People in Kashmir waiting for fellow country with open hearts: Shivraj Chouhan
' I have been in Srinagar since yesterday, among the people, feeling the cool breeze, the earthy fragrance of the soil, and the unmatched warmth of the locals. This land fills the heart with love. Truly, Kashmir is the crown of India and the heaven on earth,' Chouhan told reporters after attending the sixth convocation ceremony of Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST-K), Srinagar, where he was the chief guest.
Chouhan urged people across the country to visit Kashmir.
'I would like to tell my fellow countrymen that the people of this place are waiting for them with a loving heart. Let us come here without any fear, without any hesitation, and let us set a new example of brotherhood and love,' he said.
The appeal comes at a time when both the Jammu & Kashmir administration and the Union government are making concerted efforts to revive tourism in the region, following the April 22 terror attack at Baisaran meadow in Pahalgam. The attack, which claimed the lives of 25 tourists and a local resident, dealt a major blow to the tourism industry.
Earlier, speaking at the convocation, which was attended by Lieutenant Governor and Chancellor of the University Manoj Sinha, Chief Minister and Pro-Chancellor of SKUAST-K Omar Abdullah, Agriculture and Rural Development Minister Javed Dar, Deputy Chief Minister Surinder Chaudhary, Education Minister Sakina Masood, along with vice chancellors, professors, Chouhan referred to a past meeting of the NITI Aayog, where Omar invited ministers to visit Kashmir
'You had emotionally appealed to ministers to come to Jammu & Kashmir and hold advisory committee meetings. You highlighted how internal conditions are stable and only disturbed by external elements. We accepted your invitation and held the advisory committee meeting yesterday,' the Union Minister said.
He also shared how he interacted with locals across Srinagar and received overwhelming love and affection.
'Even a Shikara boatman on the Dal Lake greeted me warmly. I am deeply moved and will share this affection with the rest of the nation,' he said.
He praised SKUAST-K's accomplishments and expressed confidence that it would soon become the top-ranking state university. He noted that the university hosts students not just from Jammu & Kashmir, but from 30 Indian states and Union Territories, as well as from abroad, making it a nationally and internationally recognised institution.
'Convocation does not mean the end of learning; it marks the beginning of new knowledge. The lessons you've learned in your classrooms and labs must now be shared with society,' he said.
He emphasised the irreplaceable value of agriculture, stating that 'without farming, neither Jammu & Kashmir, nor the country, nor the world can function. Agricultural produce cannot be made in factories. Agriculture remains the backbone of the Indian economy and the primary livelihood for over half the population.'
Thanking Prime Minister Narendra Modi, he highlighted that under PM's leadership, India's foodgrain stock has reached record levels, with a 44% increase in foodgrain production over the past 11 years, including record growth in rice, wheat, maize, soybean, and groundnut.
Jammu & Kashmir's fruits, flowers, and vegetables are exceptional in taste and color, he said, and reiterated his vision to make J&K a global horticulture hub.
He added that the Holistic Agricultural Development Program (HADP) is being implemented successfully in the region.
'Discussions were held on providing 'Clean Plants' under the Mission for Integrated Development of Horticulture (MIDH). Currently, farmers often import planting material from outside the state, which may carry viruses or bacteria. To address this, a decision was made to establish a Clean Plant Center in J&K with a budget of Rs 150 crore. In 5,000 hectares of apple orchards, per-hectare yield has increased from 10 tonnes to 60 tonnes, a six-fold rise. I want to see Kashmiri apples exported globally so that India doesn't need to import apples anymore,' he said.
The minister highlighted the Government of India's commitment to protecting farmers' interests under the leadership of PM Modi. He called for more innovation in agriculture, urging students to launch startups and develop advanced technologies in the sector. While praising the university's performance in civil services, he reminded students that true achievement lies in living for others, not just oneself. 'Apply practical knowledge, not just theoretical. Each of you has immense potential, and I'm confident you will do well,' he said.
At the convocation ceremony, nearly 5,250 students received undergraduate, postgraduate, and PhD degrees. Additionally, 150 gold medals and 445 merit certificates were awarded to outstanding students for their academic achievements.

FDI fueling telecom innovation; satellite internet key for rural India: DoT official
New Delhi: Pointing to the fact that 100 per cent FDI is already allowed in the telecom sector in India, Deb Kumar Chakrabarti, an Advisor at Department of Telecommunications (DoT) said that the country has been doing very well in this technology domain. "Lots of FDI basically have come from the telecom sector. FDI is not just money. FDI is technology. There are new management styles, many things that come into a new country. So, that way I think every country benefits if it gets a big share of FDI," the DoT official told on the sidelines of the 2nd India Space Policy Conference here in the national capital. Asked about the reforms made in the technology domain, particularly in the telecommunications, and what new innovations have been brought in, he, without getting into much specifics, said the government or the department are always technology agnostic. "It never talks up any particular technology to be brought in or not to be brought in. We are always welcoming technology. Because it gives a bigger choice to the consumers, which is ultimately it will be doing good only the common users of the telecom services so that way it's always good to have more and more choices in the market," he asserted. Speaking about demand for satellite internet services in India, he said that it will have good use cases in places where current telecom technologies are difficult to install. "It (demand for satellite internet services) will be growing, because there is a good amount of areas, but mostly in the village, rural and very distant areas where extending normal modes of communication like optical fibre or the microwave, it is very difficult, so I think that (there) satellite services could be an ideal replacement in those areas, and the more these satellite services are getting customised for this type of requirements -- I mean the size is reducing, the cost is reducing, no extra devices may be required in the future," he supplemented. "The simple smart phone may be sufficient to work on D2D type of services. I think it (satellite internet services) will have wider acceptance in the Indian market as well." Going ahead, he said India will also look at manufacturing goods needed for satellite internet services. "India has in a big way (wanting) to become a manufacturing nation. Call it satellite or any other technology, and if you see the new telecom policy 2025, which has been published very recently for the public consultation. There, we have declared that becoming a manufacturing nation, it's a mission for the Department of Telecom. In the coming five years, I think the department aggressively will be working towards that mission," he added. Bharat Bhatia, President, ITU-APT Foundation of India (IAFI), talking to ANI, said this two-day space policy conference has been one of the most successful events. "The sessions were very detailed and very elaborate. We went through a session on D2D today, then the 2nd day. And very intensively discussed all aspects of spectrum policy, regulation, market demand, all aspects of D2D have been discussed in a very detailed panel, with the participants from the government, from the industry, from the satellite operators, from the chip operators, and I believe this today conference itself has been one of the very successful events," Bhatia said. "Our aim is to bring all the stakeholders on one platform, make sure that there is a continuous dialogue between the policymakers and between the industry, between the operators, between the chip vendors, between the ecosystem. So the whole idea of this conference is to get everybody on the same platform. Thrash out whatever the issues are there and make sure that India moves forward. The session, the last session that we had today on the Viksit Bharat, that session really provided a way forward. How do we make India a developed country by 2047, and that particular session really stole the thunder, because we are trying to use the satellite technologies to make India a developed country," he further said. According to IAFI website, it is working for last 20 years with the prime objective of encouraging involvement of professionals, corporate, public and private sector industries, R&D organizations, academic institutions, and such other agencies engaged in development of ICT sector, in the activities of the International Telecommunication Union (ITU) and the Asia Pacific Telecommunity (APT). On Day 1 of the conference, Thursday, Bharat Bhatia had applauded the opening up of the Indian space sector, adding that it holds immense potential for job creation and new investments. "India has opened up the space to the private sector and the way the policy has evolved, it is going to bring in a lot of new jobs, a lot of new investment," Bhatia had said. In India, the space sector was liberalised in 2020, and private sector was allowed to carry out end to end space activities. Indian National Space Promotion and Authorization Centre (IN-SPACe) was created in Department of Space for promoting, authorising and overseeing the activities of Non-Government Entities (NGEs) in space sector.

Delay in assent to bills: SC allows Kerala to withdraw pleas against State Governor
NEW DELHI: The Supreme Court on Friday allowed the Kerala government to withdraw its pleas against the state Governor over the delay in approving bills passed by the state assembly. "We allow the petitioner to withdraw the plea," said a two-judge bench of Justices P. S. Narasimha and A. S. Chandurkar. The top court passed the order after former Attorney General of India and senior advocate K. K. Venugopal, appearing for the Kerala government, sought the withdrawal of the plea, citing that the issue had become infructuous in view of the recent judgment passed on April 8 in the Tamil Nadu Governor case. During the course of the hearing on Friday, Attorney General R. Venkataramani and Solicitor General Tushar Mehta, the top and senior law officers of the Centre opposed the Kerala government's submission for withdrawal of the plea and urged the court to await its decision on the President's reference under Article 143 of the Constitution regarding the grant of assent to bills. "Let the matter be heard. The Tamil Nadu judgment (of April 8) perhaps needs to be referred to a larger Bench. There is also a Presidential reference now," the Attorney General submitted. Eventually, however, the top court refused to entertain the Union's plea and allowed the Kerala government to withdraw its petition.
