Johor poised to lead in implementing upgraded eCOSS system
The system is currently being expanded in stages to include consumer-level tracking, ensuring that subsidised packet cooking oil reaches its intended recipients.
"Last year, we launched the eCOSS system, which records the distribution of subsidised cooking oil from manufacturers to retailers. However, it does not capture who buys the oil at the consumer level. So while we can trace it up to the retail level, leakages can still happen," Armizan said at a press conference following the launch of the Buy Malaysian Goods Campaign.
The upgraded system includes a feature to monitor purchases at the consumer level, being piloted through Jualan Rahmah programmes nationwide.
"We have already upgraded the system to include that capability, but to ensure that it functions smoothly and doesn't spark complaints from users, we will roll it out in phases.
"We started doing this around three or four months ago through several Jualan Rahmah programmes, where buyers must download the eCOSS app and scan a QR code when purchasing the subsidised oil.
"Earlier, I offered Johor to be the first state to fully implement the upgraded system, and it was met with a positive response, but before we roll this across the state, we must ensure that the system is stable," he said.
Armizan emphasised that the extension of the system does not mean the government is reducing subsidies or changing the existing monthly quota.
"I want to make it clear that if we decide to implement the system fully, it does not mean we are cutting subsidies. The quota remains the same.
"What we are doing is strengthening risk management to ensure that the subsidised oil is not misused or sold to unauthorised parties, especially non-citizens," he added.
Earlier in his speech, Armizan offered Johor to be the first state to fully implement the eCOSS system.
Johor Mentri Besar Datuk Onn Hafiz Ghazi, who was also at the event, later expressed his willingness to be the pilot for the initiative in his speech.

Kota Kinabalu: Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali (pic) has clarified that the recent claim saying there's a hike in the price of ice from RM3.70 to RM6 is inaccurate. The ice manufacturer in question has lodged a police report. He said the Ministry takes viral claims seriously, but urged the public to verify such information before spreading it. 'The ice manufacturer involved confirmed they did not issue the notice,' he said. While acknowledging that some producers may have made minor price adjustments, especially for block ice, Armizan said no formal notice of a price hike to RM6 had been submitted to the Ministry. KPDN summoned the ice company to provide a detailed explanation regarding any price changes, including whether the adjustments are related to increased electricity tariffs, raw material costs or the implementation of Sales and Service Tax (SST). 'If they claim the increase is due to SST, we will require a breakdown of which components led to the price adjustment. It's not just about the new price, but the profit margin or price range must also be justified,' he said. Armizan said Ops Kesan 4.0, which begins on July 1, 2025, will monitor such movements closely and action will be taken under the Price Control and Anti-Profiteering Act 2011 (Act 723) if there is evidence of unreasonable price hikes. 'The law allows us to issue a notice, and if we find profiteering, individuals can be fined up to RM100,000 or jailed for three years, while companies face fines of up to RM500,000,' he warned. He reminded all businesses, especially those dealing with essential items like ice, to act responsibly and ensure any price changes are transparent and based on actual cost increments. 'We understand that operational costs may change, but that doesn't mean prices can be increased arbitrarily. There must be accountability,' said Armizan. ReDI expands cashless society ecosystem nationwide

The implementation of ReDI aims to introduce digital-based business methods, particularly the use of e-wallets among traders, especially in rural areas, said Domestic Trade and Cost of Living Minister, Datuk Armizan Mohd Ali. 'To support this effort, the Domestic Trade and Cost of Living Ministry has organised the ReDI Borneo Roadshow 2025. This ten-day roadshow began on 26 June 2025 with its first location in Sematan, Sarawak, and is scheduled to conclude on 5 July 2025 in Tawau, Sabah, as the final stop,' he said in a statement on Tuesday. The organisation of the ReDI Borneo Roadshow 2025 is a proactive step by the Domestic Trade and Cost of Living Ministry in its efforts to expose rural traders to operating digital-based businesses, he added. 'The main focus is on the use of e-wallet facilities in purchase transactions and creating a cashless society ecosystem nationwide, particularly in rural areas.' This ReDI initiative offers efficient financial management, business growth opportunities, a variety of payment options, as well as more effective inventory management, from which traders can benefit. This effort is carried out with the support and cooperation of strategic partners such as Bank Negara Malaysia, PayNet, and registered e-wallet providers including Touch 'n Go eWallet, GrabPay, ShopeePay, MAE Maybank, Boost and SPay Global. 'Since its launch on 27 August 2022 until 31 May 2025, the Domestic Trade and Cost of Living Ministry has assisted 22,368 traders nationwide to register with e-wallet platforms. This figure exceeds the target of 15,000 registered traders by 2025 set under the 12th Malaysia Plan (RMK-12), achieving over 100 per cent of the target. 'From 1 January to 31 May 2025 alone, the total number of traders registered under ReDI nationwide stood at 3,229. Of this number, 1,120 registered traders were from Sabah and 1,799 from Sarawak. As of the five days the ReDI Borneo Roadshow 2025 has been conducted, the total number of registered traders from Sabah and Sarawak is 3,708,' said Armizan.

Trust the legal process, Armizan says after Sabah leaders charged with graft
Armizan Mohd Ali said GRS leaders have never publicly commented on corruption cases involving other parties, even when under pressure. PETALING JAYA : Gabungan Rakyat Sabah (GRS) deputy secretary-general Armizan Mohd Ali today called on all parties to put their trust in the legal process after an assistant minister and a GRS assemblyman were charged with corruption yesterday. In a statement, Armizan said that nobody should jump to conclusions based on perceptions, sentiments, or one-sided media reports. 'Let us not be quick to label someone a corrupt criminal before the legal process has run its full course. Perception is not always reality, and we have a legal system for a reason. 'I am not asking anyone to be particularly fair to GRS, but let us not turn a blind eye to the realities before us,' he said. He also said that when it came to allegations of corruption, many leaders across various parties had been implicated – some from the opposition, and others from within the ruling coalition itself. 'Some have already been tried and acquitted, others have been convicted. Some were granted a discharge not amounting to an acquittal, while others have ongoing trials that have dragged on for years. 'As for the so-called 'money trails' in corruption cases, we've seen funds go directly into personal accounts, into spouses' accounts, proxy companies, or even take the form of assets and other benefits.' But despite such cases, Armizan said GRS leaders had refrained from making public or official comments on the legal proceedings of leaders from other parties. 'Even when we have been cornered or pushed to the wall, we have not retaliated with comparisons. We have instead chosen to let the legal process take its course,' he added. On Monday, Sabah assistant industrial development and entrepreneurship minister Andi Suryady Bandy and Sindumin assemblyman Dr Yusof Yacob were charged with receiving bribes related to mineral prospecting licence applications in the state. Andi, the Tanjung Batu assemblyman from Umno, and Yusof, from Parti Gagasan Rakyat Sabah, were charged with receiving RM200,000 and RM150,000 in bribes, respectively. Businessman Albert Tei was charged with bribing them. All three claimed trial. Sabah chief minister Hajiji Noor said his administration would let the law take its course and would not interfere in any investigation or legal action against any of its government leaders. Sabah PKR chairman Mustapha Sakmud, however, reportedly described the scandal as a shocking development that could significantly change the Sabah political landscape.
