TurkStream gas pipeline could slow EU, Russia decoupling: Vladimirov

Russian LNG sales in the continent are rising, and gas supply through the TurkStream pipeline has not only survived but expanded.
It's true that Russian pipeline gas exports to the European Union have plummeted since the start of the war in Ukraine, falling from over 155 billion cubic metres (bcm) in 2021 to under 40 bcm in 2024.
But in the same period, Russian LNG sales to the EU nearly doubled to around 25 bcm, with France, Belgium, Spain and Netherlands buying over 90% of the volumes. The ban on Russian LNG transhipment via EU ports has actually boosted direct spot gas purchases.
This trend should reverse under the new EU Roadmap as it calls for member states to develop detailed national plans for phasing out Russian gas in the next two and a half years. However, the Commission provides no clear legal framework for enforcing these targets.
Meanwhile, the Turkstream pipeline, which runs under the Black Sea to Turkey and on to Southeast Europe, accounts for all of the Russian energy giant Gazprom's remaining pipeline exports to the bloc. In Q1, 2025, volumes through TurkStream's European section rose 16% year-on-year to around 4.5 bcm, driven by higher demand in Hungary and Slovakia.
Since Turkstream's launch, more than 63 bcm of Russian gas has reached the EU, generating over 20 billion euros ($22.72 billion) for Gazprom, while supplying gas to Greece, Bulgaria, Serbia, Romania, Moldova, North Macedonia, Bosnia, Hungary and Slovakia.
In 2025, Hungary has emerged as the leading importer, with Russian gas imports expected to rise to around 8 bcm, up from 6 bcm in 2023. Slovakia, which previously received its Russian gas via Ukraine, has begun importing from TurkStream, facilitated by Hungary's expansion of the cross-border transmission capacity from 2.6 to 3.5 bcm/year. Slovakia's state gas supplier, SPP, confirmed in March 2025 that it would expand its long-term contract with Gazprom, valid until 2034.
These flows are driven by steep Gazprom discounts. Based on EU custom-based data, Russian pipeline gas sold to EU buyers via TurkStream in 2024 was priced 13–15% lower than alternative options.
Alternative energy
Alternative gas supply options exist. U.S. LNG exports will surge 15% in 2025, adding 22.5 bcm, enough to replace Russian pipeline gas and cut the U.S. trade deficit with the EU by up to $10 billion per year. These exports could reach LNG terminals in Turkey, Greece, Croatia and Italy, and then flow throughout Central and Easten Europe (CEE) via interconnectors with over 30 bcm/year in capacity.
However, swapping overdependence from one supplier to another may also be risky at a time when U.S. leadership is becoming less reliable. Additionally, U.S. LNG exporters charge Europe more than North American buyers and demand 20–25-year contracts, clashing with the EU's decarbonisation goals.
CEE governments, notably Hungary and Slovakia, have opposed the phaseout of Russian gas, claiming it will drastically increase energy costs and undermine Europe's competitiveness. Yet, a closer look at market differentials and gas company financial reports suggests that the Russian gas price discount does not reach consumers and instead flows to Gazprom-linked suppliers.
To encourage this process of supply diversification, the EU could ban spot gas purchases immediately as they do not require long-term gas contract modifications. The deadlines for phasing out all Russian gas imports in the Roadmap could also be brought forward to the end of 2025, and the EU could make the target binding.
This process could trigger force majeure clauses in long-term Gazprom contracts, though legal experts warn courts may not accept the argument. Still, a better strategy may be to claim that the seismic geopolitical changes since 2022 are forcing companies to renegotiate or cancel their contracts.
To avoid bottlenecks, the European Commission's roadmap commits to help coordinate LNG imports, strengthen the gas demand aggregation mechanism and use interconnections more efficiently to reach landlocked countries. The EU also wants to oblige member states to implement a certification and traceability system for gas origin, requiring all suppliers to disclose the source of gas entering the EU, and ban Russian gas deliveries.
If the EU is serious about truly decoupling from Russian energy, then TurkStream needs to be addressed. The bloc must also rethink energy security to avoid overreliance on any one power. The new roadmap gives Brussels the legal and policy tools to act, but without political resolve, dependency could quietly persist.

By Olivia Raimonde and Alastair Marsh Motor racing, a sport known for flashy, petrol-guzzling racecars speeding at hundreds of kilometers per hour across twisting asphalt tracks, hasn't been a pastime known for sustainability. Formula 1 is trying to change that. Often referred to as 'the pinnacle of motorsport,' the racecar organisation, which hosts an annual championship featuring the best drivers in the world, has seen its carbon emissions drop 26 per cent since 2018. At the end of the 2024 season, the sport's carbon footprint fell to 168,720 tonnes of carbon dioxide equivalent from 228,793. F1 said in a statement on Wednesday that it's halfway toward achieving its minimum 50 per cent reduction target, as set out in its 'net zero by 2030' commitment. 'It's the culmination of a lot of work,' said Ellen Jones, head of environmental, social and governance at F1, in an interview. 'We've changed the way we operate, changed the way we work' with the racing teams and promoters, as well Formula 1's management and regulator, she said. A major factor in the reductions has been a years-long shift to renewable energy, Jones said. Investment in sustainable aviation fuel for travel and freight use, and other alternative energy sources, including solar and biofuels, contributed to the decline. Next year, F1 has set a target for the cars to have new hybrid engines and be powered entirely by advanced sustainable fuel. The sport has achieved carbon reductions across the four major categories that it tracks: factories and facilities, down 59 per cent since 2018; logistics, down 9 per cent; event operations, down 12 per cent on a per-race basis; and travel, down 25 per cent. An increase in using remote operations and changes to the race schedule also have resulted in lower greenhouse gas emissions. Having remote broadcast operations has allowed about 140 personnel to avoid having to travel to the race location each weekend. And changing the date of the Japanese Grand Prix to align with other races last year in the Asia-Pacific region also contributed to lower emissions. In 2026, the date of the Monaco Grand Prix will be moved to align with other European events and eliminate an additional transatlantic crossing. F1 said its climate commitment is 'set in accordance with the science' from the Intergovernmental Panel on Climate Change and aligns with the panel's definition of net zero emissions. The racing series' goal is to reduce absolute emissions by a minimum of 50 per cent from a 2018 baseline, which was calculated using guidance set by the Greenhouse Gas Protocol. F1 has faced criticism from activists who say the sport is harmful to the environment. In 2022, demonstrators with Just Stop Oil sat on the track during the 2022 British Grand Prix, disrupting the race. The construction of Madrid's Grand Prix street circuit also has prompted backlash.

Sanctions as deadly as war, linked to mass fatalities every year: Study

Sanctions can cause as many fatalities as armed conflict, with unilateral penalties being associated with more than half a million deaths per year, according to a new analysis. Unilateral and economic sanctions imposed by the US and the European Union lead to a substantial increase in mortality that disproportionately hurts children younger than five years old, the study published in the Lancet Global Health journal found. Sanctions can hobble public health provision and keep humanitarian organisations from operating effectively, weighing on the death toll. 'Woodrow Wilson referred to sanctions as 'something more tremendous than war.' Our evidence suggests that he was right,' authors Francisco Rodríguez, Silvio Rendón and Mark Weisbrot wrote. 'It is hard to think of other policy interventions with such adverse effects on human life that continue to be pervasively used.' The researchers, whose work was funded by the Center for Economic and Policy Research, a progressive think tank, looked at mortality rates by age group in sanctions episodes for 152 countries between 1971 and 2021. They used four unique econometric tools to isolate the causal relationship between categories of sanctions and higher mortality rates. Their findings were consistent across all four methods: Global, economic and unilateral sanctions are all associated with higher death tolls. United Nations sanctions are not, to any statistically significant level. The term 'global sanctions' in the study refers to all penalties, whereas 'economic sanctions' are trade and financial deterrents and 'unilateral sanctions' are imposed by either the US or the EU. UN sanctions potentially have less impact given they're framed as efforts to minimize impact on civilian populations, the authors point out, while US sanctions often aim for regime change or shifts in political behavior, which deteriorates living conditions in target countries. 'Many times, a rogue regime will blame sanctions for all the problems of its country,' Jeremy Paner, a sanctions lawyer at Hughes Hubbard, told Bloomberg before seeing the study. 'It's easy to blame the US or Brussels.' Paner, who previously served as lead sanctions investigator at the Treasury Department's Office of Foreign Assets Control, was skeptical of the study's conclusion, emphasizing that OFAC works to ensure that humanitarian groups can work in sanctioned countries effectively. 'The point of sanctions is to further foreign policy and American values, including humanitarian work,' he said. Rodríguez, the study's lead author and an expert on sanctions and the crisis in Venezuela, countered that even if humanitarian aid is allowed into sanctioned countries, there are formidable obstacles to delivery. Banks and nonprofits often avoid interactions with the sanctioned nation regardless of the exceptions for aid. 'Saying, 'I'm going to block your oil exports, but I'm going to allow you to continue importing humanitarian goods,' is almost like saying to somebody who has just lost their job, 'Don't worry, you can still go into the store and buy whatever you want,'' Rodríguez said in an interview. For decades, academics have debated how sanctions affect mortality, but have struggled to prove such a relationship. Joy Gordon, who focuses on sanctions at Loyola University in Chicago, said the Lancet study offers a 'compelling argument, supported by rigorous methodology, that sanctions directly impact mortality' across age groups. The researchers urged policymakers to exercise restraint with sanctions, especially as the tool's use has ballooned. Some 25 per cent of countries were sanctioned by the US, EU or UN between 2010 and 2022 — up from 8 per cent of countries in the 1960s, according to the study, which cited Global Sanctions Database figures.

France's EDF to withdraw from some overseas projects, cut jobs

France's EDF is cutting its headcount overseas and scrapping bids on some nuclear projects abroad as it focuses on a major construction programme at home under new CEO Bernard Fontana , said two sources familiar with the matter. France, once a global leader in nuclear energy and Europe's largest nuclear power producer, is pulling back at a time of global calls for nuclear expansion , opening the door to new players as high costs and design issues hurt its ability to compete internationally. Fontana was appointed in April to take over the state-run utility after the government became increasingly frustrated with EDF's slow progress in revamping the French nuclear fleet. The new chief executive told a parliamentary hearing on his nomination that he would focus on developing the company's domestic nuclear projects rather than its international business, which employs hundreds of people and has previously built reactors in China, Finland and Britain. He has outlined changes to the overseas business in recent weeks, said the sources, including pulling back from some bids to build reactors outside Europe. The company will focus on tenders for nuclear projects in the Netherlands, Sweden and Finland, where it has a higher chance of winning the bids, said an industry source familiar with the plans. It will also de-prioritise projects in Poland, India, Canada and elsewhere outside Europe, the person said. Reducing its international footprint will allow it to cut costs and redirect people to higher-priority projects, said another industry source familiar with the situation. EDF's recent international projects have faced long delays and cost overruns. Last year it lost out to South Korea's KHNP in a bid for two new reactors in the Czech Republic. Fontana will also reduce headcount on the international sales team, said the sources, with one saying there are plans to cut about 60 jobs, including 10 managers. No decision has been made, EDF said. The group continues its international activities while remaining attentive to the profitability of its commitments, the company said. Europe has always been its first priority and it is focusing on strengthening its European supply chains, a spokesperson for the company said. "The new French nuclear programme is the group's priority," said an official in Prime Minister Francois Bayrou's office. President Emmanuel Macron announced plans in early 2022 for six new French reactors to replace ageing plants and secure future energy supplies, with costs estimated at 67 billion euros ($78.7 billion), according to a media report last year. The company is heavily indebted, however, after expensive repairs to its nuclear fleet in recent years. EDF is also looking to sell some of its renewable energy assets in North America and Brazil. The company's subsidiaries Framatome and Arabelle, which produce reactor parts, will continue to bid to supply international projects, such as the AP 1000 in Canada, one of the sources added.
