France says China used embassies to undermine sales of French fighter jet

China deployed its embassies to spread doubts about the performance of French-made Rafale jets after they saw combat in India and Pakistan 's clashes in May, French military and intelligence officials have concluded, implicating Beijing in an effort to hammer the reputation and sales of France 's flagship fighter.
Findings from a French intelligence service seen by The Associated Press say defence attaches in China's foreign embassies led a charge to undermine Rafale sales, seeking to persuade countries that have already ordered the French-made fighter — notably Indonesia — not to buy more and to encourage other potential buyers to choose Chinese-made planes.
The findings were shared with AP by a French military official on condition that the official and the intelligence service not be named.
Four days of India-Pakistan clashes in May were the most serious confrontation in years between the two nuclear-armed neighbours, and included air combat that involved dozens of aircraft from both sides.
Military officials and researchers have since been digging for details of how Pakistan's Chinese-made military hardware — particularly warplanes and air-combat missiles — fared against weaponry that India used in airstrikes on Pakistani targets, notably French-made Rafale fighters.
Sales of Rafales and other armaments are big business for France's defence industry and help efforts by the government in Paris to strengthen ties with other nations, including in Asia where China is becoming the dominant regional power.
France is fighting what it calls a disinformation campaign against the Rafale
Pakistan claimed its air force downed five Indian planes during the fighting, including three Rafales. French officials say that prompted questions about their performance from countries that have bought the fighter from French manufacturer Dassault Aviation.
India acknowledged aircraft losses but didn't say how many. French air force chief Gen. Jérôme Bellanger said that he's seen evidence pointing to just 3 Indian losses — a Rafale, a Russian-made Sukhoi and a Mirage 2000, which is an earlier generation French-made jet. It was the first known combat loss of a Rafale, which France has sold to eight countries.
'Of course, all those, the nations that bought Rafales, asked themselves questions,' Bellanger said.
French officials have been battling to protect the plane from reputational damage, pushing back against what they allege was a concerted campaign of Rafale-bashing and disinformation online from Pakistan and its ally China.
They say the campaign included viral posts on social media, manipulated imagery showing supposed Rafale debris, AI-generated content and video-game depictions to simulate supposed combat. More than 1,000 social media accounts newly created as the India-Pakistan clashes erupted also spread a narrative of Chinese technological superiority, according to French researchers who specialize in online disinformation.
French military officials say they haven't been able to link the online Rafale-bashing directly to the Chinese government.

But the French intelligence service said Chinese embassy defence attaches echoed the same narrative in meetings they held with security and defence officials from other countries, arguing that Indian Air Force Rafales performed poorly and promoting Chinese-made weaponry.
The defence attaches focused their lobbying on countries that have ordered Rafales and other potential customer-nations that are considering purchases, the intelligence service said. It said French officials learned of the meetings from nations that were approached.
Asked by AP to comment on the alleged effort to dent the Rafale's appeal, the Ministry of National Defence in Beijing said: 'The relevant claims are pure groundless rumors and slander. China has consistently maintained a prudent and responsible approach to military exports, playing a constructive role in regional and global peace and stability.'
In recent years, China has stepped up disinformation campaigns on global social media platforms like X, Instagram or Facebook, using networks of state-sponsored influencers, sites that pose as news organizations, and fake social media accounts to spread narratives from Beijing.
France's Defence Ministry said the Rafale was targeted by 'a vast campaign of disinformation" that 'sought to promote the superiority of alternative equipment, notably of Chinese design.'
France considers the jet a 'strategic French offering'
"The Rafale was not randomly targeted. It is a highly capable fighter jet, exported abroad and deployed in a high-visibility theater," the Defence Ministry wrote on its website.
'The Rafale was also targeted because it represents a strategic French offering. By attacking the aircraft, certain actors sought to undermine the credibility of France and its defence industrial and technological base. The disinformation campaign therefore did not merely target an aircraft, but more broadly a national image of strategic autonomy, industrial reliability, and solid partnerships.'
Dassault Aviation has sold 533 Rafales, including 323 for export to Egypt, India, Qatar, Greece, Croatia, the United Arab Emirates, Serbia and Indonesia. Indonesia has ordered 42 planes and is considering buying more.
China may be hoping to weaken the security relationships that France is building with Asian nations by spreading worries about the equipment it supplies, said Justin Bronk, an airpower specialist at the Royal United Services Institute, a defence and security think tank in London.
'From a point of view of limiting Western countries' influence in the Indo-Pacific, it would make sense for China to be using the performance of Pakistani weapon systems — or at least purported performance — in downing at least one Rafale as a tool to undermine its attractiveness as an export,' he said.
'They certainly saw an opportunity to damage French sales prospects in the region."

A decade on from China's biggest crackdown on human rights lawyers in modern history, lawyers and activists say that the Chinese Communist party's control over the legal profession has tightened, making rights defence work next to impossible. The environment for human rights law has 'steadily regressed, especially after the pandemic', said Ren Quanniu, a disbarred human rights lawyer. 'Right now, the rule of law in China – especially in terms of protecting human rights – has deteriorated to a point where it's almost comparable to the Cultural Revolution era.' The Cultural Revolution was a decade of mass chaos unleashed by China's former leader Mao Zedong in 1966. During that time judicial organs were attacked as 'bourgeois' and the nascent court system was largely suspended. Ren is one of hundreds of human rights lawyers to have been targeted since the '709 incident', a nationwide crackdown on lawyers and activists that started on 9 July 2015. According to human rights groups and the US government, about 300 people from the loose collective of a burgeoning rights defence movement, known as weiquan, were targeted in the round-up. At least 10 were convicted of crimes such as 'subversion of state power' and given jail terms, while dozens more have been subjected to surveillance, harassment and the revocation of their professional licences in the years since. Modern China has never welcomed human rights lawyers. But in the relatively open years of the early 2000s, with the rise of the internet and China's increasing desire for approval on the world stage, the space for civil society grew to a degree that is now almost unrecognisable. Lawyers scored wins for defendants in cases ranging from tainted baby milk formula scandals to the abuse of migrant workers. 'It's hard to say we achieved success – we can only say that the services we provided have made it more difficult for the authorities to persecute certain groups,' said Jiang Tianyong, a 54-year-old former human rights lawyer known for taking on cases involving religious and ethnic minorities who served two years in prison for 'inciting subversion of state power'. But the nascent movement that Jiang was part of was suppressed soon after Xi Jinping, China's leader, took power in 2012. Although some weiquan lawyers were also interested in political reform, most were focused on working within the existing Chinese system. The daily grind was not about promulgating foreign ideas, said Ren. It was about defending ordinary citizens 'based on the existing laws of China itself, the laws of the Chinese Communist party's own legal system. Yet even within that framework, the lawyers were not allowed to help.' Under Xi's rule, activists have been rounded up, independent law firms and NGOs have been reined in, and any kind of organised activity outside the auspices of the Communist party (CCP) has been tightly restricted. 'The Chinese government under Xi Jinping has sought to eradicate the influence of lawyers who defend people's rights,' said Maya Wang, associate China director at Human Rights Watch. Ten years on from the crackdown, human rights workers say that the suppression of independent lawyers has become more systematic, and less visible, than rounding up individuals. Those affected by the 709 incident describe living under conditions of harassment and surveillance, and are often blocked from leaving the country. Jiang hasn't seen his wife and daughter, who left China, in over a decade. More broadly, lawyers working on cases that the CCP considers sensitive have been stripped of their professional credentials, while legal and political reforms have strengthened the role of the CCP in law firms. Ren escaped the first wave of reprisals after the 709 incident. For a few years, he tried to keep on taking up sensitive cases, including that of Zhang Zhan, the citizen journalist who was jailed after reporting from Wuhan on the early days on the Covid-19 pandemic. In 2021, his licence was revoked. According to data gathered by Chinese Human Rights Defenders, a US-based NGO, between 2017 and 2019, there were 29 cases of law firms or lawyers having their licences revoked or suspended, compared with nine cases between 2014 and 2016. At the same time, China has expanded the provision of legal aid, which the government says will 'benefit more people in need'. According to a Chinese study published in 2022, 60% of defendants with legal representation would receive government-sponsored legal aid. But the legal aid law states that its aim is to 'uphold the leadership of the Chinese Communist party' and critics say that the changes, which include the insertion of Xi Jinping Thought into the charter of the All-China Lawyers Association, have narrowed the space for independent lawyers. 'The Chinese government has been increasing ideological control throughout the legal profession while also increasing the provision of public legal services, and at the same time requiring those legal services be provided by lawyers who are loyal to the party,' said Wang. Many of China's human rights lawyers say their work has been pushed underground. Those without licences try to offer informal advice to people in need, but their ability is severely limited. Under these conditions, 'no one is truly safe,' said Xie Yanyi, a lawyer detained in the 709 crackdown. 'Human rights belong to everyone, and the rule of law protects everyone.' Still, Xie remains hopeful for the future. 'Although the year of the 709 incident marked a major regression in the rule of law in China … people, I believe, are gradually building resilience, maturing and becoming stronger.' China's Ministry of Justice and Public Security Bureau did not respond to a request for comment.

India 's opposition party has accused the Narendra Modi government of "intellectual dishonesty" after it claimed the country was among the world's most equal. The federal Ministry of Information and Broadcasting on 5 July claimed India ranked "fourth globally in income equality", citing a World Bank report. "This is a remarkable achievement for a country of its size and diversity," the release said. The World Bank, in its 'Poverty & Equity Brief' report in April, found that over the past decade India had indeed significantly reduced its poverty rate. "Extreme poverty [living on less than $2.15 (£1.5 )per day] fell from 16.2 per cent in 2011-12 to 2.3 per cent in 2022-23, lifting 171 million people above this line," the report stated. The World Bank said India's consumption-based Gini index improved from 28.8 in 2011-12 to 25.5 in 2022-23, while warning that inequality may be underestimated due to data limitations. The Gini Index, which ranges from value 0 through 100, is used to understand how equally income, wealth, or consumption is distributed across households or individuals. The lower the Gini Index, the more equal the country is perceived to be. The World Bank report added that in contrast, the World Inequality Database shows income inequality rising from a Gini of 52 in 2004 to 62 in 2023. "Wage disparity [in India] remains high, with the median earnings of the top 10 per cent being 13 times higher than the bottom 10 per cent in 2023-24," it added. The Modi government in its press note claimed that India's Gini index made it the fourth most equal country in the world, after the Slovak Republic, Slovenia and Belarus. The World Bank has made no such claims about India's ranking. "Three months after its release, the Modi Government's drumbeaters and cheerleaders have begun spinning the World Bank's data to make the staggeringly out-of-touch claim that India is among the world's most equal societies," the main opposition party, the Indian National Congress, said on X. Congress general secretary Jairam Ramesh dismissed the Hindu-nationalist Bharatiya Janata Party (BJP) government's assertion, arguing that no country with a poverty rate of 28.1 per cent could make "a justifiable claim to being one of the most equal societies in the world". He noted that the government's use of an updated purchasing power parity (PPP) conversion factor from 2021, rather than 2017, would inflate poverty reduction figures. 'More updated data... would result in a higher rate of extreme poverty,' the statement read. Indian news website The Wire noted if the World Bank's income inequality figures are accounted for rather than consumption, India has a Gini index of 61 in 2019 and 2023. That would rank India 176th out of 216 countries and territories, compared to an equivalent rank of 115th in 2009. The Congress party questioned the Modi government's poverty benchmarks, saying that according to the World Bank's lower-middle-income poverty line of $3.65/day (£2.6), India's poverty rate stood at 28.2 per cent in 2022. Mr Ramesh said the figure contrasts sharply with the government's assertion, based on a $3/day (£2.2) benchmark, that only 5.3 per cent of the population was living in poverty in 2022-23.

US shoppers once flocked to Shein and Temu. Now, tariffs mean they are no longer in fashion. The Chinese online retail brands — which had seen seemingly unstoppable growth in recent years — have seen sales plummet over the past two months. In May, Shein's sales dropped by 10 percent. Temu's fell nearly 20 percent. Both have struggled to recover in the weeks since. Retail experts point to the April decision by President Donald Trump to close the so-called de minimis loophole, a tax exemption that allowed companies to ship goods under $800 into the US without paying import duties. Their throttled sales are largely because of President Donald Trump's policies. In April, the President killed the de minimis loophole, a tax exemption that allowed retailers selling items less than $800 to skirt tariffs on Chinese goods. Shein and Temu relied heavily on that carveout to flood the US with low-cost goods, including $3 t-shirts, $15 sneakers, even $100 appliances — all shipped straight to shoppers' doors. But the policy change is straining their pricing advantage. 'Higher prices have deterred shoppers, but the pullback in advertising, particularly by Temu, has also resulted in it dropping off the radar of a lot of consumers,' Neil Saunders, a retail expert at GlobalData, told 'The sudden change in fortunes shows that most consumers were not very loyal to either platform; they just liked the low prices.' Among legacy retailers, those rock-bottom prices were a looming threat. Forever 21 — itself once a fast fashion disruptor — partly blamed Shein and Temu's rise for its latest bankruptcy. The mall staple shuttered all of its stores earlier this year. But now, as Shein and Temu stumble, other retailers are picking up steam. Amazon's women's clothing category grew 26 percent over the last six months. The e-commerce giant is also leaning into the same fulfillment model that Shein and Temu once dominated — working with China-based third-party sellers to keep prices competitive. Other beneficiaries of the shake-up include Dollar Tree, Target, Walmart, Five Below, Zara, Asos, Aeropostale, Nordstrom Rack, and even discount retailers like Ollie's Bargain Outlet. 'Customers have migrated in a number of directions,' Saunders added. 'Shein and Temu won't completely disappear from the US, but the days when they were generating extraordinary growth are behind them.' To stay afloat, Temu is adapting. The company says it's transitioning to a US-based fulfillment system, working with more domestic sellers to avoid international shipping taxes. At the same time, both brands are leaning into growth overseas. Temu's sales in Europe jumped 60 percent in May alone, with France seeing a doubling of purchases. Shein saw a surge in UK and EU markets, too. Analysts expect both companies to keep shifting their supply chain strategies to regain pricing power in the US. But that won't be easy. Global trade tensions, especially between the US and China, remain in flux.
