on the same."

New Delhi: The Centre has revised guidelines for the Biomass Programme under Phase-I of the National Bioenergy Programme to promote cleaner energy solutions, ease of doing business, and accelerate the adoption of biomass technologies across the country, according to a statement."The Ministry of New and Renewable Energy (MNRE) has issued revised guidelines for the Biomass Programme under Phase-I of the National Bioenergy Programme, applicable for the period FY 2021-22 to 2025-26. These amendments aim to promote cleaner energy solutions, ease of doing business, and accelerate the adoption of biomass technologies across India," the statement said. Under the new framework, Ministry has simplified several processes, such as cutting down on paperwork and easing approval requirements, which will enable the industry especially MSMEs to enhance their production. These changes align well with improvement of stubble management and India's broader goal of reaching net-zero emissions by 2070, the statement of the major highlights of the revision is technological integration by enabling the use of IoT-based monitoring solutions or quarterly data submissions instead of expensive and high-tech systems like SCADA. This cost-effective step promotes digital monitoring and accountability, especially for smaller business guidelines also encourage significant simplification of documentation requirements. Developers of briquette and pellet manufacturing plants will no longer be required to submit a number of documents related to clearance matters. Earlier, it has to be done within a period of 18 months from the date of commissioning, but now, it can be carried out within 18 months period either from the commissioning date or from the date of In-principle approval, whichever is to cater on-ground operational challenges of developers, Secretary, MNRE may extend the time period, the Ministry inspection, a performance report was made on the basis of Operation Plant at an average of 80 per cent of rated capacity measured over a period of three consecutive days, taking average 16 Hrs per now it has been reduced to just 10 hours as the inspection process primarily aims to verify the claimed and operational capacities and inspection for 10 hours of continuous operation would suffice for this purpose. Recognising the urgent need to address air pollution, especially from stubble burning in northern India, the new guidelines include a provision allowing biomass pellet producers in Delhi, Punjab, Haryana, and NCR districts of Rajasthan and Uttar Pradesh to choose the most beneficial support scheme, either from MNRE or CPCB. These revisions will not only support the smooth implementation of the biomass programme and timely delivery of approved financial support to commissioned plants, but also encourage the sector to establish more biomass-based plants. This would ultimately help in addressing the menace of crop residue burning and ensure sustainable management of agricultural waste. Overall, the updated guidelines will make it easier for businesses to adopt biomass technologies, provide financial incentives for efficient operations, and support India's clean energy efforts, all while promoting practical, business-friendly solutions to waste management and pollution reduction.
