Ahsan Iqbal urges Sindh to prioritise Karachi's infrastructure
Planning Minister Ahsan Iqbal has urged the Sindh government to prioritise the development of Karachi's infrastructure, particularly the K-IV water supply project, calling the city Pakistan's economic and financial hub, Express News reported.
Speaking to the media following a meeting with members of the Pakistan Business Council, Iqbal said the federal government is investing Rs125b into the K-IV project and expects the provincial government to fulfill its responsibilities regarding downstream components.
He emphasised that Karachi, being the economic runway of Pakistan, must receive focused infrastructural support. 'The federal government has already approved Rs5b for road construction in the SITE industrial area,' he noted.
Iqbal highlighted that the federal government will play an active role in enhancing Karachi's infrastructure, referencing the successful completion of the Green Line BRT project, which saw a Rs25b investment.
During the briefing, he stressed the need to harness the potential of the corporate sector as the primary engine of economic growth. He explained that public sector capacity to attract investment has diminished due to ongoing crises, making the role of private enterprise more crucial.
He further noted that the government has launched several initiatives to boost youth skills in the IT sector and intends to collaborate with the corporate sector to meet global environmental standards. He praised corporate efforts to support women and persons with disabilities, urging continued improvements in these areas.
'We will form a working group within the Planning Ministry to address private sector challenges on priority,' he added. 'The Pakistan Business Council has pledged its cooperation and its research continues to assist in shaping effective economic policies.'
Iqbal reiterated that public-private partnerships would be key to activating unutilised government assets and land.
Additionally, he confirmed that work on the Hyderabad-Sukkur Motorway will begin in 2025, with completion expected within three years. The Ministry of Communications has also started feasibility work for a new alignment of the Hyderabad-Karachi Motorway.
Concluding his remarks, Iqbal called for wastewater recycling in Karachi, suggesting its reuse in agriculture and industry, which would help address the city's water needs sustainably.

Stakeholders told to promote Gwadar trade routes
ISLAMABAD: Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal directed stakeholders to promote the Gwadar Port's cost-effective trade routes and available incentives for international businesses and early commencement of transshipment operation between Gwadar and the Persian Gulf. The minister chaired a high-level meeting of the Cabinet Committee on the Operationalisation of Gwadar Port on Friday. The meeting, coordinated by Member Infrastructure, Planning Commission Dr Waqas Anwar was attended by senior officials from Gwadar Port Authority, the ministries of Maritime Affairs, Foreign Affairs, Defence, Defence Production, Interior, Finance, Commerce, Communications, Railways, and Industries and Production. The meeting focused on finalising a comprehensive and well-coordinated plan to accelerate the operationalisation of Gwadar Port. Key agenda items included organising an international conference in Islamabad to raise global awareness about Gwadar Port, devising a robust marketing strategy, and enhancing diplomatic outreach to attract investment and trade interest from Central Asian Republics and other relevant countries. The planning minister was briefed that the Ministry of Maritime Affairs is actively engaging private shipping liners to commence transshipment operations between Gwadar and the Persian Gulf. Initial cargo categories will include minerals, dates, seafood, and cement, targeting sectors such as mining, fisheries, and processing industries. Minister Ahsan Iqbal emphasised the need to showcase Gwadar Port in international roadshows as a strategic trade hub linking the Gulf and Central Asia. 'Well-designed promotional materials must be disseminated through Pakistan's embassies and diplomatic missions worldwide to ensure global visibility for Gwadar Port,' he said. The federal minister underscored Gwadar's geostrategic value, citing its position as the shortest trade route to the Gulf and Central Asia, including countries such as Turkmenistan, Tajikistan, and Kyrgyzstan. He highlighted the port's potential as a regional transshipment hub. The planning minister instructed the Ministry of Foreign Affairs to initiate a four-nation consortium to undertake a pre-feasibility study aimed at linking South Asia with the Gulf Cooperation Council (GCC) from Gwadar to Oman through undersea tunnel. Proposals are also under consideration to establish ferry connections with Gulf Countries leveraging China's strong trade presence in the region. Minister Iqbal directed the Director General of Gwadar Port Authority to ensure quality accommodation and recreational facilities for international shipping crew members, encouraging repeat visits to the port. Gwadar port: security threats among hurdles to functioning
ISLAMABAD: The Senate Standing Committee on Planning, Development and Special Initiatives was informed that security threats and lack of connectivity are the main hurdles in the fast development and functioning of Gwadar Port. The committee met with Senator Quratulain Marri in the chair at the Parliament house on Friday. The committee discussed issues related to ports of Pakistan, status of approval of un-approved schemes in the PSDP-25-26 and Sukkur-Hyderabad-Karachi Motorway (M-6). When committee Chairperson Quratulain Marri asked about proper function of Gwadar Port, responding to the question, the Planning Ministry cited persistent security threats as the primary reason for Gwadar Port's limited progress. The additional secretary of Ministry of Maritime Affairs admitted that security and connectivity are main issues for development and function of Gwadar Port. He said that that the Chinese engineers and workers want complete security in and out of Gwadar Port. He said that we are providing VIP security to Chinese engineers and workers. The committee also received a joint briefing by the ministries of Planning and Maritime Affairs on port charges. It was revealed that charges at Gwadar Port exceed those of regional ports such as Jebel Ali in Dubai, and no incentives are currently provided to shipping lines. The Maritime Affairs Ministry proposed a phased approach to operationalise Gwadar Port, beginning with a transit trade model. Another reason was identified as the lack of private sector interest in the port. Officials further confirmed that port charges in Pakistan are generally higher than those in the region. It was noted that current rates at Karachi Port Trust (KPT) are lower than those in 1994. He said that wet charges comprise only five per cent of total charges. Connectivity challenges were also discussed, particularly the delay faced by trucks accessing the Super Highway from KPT, which can take up to 24 hours, significantly impacting logistics and costs. The committee was informed that work on an elevated Lyari Expressway is in progress to directly link the port. The KPT-Pipri railway track project was also highlighted, although it requires additional attention and funding. Chairperson Marri acknowledged the efforts of the Ministry of Maritime Affairs and recommended the construction of a dedicated and shorter route between KPT and the Super Highway to improve connectivity and reduce transport time. The Additional Secretary of Planning Ministry during the briefing told the committee that in June, 2025, five CDWP meeting were held in which 31 projects were considered, wherein 27 projects were approved and seven projects were recommended to Ecnec and one project was deferred. He said that CDWP approved 27 development projects of total cost of 77.78 billion and seven projects of 481.96 billion to ECNEC. Senator Quratulain Marri emphasised the inefficiency of executing development projects in fragmented phases, urging that projects be completed in a single execution cycle based on priority needs. She underscored the strategic significance of the N-5 and called for its immediate commencement. Expressing concern over two operational toll plazas between Matiari and Hyderabad, she directed officials to investigate the matter and submit a report. Copyright Business Recorder, 2025
