Even as INDIA bloc pushes for Parliament session on Pahalgam & Op Sindoor, fault lines evident
Leaders from five INDIA bloc parties, the Congress, Trinamool Congress, Rashtriya Janata Dal (RJD), Samajwadi Party (SP), and Shiv Sena (UBT) met at the Constitution Club of India Tuesday to finalise the draft of a joint letter being sent to Prime Minister Narendra Modi raising the demand.
New Delhi: At a time when voices from within are raising existential questions about the fate of the INDIA bloc, 16 members of the opposition alliance have joined hands to demand a special session of Parliament on the Pahalgam terror attack and Operation Sindoor.
Congress's Rohtak MP Deepender Singh Hooda and party General Secretary (Communications) Jairam Ramesh represented the Congress in the meeting—the first such Opposition huddle after Operation Sindoor—which was also attended by Sanjay Raut of Shiv Sena (UBT), RJD's Manoj Jha and Prof Ram Gopal Yadav of the SP.
The other parties which are signatories to the letter include both Lok Sabha and Rajya Sabha MPs of the CPI, CPM, CPIML, RSP, DMK, National Conference, IUML, Jharkhand Mukti Morcha, Kerala Congress, VCK, and MDMK.
Speaking to ThePrint on condition of anonimity, a senior Congress functionary said that Rahul Gandhi spoke to SP chief Akhilesh Yadav, Abhishek Banerjee, DMK's T.R. Balu and Shiv Sena (UBT)'s Aaditya Thackeray to get them on board with the idea of a joint letter.
'Initially, both LoP Lok Sabha Rahul Gandhi and LoP Rajya Sabha Mallikarjun Kharge wrote to the PM separately. But Rahul wanted the INDIA to coordinate on this matter. So, he called the leaders of some INDIA partners. Subsequently, Congress General Secretary (Organisation) K.C. Venugopal, Lok Sabha Deputy leader Gaurav Gogoi, Chief Ehip K. Suresh and whips Manickam Tagore and Mohammad Jawed reached out to the parties,' the leader said.
However, even as the leaders met, the fault lines within the coalition were all too evident. For instance, the AAP stayed away from the meeting and is writing to the Centre separately seeking a special session of Parliament.
Leaders who attended the meeting said that the AAP conveyed its unwillingness to share a platform with the Congress. The Left parties, which are signatories to the letter, were also not invited to the meeting that lasted around 40 minutes.
The NCP (SP) also did not attend Tuesday's meeting, with Sharad Pawar having previously announced that he was not in favour of holding any discussion on Operation Sindoor on an open forum.
Speaking at the launch of Congress leader Salman Khurshid's book last month, former Home Minister P. Chidambaram had said, 'I am not sure if the INDIA alliance is intact. If it's intact, I am very happy. It can be put together. There's still time.'
CPI general secretary D. Raja said to reporters that he was not aware of the meeting, but his party has been raising the demand for a special session.
The Left parties were excluded from Tuesday's meeting at the insistence of the TMC, which shifted its stance on the special session following political attacks by PM Modi and Union Home Minister Amit Shah on West Bengal's ruling party.
While the Congress had been demanding a special session of the Parliament since the 22 April Pahalgam attack, the TMC, which sends the third-largest contingent to the Lok Sabha from the Opposition, had initially not joined the principal opposition party in amplifying the demand.
TMC National General Secretary Abhishek Banerjee is among the members of the seven multi-party delegations sent to various world capitals to convey India's position on cross-border terrorism following Operation Sindoor.
According to TMC sources, the party felt that at a time Banerjee was conveying New Delhi's position very effectively, Shah's remarks that Mamata Banerjee 'opposed' Operation Sindoor were 'unwarranted'.
SP's Ram Gopal Yadav said if the government could send the multi-party delegations, there is no reason for it to not convene a special session of the Parliament.
In remarks along similar lines, Raut said, 'if you could announce a ceasefire based on US President Donald Trump's intervention, you should also accept the Opposition's demand to call a special session of the House.'
While at the press conference, Jha said, 'Donald Trump has said 13 times in the past fortnight that he brokered the truce. As a community, as a nation, we are hurt. Who will convey that message? It is the Parliament. If the Parliament is called, we will speak in one voice…The matter is of accountability. The government is accountable to the Parliament.'

Meeting held under pressure: Jairam Ramesh attacks ECI over INDIA bloc meet
A day after Election Commission of India (ECI) met with the delegation of 11 parties to discuss its decision of conducting "electoral" revision ahead of the Bihar elections, Congress leader Jairam Ramesh slammed ECI stating that the meeting "ultimately" took place "under pressure". The Congress leader noted that the Election Commission earlier refused a meeting, however, later only allowed two leaders from a party, due to which some leaders could not even meet with the officials of the ECI. "Yesterday evening, the delegation of the INDIA bloc met with the Election Commission regarding the special voter intensive revision ("SIR") in Bihar. Initially, the Commission had refused to meet, but ultimately, under pressure, the delegation was called. The Commission arbitrarily allowed only two representatives from each party, due to which many of us could not meet with the Commission. I myself sat in the waiting room for almost two hours", Jairam Ramesh said in his 'X' post. The Congress MP stated that the ECI's attitude "weakens" the "basic structure" of the Indian democracy. He asserted that ECI is a government body and it can't refuse the opposition's request for hearings. "Over the past six months, the Commission's attitude has consistently been such that it weakens the basic structure of our democracy. The Election Commission is a constitutional body. It cannot regularly reject requests for hearings from the opposition. The Commission must work in accordance with the spirit of the Constitution and its provisions", Jairam Ramesh's 'X' post said. The Congress leader emphasised that the ECI cannot impose "arbitrary rules" for engaging with political parties. "Most importantly, the Election Commission cannot make arbitrary rules for engaging with political parties--such as the number of representatives, their positions, or deciding who is authorized and who is not", the Congress leader said. Claiming that when the opposition called the rules from the ECI "arbitrary and misleading", the body replied, "This is the new Commission." Ramesh said that this answer from the ECI, the concern of the opposition has deepened as they feel that what will be the next step of the electoral body. "When the delegation called these rules arbitrary and misleading, the Commission responded: "This is the new Commission." Hearing this, the concern deepens--what will be the next move of this "new" Commission? And how many more "masterstrokes" are yet to be seen? Just as the "demonetization" of November 2016 dealt a severe blow to our economy, similarly, this "voter suppression", which is emerging in the form of SIR in Bihar and other states--will destroy our democracy", Jairam Ramesh said in his 'X' post.

'Young Indian, A Congress Front, Made Wrongful Gains': ED's Charge Against Gandhis In AJL Case
Last Updated: The Enforcement Directorate told the court that the Gandhis committed a massive fraud by wrongfully transferring 99% of AJL's shares to Young Indian, sidelining major shareholders. The not-for-profit company Young Indian (YI), controlled by Gandhis, was created to distract attention from a national party, it is just another face of the Congress, and made wrongful gains, the Enforcement Directorate told Delhi's Rouse Avenue Court in connection with a money laundering complaint in the National Herald case. The ED also said that there cannot be a bigger fraud, adding, the Gandhis took a fraudulent decision which resulted in wrongful loss to major shareholders of the Associated Journals Limited (AJL). The directors at Young Indian were the bosses of the Congress party, the ED told the court, as Additional Solicitor General (ASG) SV Raju reiterated Young Indian was nothing more than another face of the Congress party. As per the Prevention of Money Laundering Act, anyone owning more than 25 per cent shares controls the interest in the firm, the ED said. In its argument, the probe agency further said that the Gandhi family shunned out major shareholders, and that not only the AJL, but the All India Congress Committee (AICC) was also cheated. Responding to the court on why the Congress was not a shareholder in the AJL, the ED said the trust belonging to Priyanka Gandhi had certain shares, but not 50 per cent. The probe agency also revealed that the AJL also had other shareholders. The Enforcement Directorate said that a meeting was held in Lucknow on January 21, 2011, in which it was decided to increase the shareholding of the AJL and to issue Rs 9.02 crore shares to Young Indian, in lieu of the Rs 90.2 crore loan. However, the majority of AJL shareholders were not present in the meeting, the ED said, adding, it was evident that a crucial decision of vesting 99 per cent shareholding of AJL with Young Indian was made with only the presence of seven members, including two accused in the case. The probe agency also said that no reasonable efforts were made to call the majority of shareholders for the meeting. On Wednesday, while hearing the ED's arguments on the case, Delhi's Rouse Avenue Court raised certain queries to the ED about the shareholding of the AJL and whether the Congress party was a victim, as it had provided a loan to AJL. ASG Raju submitted that there was a conspiracy to siphon off the assets of AJL, a company with assets worth Rs 2,000 crore, a fact known to Congress leaders. Special Judge Vishal Gogne heard the arguments at length for nearly three hours and listed the matter for further hearing on July 3. The ED filed a prosecution complaint (charge sheet) against seven persons – Congress leaders Sonia Gandhi, Rahul Gandhi, Suman Dubey, Sam Pitroda, Young Indian, Dotex, and Sunil Bhandari. The Congress provided a loan of Rs 90.25 crore to the AJL, which had no means to repay despite holding assets worth Rs 2,000 crores, ASG Raju submitted. He alleged that the accused aimed to usurp AJL, with its Rs 2,000 crore assets, by creating Young Indian. The ED argued that Young Indian acquired AJL for just Rs 50 lakh in exchange for the Rs 90 crore loan provided by the Congress. The ED further stated that the accused firm, Dotex, gave a Rs 1 crore loan to Young Indian, out of which Rs 50 lakh was paid to the AICC. Consequently, Young Indian became the owner of AJL for Rs 50 lakh.

The Budget Session saw the passage of significant legislation, including the Waqf Amendment will be no Parliament sittings on August 13 and 14 due to Independence Day celebrations.
