Inaction of ISRO leadership in extinguishing spy case controversy remains a mystery, says former Ambassador T.P. Sreenivasan

The inaction of the leadership of the Indian Space Research Organisation (ISRO) in nipping the infamous ISRO spy case of 1994 in the bud remains a mystery, former Ambassador T.P. Sreenivasan said here on Sunday.
It remains a mystery why the ISRO leadership failed to publicly say that the space agency did not possess the technology that its scientists were accused of selling to Pakistan, Mr. Sreenivasan said after releasing Chaaram: Chaara Caseinte Pinnamburam, a book by journalist John Mundakkayam on the espionage controversy, here.
'Had they done so, the case would have turned into ashes immediately,' he said.
'Careful examination'
The ISRO spy case was something that should never have happened, D. Sasikumar, a former ISRO scientist who was one of the accused in the case but later acquitted, said. Mr. Sasikumar underscored the need for a careful examination as to how and why the ISRO case happened.
He also recalled his work on rocket development during the formative years of the space agency and the dark days when he was branded a spy and 'treated like a third-rate criminal.'
Former DGP Raman Srivastava, the IPS officer who was embroiled in the espionage controversy, received the first copy of the book from Mr. Sreenivasan.
Mr. Srivastava expressed his hope that the book will further contribute to putting to rest the allegations regarding the ISRO case. He said he has never made any public statements linked to the case in all these years, and did not intend to start now.
'Whatever I have suffered remains with me and whatever has happened is now in complete view,' he said.
'Never established'
Former DGP Jacob Punnoose, who presided, termed the espionage case baseless and nonsensical. It has never been established as to whether a crime was actually committed, he said. 'In every case, there should be a corpus delicti (body of the crime). In this case, strangely, at no point was it established as to what documents or secrets were stolen or smuggled out,' he said. Neither has any official of ISRO holding a responsible position formally lodged a complaint about secrets having been stolen, he said.
Achuthsankar S. Nair, former Professor, Department of Computational Biology and Bioinformatics, Kerala University, Jancy James, former Vice-Chancellor of the Central University of Kerala and Mahatma Gandhi University, were among those present.

Lucknow: In a rare show of swift accountability, Uttar Pradesh minister and former IPS officer Asim Arun on Thursday got his personal secretary (PS) Jai Kishan Singh arrested after a woman employee accused him of outraging modesty at the Social Welfare Department headquarters in Lucknow. The victim, posted at the department's Bhagedar Bhawan office, broke down in front of Arun while recounting the repeated inappropriate behaviour by Singh. Distressed and in tears, the woman alleged that Singh was harassing her for a long time with obscene gestures and inappropriate advances. Moved by her plea, Arun — the social welfare minister (independent charge) who served in the Indian Police Service for 27 years before joining politics in 2022 — took prompt action. He called the police from his office around 3:30 pm and asked them to arrive immediately. When questioned by the minister, Singh allegedly tried to evade responsibility by making excuses. The police from Gomtinagar station arrived shortly after and took Singh into custody. The minister made the woman file a formal written complaint in front of the officers. Police later confirmed that Singh, who holds the post of review officer, is a native of Bamrauli in Prayagraj and currently resides with his family in Vikrant Khand, Chinhat, Lucknow. ACP, Gomtinagar, BN Singh confirmed the development: "The accused Jai Kishan Singh was arrested. An FIR under the charges of BNS 74 (outraging modesty of woman) has been registered based on the victim's complaint, and appropriate legal action will follow," he said.

NEW DELHI Shashi Bhushan Kumar Singh, a decorated IPS officer, took charge as the 25th Commissioner of Delhi Police on Thursday, succeeding Sanjay Arora. Mr. Singh, a 1988-batch IPS officer of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, will continue to serve as the Director General of Home Guards. He is set to retire in February 2026. At Delhi Police, Mr. Singh has served as Additional Commissioner of Police (Karol Bagh), Additional District Commissioner of Police (South), and DCP (North East) and (Central). He also led the Economic Offences Wing and served as the Joint Commissioner and the Special Commissioner of Police across domains like intelligence, law and order, crime, security, and technology. Supervised 89 probes The officer introduced public facilitation desks at police stations, supervised investigations across 89 stations, and led security operations during the 2015 Republic Day celebrations attended by then U.S. President Barack Obama, and the India-Africa Forum Summit attended by 54 heads of states. Tech reforms As the Director General of Police in Mizoram, Mr. Singh launched the State's first all-woman police station, a tourist police unit, and a safety app. He digitised enforcement with e-challaning and expanded Mizoram Police's digital footprint. In Arunachal Pradesh, he introduced the Arunachal Suraksha app, launched an online complaint portal, and implemented large-scale personnel promotions. In Delhi, he helped create the 'Lost Report' mobile app and a web-based Police Clearance Certificate system. His work also includes over seven years with the Cabinet Secretariat (Research and Analysis Wing), including both domestic and overseas assignments. Recipient of awards Mr. Singh is a recipient of the President's Police Medal for Distinguished Service, the Police Medal for Meritorious Service, and a Silver Medal for National e-Governance.

Bengaluru: Karnataka government on Thursday reinstated IPS officer Vikash Kumar Vikash, who was suspended along with four police officers in connection with the June 4 stampede outside the Chinnaswamy Stadium here, pending disciplinary proceedings. The government has on Monday revoked the suspension of two IPS officers: B Dayananda - Additional Director General of Police, who was Bengaluru Police Commissioner when the incident happened, and Shekar H Tekkannavar - Superintendent of Police, pending disciplinary proceedings, along with two Karnataka State Police Service officers: C Balakrishna - Dy SP and A K Girish - Police Inspector. Meanwhile, the government on Thursday also issued a notification appointing Dayananda as Additional Director General of Police (Prisons and Correctional Services), and Shekhar H Tekkannavar as Superintendent of Police, Intelligence. "The Government of Karnataka, in exercise of the powers conferred under Rule-3(7)(c) of All India Services (Discipline and Appeal) Rules 1969, hereby revokes the order of suspension of Vikash Kumar Vikash, IPS (KN: 2004) and reinstates into service with immediate effect, pending the initiation of Disciplinary proceedings under Rule 8 of All India Services (Discipline and Appeal) Rules 1969," the government order said. Vikash is now posted as Inspector General of Police, Internal Security Division, Bengaluru, in the vacant post. He was Additional Commissioner of Police (West) and in charge of stadium security when the stampede happened. Vikash's suspension wasn't revoked along with the other four police officers on Monday, and officials had cited a case relating to his suspension pending before the High Court. Vikash had challenged his suspension before the Central Administrative Tribunal (CAT), which revoked the suspension order on July 1. The government has challenged the CAT order in the High Court. A separate notification was issued giving posts to Dayananda and Tekkannavar. Dayananda is posted to a position that has fallen vacant due to the superannuation of Malini Krishnamoorthy (DGP) on Thursday. Shekhar H Tekkannavar is posted as Superintendent of Police, Intelligence, Bengaluru in the vacant post. He was Deputy Commissioner of Police (Central) during the stampede incident. The stampede occurred on the evening of June 4 outside the Chinnaswamy stadium in Bengaluru, where a large number of people thronged to participate in the RCB team's maiden IPL victory celebrations. Eleven people died and 56 were injured in the incident.
