Bengaluru Stampede: Siddaramaiah govt reinstates IPS officer Vikash, ex-Commissioner Dayananda now ADGP Prisons
The government has on Monday revoked the suspension of two IPS officers: B Dayananda - Additional Director General of Police, who was Bengaluru Police Commissioner when the incident happened, and Shekar H Tekkannavar - Superintendent of Police, pending disciplinary proceedings, along with two Karnataka State Police Service officers: C Balakrishna - Dy SP and A K Girish - Police Inspector.
Meanwhile, the government on Thursday also issued a notification appointing Dayananda as Additional Director General of Police (Prisons and Correctional Services), and Shekhar H Tekkannavar as Superintendent of Police, Intelligence.
"The Government of Karnataka, in exercise of the powers conferred under Rule-3(7)(c) of All India Services (Discipline and Appeal) Rules 1969, hereby revokes the order of suspension of Vikash Kumar Vikash, IPS (KN: 2004) and reinstates into service with immediate effect, pending the initiation of Disciplinary proceedings under Rule 8 of All India Services (Discipline and Appeal) Rules 1969," the government order said.
Vikash is now posted as Inspector General of Police, Internal Security Division, Bengaluru, in the vacant post. He was Additional Commissioner of Police (West) and in charge of stadium security when the stampede happened.
Vikash's suspension wasn't revoked along with the other four police officers on Monday, and officials had cited a case relating to his suspension pending before the High Court.
Vikash had challenged his suspension before the Central Administrative Tribunal (CAT), which revoked the suspension order on July 1. The government has challenged the CAT order in the High Court.
A separate notification was issued giving posts to Dayananda and Tekkannavar.
Dayananda is posted to a position that has fallen vacant due to the superannuation of Malini Krishnamoorthy (DGP) on Thursday.
Shekhar H Tekkannavar is posted as Superintendent of Police, Intelligence, Bengaluru in the vacant post. He was Deputy Commissioner of Police (Central) during the stampede incident.
The stampede occurred on the evening of June 4 outside the Chinnaswamy stadium in Bengaluru, where a large number of people thronged to participate in the RCB team's maiden IPL victory celebrations. Eleven people died and 56 were injured in the incident.

Lucknow: Jaikishan Singh, the personal secretary (PS) to Uttar Pradesh social welfare minister Asim Arun, was suspended on Friday—a day after he was booked for sexual harassment of a woman employee at the department's headquarters. According to the FIR, the survivor, a contractual staffer at Bhagedari Bhawan in Lucknow, accused Singh of repeated sexual misconduct, including two recent instances of inappropriate physical contact. Breaking down before the minister, she recounted incidents that took place on July 28 and four to five days prior, alleging prolonged harassment. Minister Arun, upon hearing the complaint, immediately summoned the police to his office. Singh was taken into custody on the spot and later suspended. Arun also recommended a full administrative inquiry through the state secretariat. "Law doesn't stop at the road—it applies inside offices too," the minister said, praising the woman's courage in speaking up. "No one is above the law—not even my own PS." A former IPS officer, Arun added that the govt will now strictly enforce the POSH Act and Vishaka Guidelines across departments. He also announced a new "Outsourcing Corporation" under CM Yogi Adityanath to address broader structural issues affecting outsourced workers. However, Arun cautioned against linking sexual harassment to outsourcing alone. "This is a gendered crime. The nature of employment does not determine the seriousness of the offence," he said, promising increased awareness campaigns and stronger internal complaint mechanisms.

NIA Arrests 2nd Suspect In Killing Of 6 Meiteis Including 3 Children In Manipur's Jiribam
New Delhi: The National Investigation Agency (NIA) has made a second consecutive arrest in the case of killing of three Meitei women and three children in Manipur's Jiribam district in November 2024. The NIA arrested Lalrosang Hmar alias Rosang from Mizoram's capital Aizawl on Thursday, the NIA said. He is a resident of Assam's Cachar district, neighbouring Jiribam. The first accused, Thanglienlal Hmar, was also arrested yesterday from Aizawl by a joint NIA-Assam Police team. Lalrosang was an active conspirator in the crime; the NIA recovered a mobile phone and a SIM card from him, which will be examined, the NIA said. The arrest comes three weeks after the Manipur High Court ordered the NIA to give a report on the case, and three days after it ordered the NIA to file a chargesheet within a month. The members of the Meitei community who were kidnapped from Jiribam, a district bordering Assam, and whose mutilated bodies were found floating in a river days later, were Yumrembam Rani Devi (60), Telem Thoibi Devi (31) and her daughter Telem Thajamanbi Devi (8), Laishram Heithoibi Devi (25) and her two children Laishram Chingkheinganba Singh (2.5 years old) and Laishram Lamnganba Singh (10 months old). At that time, the Manipur cabinet in a resolution had called the suspects "Kuki militants". The arrested suspect, however, belongs to the Hmar tribe, a distinct tribe and not part of the Kuki nomenclature. The Kukis in Manipur along with the Zomi and Hmar tribes have been rallying behind the banner of "Kuki-Zo" since ethnic violence with the Meiteis began in May 2023. The women and children were kidnapped from Jiribam's Bokobera neighbourhood while another group of militants were engaged in a gunfight with the Central Reserve Police Force (CRPF). Ten of the militants were shot dead in the encounter.

Varanasi: Prime Minister Narendra Modi will on Saturday disburse the 20th installment of the PM-Kisan scheme from Varanasi, injecting Rs 20,500 crore into the accounts of 9.7 crore farmers nationwide. Aug 2 — the day of release of the 20th installment — will be observed as the 'PM-Kisan Day'. Under the scheme, financial assistance of Rs 6,000 per year is transferred to the bank accounts — in three equal installments, every four months — of landholder farmers' families across the country through the Direct Benefit Transfer (DBT) mode. A motorcycle squad and additional personnel have been deployed for effective traffic management. Senior officers will be equipped with sufficient ropes for crowd control Traffic officials announced that the Kachhwa-Kapsethi-Babatpur road will be restricted to vehicles carrying the public meeting participants only. Other vehicles will be diverted via Ring Road to Harhua crossing through Rakhauna. To manage the influx, five designated parking zones have been set up for different categories of vehicles.
