Faced with strong opposition from Telangana, the Chandrababu Naidu government's Rs 81,900 crore Polavaram Banakacherla Link Project (PBLP) - proposed to bring Godavari flood waters to Andhra Pradesh's arid region - has run into rough weather with the Union environment ministry. In a June 17 meeting, the ministry's Expert Appraisal Committee (EAC) for environmental clearance has "returned" the project proposal, citing "several representations" on it alleging that the project may violate the Godavari Water Disputes Tribunal Award, 1980. The committee has asked the Andhra government to instead consult the Central Water Commission (CWC) first on the "inter-state" matter and only then approach the EAC. It has also noted the project's linkage with the Indira Sagar Polavaram Multipurpose Project which was given environmental clearance way back on January 25, 2005, but is sub-judice due to submergence-related issues in the states of Odisha and Chhattisgarh. In light of the same, the EAC has recommended that the Andhra government should "comprehensively assess the availability of floodwaters in consultation with the CWC". Furthermore, the EAC noted that "several representations have been received via email, alleging that the proposed scheme may be in violation of the Godavari Water Disputes Tribunal Award, 1980." "In view of this, it is imperative that the PP should approach CWC for examining the inter-state issues and granting necessary clearance/permission before submitting the proposal for framing the TOR for conducting EIA study. The EAC decided to return the proposal on the above lines," the minutes of the EAC meeting have recorded.ET was first to report on the ambitious project being piloted by the Naidu government with the chief minister himself taking the lead, holding rounds of reviews to ensure that the project secures green clearances at the earliest. The state aims to start construction on it by March 2026 and complete it by May 2029 and has been fast tracking pre-construction requirements considerably. The AP government, in fact, readied its mandatory pre-feasibility report for the project and submitted its proposal to the EAC by June 5, for consideration at the June 17 meet. The project, however, has ruffled Telangana considerably. The Naidu government has submitted to the Centre that the PBLP is aimed at making Andhra Pradesh a "drought-proof state" by utilising only the flood waters of river Godavari, a contention that Telangana finds unacceptable. The Revantha Reddy-led government has held that the project is violative of the AP Reorganisation Act of 2014 as well as the Godavari Water Disputes Tribunal Award of 1980. Reddy had called on Union jal shakti minister CR Patil on June 19 to underline his concerns on the issue.

Raut accuses NCP MLA of illegal mining in letter to CM
Pune: Shiv Sena (UBT)'s Rajya Sabha member Sanjay Raut wrote a letter to chief minister Devendra Fadnavis, alleging that NCP MLA Sunil Shelke and his family members carried out illegal mining at Maval tehsil's Ambale village and cheated the govt out of crores of rupees by not paying the royalty. Raut also alleged that Shelke, in connivance with some MIDC officials, made the govt acquire a piece of land unsuitable for industrial purposes because the mining activity was being carried out. "The valuation of Shelke's plot was Rs 73 lakh per acre. After acquiring that plot, the proposal of giving an alternative piece of land valued at Rs2.5 crore per acre as compensation is pending with the MIDC." Refuting the allegations, Shelke dared Raut to come out with evidence against him. Anurag Bende

Additional rice: CM urges parties to protest against Centre's stance
Accusing the Union government of persisting with its anti-Kerala stance, Chief Minister Pinarayi Vijayan on Wednesday said that even the State's demand for additional allocation of rice during the Onam season has been rejected. He made a call for a united protest of all political parties to correct the Centre's stance against Kerala. In a Facebook post, he said that the State had demanded that 5 kg of rice per card be made available to families with non-priority cards also at the rate of ₹8.30 currently being given to the State as a tide-over allocation. It has also demanded that the allotment of wheat, which was being given as a tide-over allocation till two years ago, be restored. To prevent the price of rice from soaring in the public market during special occasions like Onam, it is necessary to ensure the availability of food grains to the non-priority sections as much as possible. It is in this context that the State has demanded an additional rice allocation to be given to the non-priority sections. Studies indicate that a significant section of the State's population is suffering from diabetes. The State has made the demand for the restoration of the allotment of wheat to the non-priority sections considering this fact. However, the Union government has ruthlessly rejected these demands, said

Goa govt's single scholarship portal to hasten student aid
Panaji: State govt on Wednesday introduced a single portal where all students in Goa, from the school level to the university level, can apply for scholarships across departments at one point. Chief minister Pramod Sawant said that the portal will ease the process of applying for scholarship benefits for students, both for state and central schemes. This will eliminate the need to fill physical forms and expedite the process of receiving benefits for students, he said. Sawant, who also holds the education portfolio, said the portal will benefit 50,000 students in Goa who are seeking aid to support their tuition fees from 'KG to PG level'. 'For the first time, we are launching the CM's scholarship portal. We saw that students have to fill forms physically and therefore we brought in this reform. We tested this portal last year, and it is ready for launch now. All scholarship schemes of social welfare, tribal welfare, directorate of education, and directorate of higher education will be available at a single point for students now. ' He said it will be ensured that students applying on this portal are disbursed the benefits within 15 to 30 days. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Top 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo The CM said that students are eligible for reimbursement of tuition fees of up to Rs 40,000 in aid under various schemes. 'The portal will be the single point to apply for benefits for SC, ST, OBC, and EWS category students. Last year, we saw that 50% of the students who were eligible for the benefits did not apply at all. It is especially seen in our villages that students struggle to pay even Rs 20,000 as their institute fees. I realised it after a law college student came to me saying that he is unable to pay his fees. This portal will expedite the disbursement of benefits to such needy students.' In the case of schemes being implemented through central govt, the aid will be released as received from the Centre. 'A student has to go to the portal and upload all documents. We send the documents to the institution for verification. Once verification is done, the department gives sanction for release of the funds. Even Goa students studying nursing and pursuing other education outside the state can apply through the portal,' the CM said. He said that the labour welfare scholarship available for children of those working in the private sector will also be linked to this portal within the next 45 days. 'The education of no child in Goa will not stop because they are not able to pay the fees. We have launched the portal to fast track the aid,' Sawant said.
