Olympic champ Pan crashes out again in second worlds flop
His time of 47.81 was a full second behind the fastest qualifier, American Jack Alexy.
"To put it plainly, I just wasn't in good shape today," said the 20-year-old Pan.
"I'll continue to work hard."
Pan also flopped in the 200m freestyle in Singapore, going out in the heats.
Australia's Kyle Chalmers, who qualified for the 100m final from the same semi-final as Pan, said his Chinese rival was "probably struggling a little bit".
"He said to me this morning after the heat, 'I am tired' after we touched the wall, so I'm assuming he's not at his best," said Chalmers.
"He had such a successful Olympic year last year. A lot of Australian Olympic athletes like myself have struggled the year after the Olympics, historically.
"I'm sure he's probably even more famous than I ever was in Australia."
Pan's win in Paris turned heads in the swimming world, with Australian Olympian-turned swimming coach Brett Hawke questioning its legitimacy.
Hawke, an Australian Olympic sprint freestyler himself who went on to mentor Brazil's Cesar Cielo, the first man to break 47 seconds, claimed the world record time was "not humanly possible".

The stylish batsman scored a remarkable 754 runs in five Tests, falling just 20 shy of Sunil Gavaskar's long-standing series record for an Indian cricketer. Gill, nicknamed "Prince", arrived in England in early June under intense pressure and with a modest Test average of 35. During the second Test at Edgbaston he compiled a majestic 269 in the first innings and a turbo-charged 161 in the second innings as India won to level the series. After a quiet third Test at Lord's, won by the hosts, Gill returned to form in Manchester, grafting for 103 in 238 balls as the tourists battled successfully to draw the match and keep the series alive. An unnecessary first-innings run-out in the fifth Test at the Oval left him an agonising 31 runs short of Gavaskar's mark and he fell for just 11 in his final innings of the campaign. Gill grew into his role as captain during a series in which he faced several challenges, including the vocal presence of several senior players and the limited availability of paceman Jasprit Bumrah. The series was still alive heading into the final match in London but India appeared to be sliding inexorably towards defeat before England suffered a dramatic collapse, with fast bowler Mohammed Siraj doing most of the damage. Lions hooker Sheehan banned over Lynagh incident
The 26-year-old Irishman -- who captained the side for part of the 22-12 defeat after Maro Itoje suffered a head injury -- had argued his action did not merit a citing nor was it foul play. However, an independent panel disagreed, imposing the ban, although he will miss only three games if he successfully completes a coaching intervention. "The sanction has been accepted by the player," read the judgement. "In determining foul play, the Committee found that Sheehan's actions were reckless. "The Committee found that he made head contact with the Australian player, that his action amounted to a high degree of danger and that no mitigation applied." Sheehan charged into the breakdown during the first half of the clash in Sydney, appearing to elbow Lynagh in the head. It was missed by the referee and television match official (TMO), despite Lynagh leaving the field for a head injury assessment which he failed. Sheehan will miss his province Leinster's pre-season match against Cardiff and two United Rugby Championship games with South African sides the Sharks and Stormers.
