CUEPACS backs King's call for civil servant integrity

KUALA LUMPUR: The Congress of Unions of Employees in the Public Service (CUEPACS) fully supports His Majesty Sultan Ibrahim, King of Malaysia's decree emphasising that civil servants must be free from the influence of political parties.
Its president, Datuk Dr Adnan Mat, said His Majesty's decree emphasised the importance of civil servants upholding the principle of loyalty to the King and Country by performing their duties honestly and trustworthily.
'CUEPACS fully supports the decree of His Majesty who reminded civil servants that they must remain professional and not get involved in political struggles that could undermine service to the people.
'CUEPACS believes that civil servants are capable of fulfilling their responsibilities without being influenced by the current political turmoil,' he said when contacted by Bernama.
Therefore, Adnan urged all civil servants to continue providing quality and effective services to the people and nation, considering they are the backbone of the government's administration and need to act professionally.
'Civil servants are reminded to remain free from any political ideology in their efforts to maintain the overall well-being of the country under the patronage of the royal institution. They need to be wise in facing challenges and to ensure that services to the people are not affected, even with changes in the government,' he said.
His Majesty, in his Royal Address at the Investiture Ceremony for 2025 in conjunction with the King's official birthday celebration at Istana Negara today, also emphasised that civil servants should always prioritise the interests of the nation and people.
'Government officials must ensure that every decision made follows the established rules and regulations, not the whims of politicians,' His Majesty decreed.
Meanwhile, civil servants contacted by Bernama also supported the decree of His Majesty and believed it was very accurate and deserved serious attention.
Amira Abdul Halim, 36, an administrative and diplomatic officer at the Home Ministry, said that civil servants should not be influenced by any particular political agenda as in a mature, democratic country, civil servants are the backbone of an efficient, fair, and transparent national administration.
'Maintaining integrity and professionalism in the public service to ensure that the policies implemented are based on the needs of the people and interests of the nation, rather than being influenced by certain political agendas,' she said.
According to Amira, civil servants must always adhere firmly to work ethics and the value of integrity, with decisions made according to regulations and not political directives, in the interest of good governance to preserve the dignity of the civil service.
She said that the principles of the 12 Pillars serve as an ethical guide for civil servants, emphasising 12 core values including valuing time, diligence, enjoyment in work, integrity, responsibility, prudent wisdom, and talent enhancement that must be adhered to.
Meanwhile, S. Meettra, who works as an assistant administrative officer at the Ministry of Natural Resources and Environment, said His Majesty's decree should be used as a guideline for both junior and senior officers.
'As civil servants, we need to set an example for future successors (civil servants) that our duties are based on laws and circulars without external interference,' she said.
A police constable, who only wanted to be known as Raja, said that civil servants free from political influence are capable of making fair and law-based decisions.
He said that a neutral stance can also ensure the implementation of government policies is more efficient and focused on the interests of the people.

According to the ASEAN Chairman's Statement issued after the 15th EAS Foreign Ministers' Meeting here, the ministers underlined the forum's role in promoting peace, stability and economic prosperity in East Asia, in line with the ASEAN Charter and key regional declarations including the Treaty of Amity and Cooperation (TAC) and the ASEAN Outlook on the Indo-Pacific (AOIP). They reiterated that the EAS must remain open, inclusive and ASEAN-centred while upholding a rules-based regional architecture grounded in international law and the United Nations Charter. The meeting also emphasised the importance of fostering strategic trust and ensuring responsible, transparent and predictable behaviour among nations, with full respect for sovereignty and territorial integrity. Amid shifting global dynamics, the ministers acknowledged the urgency of reinforcing the EAS's relevance and effectiveness, particularly as the summit approaches its 20th anniversary. The ministers reaffirmed ASEAN's central role as the region's convenor for strategic dialogue and stressed the value of confidence-building measures and preventive diplomacy in maintaining peace and stability in the Indo-Pacific. They also called for deeper collaboration through ASEAN-led mechanisms and greater synergy across existing regional institutions to avoid duplication and promote coherence in addressing regional challenges. Efforts to improve the EAS's internal coordination and follow-up mechanisms were also noted, including the need for more timely implementation of leaders' decisions during inter-sessional periods.

KUALA LUMPUR: Malaysia is keen to increase enrolment for Malaysian students, particularly for Technical and Vocational Education and Training (TVET) programmes, in Russia. This was conveyed by Foreign Minister Datuk Seri Mohamad Hasan during his bilateral meeting with his Russian counterpart, Sergey Lavrov, held on the sidelines of the 58th Asean Foreign Ministers' Meeting. Mohamad said that Malaysia and Russia also explored ways to enhance cooperation and ties in technical fields, as well as other areas of mutual interest. 'I expressed Malaysia's interest in securing more placements for our students, and Russia has agreed,' he told reporters after the meeting, Bernama reported. The two ministers also touched on broader regional cooperation, including Russia's potential signing of the Southeast Asia Nuclear Weapon-Free Zone (SEANWFZ). 'Russia is considering signing the SEANWFZ treaty with Asean and the documentation will be negotiated at the official level,' said Mohamad. Russia established relations with Asean in 1991. The country became a full-fledged dialogue partner in 1996. In 2018, the relationship was elevated to a strategic partnership. In his remarks at the Asean Plus Three meeting, Mohamad said rising unilateralism and nationalism are increasingly sidelining multilateral cooperation – a core pillar of global stability now under strain. 'Today, we are once again being tested. The region is facing what might be called the perfect storm. 'The challenges are multi-fold, ranging from intensifying great power rivalry, economic fragmentation, technological disruptions and transboundary threats.' Despite the difficulties, Mohamad expressed confidence in the region's ability to overcome them through 'collective steadfastness and strong commitment to dialogue and cooperation'. Established in 1997 to address the Asian financial crisis, the Asean Plus Three framework has since evolved into one of the region's most resilient models of cooperation. Meanwhile, Asean foreign ministers hailed the Asean-Canada Free Trade Agreement (Acafta) as a vital platform to unlock deeper economic collaboration in digital trade, artificial intelligence, green technology and clean energy. Wisma Putra said the sectors are seen as critical to the region's sustainable and inclusive growth. It said that ministers from across South-East Asia acknowledged the 'positive momentum' in ongoing Acafta negotiations. The deal, when concluded, is expected to serve as a key economic pillar within Canada's Indo-Pacific strategy, offering a framework to align regulations, foster innovation and enhance regional resilience.

KUALA LUMPUR: The recent meetings between Prime Minister Datuk Seri Anwar Ibrahim and high-level foreign leaders from Australia, Pakistan, Turkiye and Palestine underlined Malaysia's commitment to strengthening trade and investment ties with strategic partners from multiple continents, says Tengku Datuk Seri Zafrul Abdul Aziz. The Investment, Trade and Industry Minister said their discussions covered various strategic initiatives, from the review of free trade agreements (FTAs), including the Malaysia-Australia Free Trade Agreement (MAFTA) and the Malaysia-Pakistan Closer Economic Partnership Agreement (MPCEPA). He said this also included the expansion of the Malaysia-Turkiye Free Trade Agreement (MTFTA) to the services and investment sectors, as well as continued support for the Palestinian economy. "We also urge the active participation of all these countries in the Malaysia International Halal Showcase (MIHAS) 2025, the world's largest halal platform, as well as exploring opportunities in high-tech (technology) and sustainable sectors such as renewable energy, the digital economy, and the halal industry.
